2 National Information Center The national information center -NIC- founded in 1999 supported with an act issued the same year. Later; in 2010 this act has been updated to accomdate and cover newer issues in the field of ICT as well as as playing a consultantation role for government. NIC working in several tracks; in terms of infrustracture,applications, standards as well as informatization promation. NIC working side by side with its stakeholders from the differnent governmental inistitutions, private sectors and the civil organizations. 3 NIC Goals: Establishing the national information network as well as operating and managing it according to high class standards. Participating in developing systems that govern the internet with related international bodies. Establishing the policies and strategies that enhance the industry of information technology and its utilities. Supervise the programs of training and capacity building for the governmental employees with relevant institutions. Setting the framework for information s classification, exchange and how it can be reached by the different governmental institutions as well as securing and protecting it. 3
4 more Goals: Bring finance for the informatization projects in the different levels with the coordination with the ministry of finance and planning. Sponsoring applications projects specially the ones related to egowith the coordination with all government entities, NGOs and private sector. Working with the Sudanese Standards and Metrology Organization (SSMO) and the other parties in the process of checking and monitoring all the offshore software and hardware as well as locally developed ones. 4

6 Laws: As the developments happing in the legislation and constitutional field;the National information center had released several acts that govern and regulate the ICT in Sudan such as: National telcommunications Coroperation Act of 2001 (currently under revision). Electronic Transactions Act of E-crimes law for the year 2007 (currently under revision). Careers in computer systems Act of Company's Unified Number Act of The right of access to information law. 6
7 National DataCenter: Securing (physical + firewalls). Networking: o Provide high Internet bandwidth of up to 40 M. o integration with banking services company (EBS) and Civil Registration o Higher Education (National Network - a private network with EBS) o Providing high specification servers dedicated to host systems of government institutions o Provide a private, secure and isolated network link for payment providers o 7/24 provide technical support. 7
8 The national network It is a private government network, which is the result of information networks linking all state facilities, and through the circulation of information between the various parties in accordance with the policies formulated by the center. The establishment of the National Information Network : oin 2001; based on different linking techniques rely on copper cables a number of 35 federal ministry in addition to link 15 of the Secretariat of Government has been linked at the time 8
9 Services provided by the network: At that time 2001, was a government service, contact the helpdesk national mail over telephone lines helpdesk RAS connections with a capacity ranging from 48-68Kbps In 2005, new technology like Frame Relay, ADSL andvshdsl was introduced. These technologies are based on copper cabling These new technologies allow the introduction of other services such as video-conference service that was used in the Council of Ministers with the other states. In 2009 a remarkable development happened to the national network in terms of linking techniques. The move to fiber-optic technology supported to provision of wide range of bandwidth; which has had a positive impact on the quality of services provided by the network. Later; The VoIP service has been introduced over this network to all governmental institutions. in addition to improved video-conference service seen the launching of the national data center as the nucleus for the national information network. which provide a secure and stable environment for hosting applications and the databases of all government institutions. 9
10 National internet exchange point: To maintain the movement of data within Sudan. In the case of Internet blackout; the service remains available on the level of Sudan. The internet exchange point provides less on the Internet costs because of restricting the movement internally. 10

13 The Sudan's e-government portal is an electronic main interface to the Government of Sudan, its primary crossing point for all electronic services provided by government institutions, which is acomprehensive Web site that combines all information from multiple sources in a unified way. E-governance portals are most likely to provide government services online channel and facilitates the interaction between individuals, companies and institutions. Basic information about Sudan are available as well as other information and services needed by citizens, visitors and business; they are classified according to the needs of the surfer Through it, however; the collection and payments for services occursvia unified payment platform known as SADAD. 13

26 Electronic application of the universities: Electronic application of universities and higher institutes is a system that facilitates the application process and enrollment in a Sudanese universities electroniclly, whereas the system provides all the processes that belong to the student entering the competition through this system. 26

Of the most important reasons for the success of this experiment: o Strong-willed available and good management. o Coordination between the parties provided for the service. o the availability of the Infrastructure necessary to provide a secure data center and network centers in addition to online availability. o Provide means of different payment in Sudan. o Availability of good young manpower. 27
