5 Introduction United Nations procurement delivery in 2010 has increased substantially in comparison to the previous year. The total UN procurement volume has increased by $747 million over the previous year, representing an increase of 5.4%. In terms of procurement of goods and services, agencies increased their procurement of goods by $681 million and increased that of services by $66 million over The 2010 data reverses the trend that has seen the UN s requirement for services exceed that of goods and revert to the trend of previous years where the proportion of goods far outweighed that of services contracted. The 2010 report analyzes procurement from developing countries and countries with economies in transition, and examines United Nations system performance in increasing opportunities for vendors in developing countries and countries with economies in transition. Significant progress has been made towards achieving that objective (refer to Figures 4-8 in the Executive Summary for further details). A comparative analysis of the agency share of goods and services categories procured by UN agencies first introduced in the 2009 report as a pilot is continued in 2010 and will be a standard feature in future reports. In addition, the 2010 report looks at procurement by United Nations organizations from vendors that support the Global Compact. The Compact measures engagement by the United Nations system with companies that take corporate social responsibility seriously, an increasingly important consideration in the global marketplace. While United Nations organizations give no preferential treatment to Compact signatories, the volume of procurement with registered Global Compact vendors increased again in 2010 reaching 17.94% of contracts of $30,000 or more. The 2010 statistical report features an annual thematic supplement, now in its third year, that focuses on current issues in procurement. The focus for the 2010 supplement is on procurement and its contribution to the Millennium Development Goals. It includes an overview of the international debate on the subject, best practice cases and contributions from practitioners and international experts Annual Statistical Report on United Nations Procurement

DAC consists of 22 member countries as well as the Commission of the European Communities. Countries for which the United Nations provides financial/technical assistance. A list of these countries is attached as Annex 2. Scholarships and study tours awarded to individuals for study and training within various operational activity programmes. Activities which do not involve individual award of a scholarship, such as group training and seminars, are not included. Includes both equipment and supplies. Experts and consultants hired internationally for technical cooperation activities. 7 Executive Summary Total procurement of goods and services for operational activities of the UN system The overall procurement volume (goods and services combined) of United Nations organizations during 2010 increased to $14.5 billion, from $13.8 billion in 2009 a gain of 5.4 percent. The total procurement of goods increased $681 million, an increase of 10.7 percent, while procurement of services grew by $66 million, an increase of 0.9 percent. Between 2006 and 2010, United Nations procurement volume increased from $9.4 billion to $14.5 billion, attributable to a $2.4 billion growth in the procurement of goods and a $2.7 billion growth in the procurement of services for the same period. 8 Ten major countries of supply to the UN system in 2010 The 10 major countries to supply United Nations organizations in 2010 (see Table 1) included four developing countries, with Afghanistan, Sudan, India and Pakistan accounting for 34.8 percent of the total procurement volume of the top 10 countries of supply. Afghanistan is among the 10 major countries to supply the UN for the second year running, and increased its share of total United Nations procurement volume by 1.4 percentage points in Procurement from Afghanistan consisted primarily of construction, transport and demining services executed with national contractors by the United Nations Development Programme (UNDP) and UNOPS respectively. Sudan, also in its second year in this list, has retained its position as the United Nations fourth largest supplier, despite a 0.6 percentage point drop in its share of total United Nations procurement volume. Procurement from Sudan also consisted of construction and transport services as well as fuel oils procured by the United Nations Procurement Division (UN/PD) and the World Food Programme (WFP). India has featured in this list since 2000, and in 2010, was the fifth largest supplier to the United Nations system, with a 3.9 percent share of total United Nations procurement volume representing a decrease of 1 percentage point over Procurement from India included vaccines, pharmaceuticals and medical equipment procured primarily by UNICEF. Pakistan is on this list for the first time with a share of total procurement volume of 3.2 percent. Procurement from Pakistan consisted primarily of food supplies, shelter, tents and field equipment, fertilizers and seeds procured by WFP, the United Nations High Commissioner for Refugees (UNHCR) and the Food and Agriculture Organization (FAO) respectively. Between 2006 and 2009 (see Figure 3) this downward trend has reversed thereby increasing the procurement share of the top ten countries of supply to the United Nations. During this period the percentage share has increased by 12 percent however, it declined by 0.9 percent in Annual Statistical Report on United Nations Procurement

