5 Information Technology Policy 1. Develop information technology infrastructure by accelerating the establishment of a hi-speed communications network that is broad based, accessible, adequate, reliable and reasonably priced, with fair competition. 2. Promote free access to and appropriate use of the Internet in public areas and provide free Internet access in public areas. 3. Promote the most effective use of frequencies. 4. Promote the use of the public and private sector radio and television media, as well as conversion from analog to digital systems. 5. Promote and support the development of software, hardware and related industries. 5
