2 Infrastructure for Sustainable Development SDG Target 9.1: Develop quality, reliable, sustainable and resilient infrastructure, including regional and trans-border infrastructure, to support economic development and human well-being, with a focus on affordable and equitable access for all. Sustainable Development Goals (September 2015) Goal 9: Build resilient infrastructure, promote sustainable industrialization and foster innovation Goal 11: Make cities and human settlements inclusive, safe, resilient and sustainable Quality infrastructure is positively related to the achievement of social, economic and political goals 1
3 Initiatives of Japanese Government In May 2016, Prime Minister Abe delivered an initiative titled Expanded Partnership for Quality Infrastructure. Japan increased supply of financial resources towards Infrastructure projects across the world. Partnership for Quality Infrastructure (May, 2015) In order to meet the massive infrastructure demand in Asia, Japan, in collaboration with the strengthened Asian Development Bank (ADB), will provide approximately USD 110 billion for quality infrastructure investment in Asia over the next five years. An initiative titled Expanded Partnership for Quality Infrastructure (May, 2016) Provision of financing of approximately USD 200billion as the target for the next five years to infrastructure projects across the world. Expansion of the targeted area from Asia to the whole world(e.g. Africa, Russia) 2
4 G7 Ise-Shima Principles for Promoting Quality Infrastructure Investment Principle 1 Ensuring effective governance, reliable operation and economic efficiency in view of life-cycle cost as well as safety and resilience against natural disaster, terrorism and cyber-attack risks Principle 2 Ensuring job creation, capacity building and transfer of expertise and know-how for local communities Principle 3 Addressing social and environmental impacts Principle 4 Ensuring alignment with economic and development strategies including aspect of climate change and environment at the national and regional levels Principle 5 Enhancing effective resource mobilization including through PPP 3
5 Strengthened relationship between Japan and Africa since TICAD VI TICAD VI (August 2016) Prime Minister Abe announced that Japan will invest USD 30 billion for future of Africa in , for projects such as high quality infrastructure. Prime Minister Abe announced Free and open India-Pacific strategy" Africa-Japan Conference for High Quality Infrastructure (with participation of 76 companies and 12 African countries): Adopted Leaders Declaration confirming the promotion of quality infrastructure investment in African countries. 7 Japan-Africa Infrastructure Development Association (JAIDA) After the TICAD VI Africa-Japan Public-Private Conference for High-Quality Infrastructure (August 26 th -27 th, 2016), the "Japan-Africa Infrastructure Development Association (JAIDA) was established September JAIDA aims to continuously and actively provide information about Japanese technologies and experiences of High-Quality Infrastructure to African countries, and build and promote relationship with public and private sectors both in Africa and Japan.