10 Procurement from developing countries and countries with economies in transition General Assembly resolution 57/279 on procurement reform (specifically paragraph 6), encourages United Nations organizations to increase sourcing opportunities for suppliers from developing countries and countries with economies in transition. General Assembly resolution 61/246 (specifically paragraph 24), reiterates the request. In response, United Nations organizations have placed more orders with suppliers from these countries. The growth of such orders has steadily grown over the 2006 to 2010 period (as shown in Figure 4), representing an increase of 62.6 percent for the same period. 11 Procurement from developing countries and countries with economies in transition by region Developing countries and countries with economies in transition in all regions experienced growth in their share of procurement from the United Nations organizations in Notably, the Asia and the Pacific and the Latin America and Caribbean states have increased their share of procurement by $395 million and $334 million respectively. EUROPE & CIS Regional data from developing countries and countries with economies in transition show that all regions except the Arab and Europe and CIS states have seen an upward trend in procurement business. The percentage share of United Nations procurement from these states has decreased from 2009 to 2010 by 0.5 and 0.3 percent respectively. 14 United Nations Procurement and the Global Compact UN agencies, in cooperation with their suppliers, are increasingly trying to buy for a better world. They are looking beyond traditional economic parameters to make decisions based on life-cycle costs and associated environmental and social implications, to help producers - especially in the developing world - become more efficient and competitive in larger markets. For the fourth year, the Annual Statistical Report 2010 features an analysis of the participation of UN suppliers in the world s largest global corporate citizenship initiative, the Global Compact. The United Nations strongly encourages its suppliers to support the Global Compact and its principles 1. In 1999, the United Nations Secretary General Kofi Annan challenged the business leaders gathered at the World Economic Forum in Davos to develop greater social and environmental responsibility in their business activities. He offered them a new compact of shared values and principles, to give a human face to the global market: the Global Compact. The Global Compact is a framework for businesses that are committed to aligning their operations and strategies with ten universally accepted principles in the areas of human rights, labour, the environment and anti-corruption. As the world s largest global corporate citizenship initiative, the Global Compact is a voluntary scheme, a learning dialogue and a platform for action. 16 Sustainability reporting in the UN System The United Nations has an impact on the economic, environmental and social fabric where it conducts its operations. Acknowledging this, the UN has committed to achieving climate neutrality and overall environmental sustainability, and it is pursuing this goal with a system-wide initiative since Openness and transparency on the way UN operations are managed and donor funds are employed are in the best interest of UN stakeholders and of the international community. For these reasons, a sustainability reporting system has been introduced. For the third year, the Annual Statistical Report contains a section on sustainability reporting. The report focuses on two key areas of sustainability performance for the UN: sustainable procurement, and sustainable office management Out of the 33 agencies that returned statistical information for 2010 and are therefore included in the ASR, 30 percent provided (in whole or in part) information on their sustainability performance 1. Figure 12 Sustainability reporting among UN agencies 30% 70% Agencies reporting on sustainability Agencies not reporting on sustainability From vision to implementation In terms of the framework for sustainable procurement, the report reflects the progress made by some sustainability champions in the UN system. United Nations Volunteers (UNV) has reported the adoption of an sustainable procurement policy and the World Trade Organization (WTO) plans to adopt one in UNOPS and UNV have initiated a sustainable procurement programme and the UN Office in Nairobi (UNON) and WTO will follow suit in Procurement personel have undergone sustainable procurement training in the last three years in the Food and Agricultural Organization (FAO), UN Economic and Social Commission for Asia and the Pacific (ESCAP), the UN Children s Fund (UNICEF) and UNOPS. 17 Tools and processes In the UN system, the lack of an integrated reporting system remains the main barrier to reporting on sustainable procurement progress. To overcome this issue, UNICEF has analysed a sample of purchasing orders and estimated that about 52 percent of its procurement volume is placed with suppliers having written statement of their policy on human rights, labour rights and the environment or an ISO certification. They also estimate that about 8 percent of spending is placed with suppliers holding the SA8000 (or equivalent) certification, a global social accountability standard for decent working conditions. In FAO, in 70 percent of tenders for cleaning products and services, and in 60 percent of tenders for office furniture, environmental criteria were specified and greener organizations/products received additional points during the evaluation phase. For the third year, participation of suppliers from the reporting agencies in the Global Compact initiative has been analysed. Procurement statistics on contracts of $30,000 or more have been crossed with the list of Global Compact participants; the result shows a quite diverse level of participation among agencies. However, it should be considered that year on year statistical variations can be significant especially in those agencies with a smaller procurement volume. 18 Environmental performance The use of resources, materials and production of office waste has also been explored within the theme of environmental office performance. This is an area that intersects with sustainable procurement for administrative functions, and with the carbon neutrality goal. The number of agencies which have been able to report on 2010 water withdrawal, waste production and electricity consumption is the same as Figure 14 illustrates the water consumption in relation to the number of office occupants. The UNICEF waste production results are particularly high because it includes both office and warehouse waste which at present cannot be separated. 19 Finally, Figure 16 shows the level of energy consumption per office occupant across seven reporting agencies. The sustainability report will also reinforce coordination with other existing UN programmes that share its objectives and partly also its tools, such as the UN Global Compact or the Sustainable UN (SUN) initiative. While acknowledging that the report may show some limitations in its initial years, we are confident that it will send the right signal to the international community, to UN suppliers and the market at large, and finally to civil society and all our stakeholders Annual Statistical Report on United Nations Procurement

20 About the report Background The first annual statistical report on procurement by UN agencies in respect of operational activities, prepared by the Inter- Agency Procurement Services Office (IAPSO) of the United Nations Development Programme, was submitted to the 39th session of the General Assembly (Doc. A/39/417) in By resolution 39/220 the General Assembly established the need for recurrent reporting of such information on operational activities and encouraged organizations of the UN system to co-operate with IAPSO in this important exercise. Since 2008 the report has been compiled by UNOPS as a result of the partial merger between UNOPS and IAPSO. Methodology Statistical data on procurement of goods and services and the personnel components for operational activities are requested from UN organizations. To facilitate collection and compilation of the large amount of data, UNOPS provides pro-forma tables available from the UNGM website, together with instructions for completing the reporting requirements. The 2010 report compiles information supplied by 36 UN organizations in total (of which 36 provided procurement data and 9 personnel data). UNOPS relies entirely on the co-operation of the reporting entities. In general, response rates were satisfactory and data quality has improved with the use of better reporting tools. Data is reported on goods based on countries of supply and on services based on country of contractor. Moreover, procurement orders and contracts for services are reported by contract amount and not by expenditures incurred.
