3 Harmonizing Digital Markets of EU and EaP Countries Initiative Background 7 th of Nov, 2013, Vilnius. Shaping EU Digital Market event session Harmonizing of EU Digital market with Eastern Neighbours event was held in Vilnius with participation of delegations from all EaP countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. HDM initiative was proposed by INFOPARK delegation.

4 What does Harmonisation mean? Almost half of EU economic productivity is driven by IT. Creation of the real Digital Single Market would mean for Europe grow of 4% GDP and 415 bln Eur for EU economy. Harmonisation of the national Digital Markets (HDM) is the vital process of their convergence/integration by eliminating regulatory barriers, overcoming technological obstacles and aligning the digitization levels of European regions for creation of the pan- European Digital Single Market. 6 HDM goal HDM GOAL via Digital to Economic integration with Eastern partners (Armenia, Azerbaidjan, Belaruss, Georgia, Moldova, Ukraine). This includes harmonization and integration of EU and Eastern Partnership countries national IT policy legal, administrative, and technological systems.

12 Creation of ICT panel To be part of EaP Platform 2 on "Economic Integration and Convergence with EU Policies, formulating HDM strategy, coordinating all actions and projects related to the HDM initiative; aim at discussing opportunities, including funding possibilities, synergies with ongoing projects and programmes, and challenges regarding HDM; assessing progress and ensuring consistency and coherence at national, bilateral and regional level; should bring together all relevant stakeholders from EU Member States and partner countries, including public administrations, professional and industrial associations, regulatory bodies, civil society and financial institutions. creation of any future EaP Flagships ( ENI, European Neighbourhood Instrument)
