1 RFP # ISD 1806 Modular/Container Based Recovery Data Center Questions and Answers Q. In-rack power outlet requirements (# of C13/C19 etc) A. In-rack power should be flexible per TIA and able to support a number of configurations of either 208 VAC or 110 VAC power. Rack PDU s should be supplied via a 3 phase 208 VAC infrastructure. Q. Rack height requirements (# RU) A. 45 to 50U is acceptable per TIA Q. Maximum depth of equipment to be installed? A. See TIA and Q. Are there any plans to extend the bid due date if requested in order to provide a required response? The response time line is very short, and the information requested in the RFP is quite detailed. An additional two weeks would help us to provide a better response. Q. What is the minimum time, in minutes, for standby power for the UPS in support of onsite generation services? A. 10 minutes minimum UPS support under full load conditions Q. Is it correct to assume that chilled water and utility power is available at the site and the vendor is being asked to provide UPS protection and IT racks? Q. Is the UPS expected to be in an N+1 configuration with a bypass capability? Q. You indicate 20 20KW/rack. Does 208V, 3 phase power need to be delivered to the racks, or is it acceptable to provide alternate means to provide redundant power to the racks. Can we assume that servers can operate with any single phase voltage from 110 to 240? A. 208V 3 Phase should be available to the rack, and the selection of PDU should be flexible depending on equipment being installed. Q. Is it correct to assume you require 2 main feeds for power that are then distributed to each rack to provide redundant power at the rack?

2 A. The data center utility connection should be able to support 2N connections, internally there should be 2 buses that can be powered regardless of the external power connection. (Uptime Institute, Tier III) Q. What is the total power required for the Container? A. Power to the container should be adequate to support rack loads and cooling requirements. Q. Is there a requirement on the depth of the Racks? A. See TIA and Q. How many power plugs per Rack? A. Rack PDU s should adequately support the installed equipment Q. What is the time of uptime required from the UPS? A. The UPS should support the load of the room until the standby generator system is operational, at a minimum this should be 10 minutes in a full load condition. Q. Is the UPS internal or external to the container? A. Internal Q. Can you clarify what the plan is to fit inside the 1,000 ft2 space? Is it just the MDC Container? A. The 1000sq ft of space is to locate the container/modular and minimal connection and support infrastructure for it. Q. Do we also need to provide solutions to support the MDC IT container like the chiller system, generator and/or power/ups system? A. Chiller and Generator should be available; it is assumed that the UPS system will be part of the response. Q. What warranty (years/level) should be included? A. Please include your standard warranty and options available. Q. In Section 1 it states: We are currently in the process of surveying County-owned properties with the requisite infrastructure (space, utilities, connectivity) to host the data center. This facility will have approximately 1,000 sq ft designated for locating the structure containing the data center. Will the structures containing the data center have to conform to any specific dimensions for shipment or other purposes? For example 16 wide by 30 deep. A. The container/modular should be able to be located within a 1000 sq ft area, with reasonable space for access and work space. Q. Will the structures have to be mobile such that they can be placed on a tractor-trailer truck for movement to an alternate location?

3 Q. Is there a limit to how many structures can be placed in the 1000 sq ft location? A. It is our intention to have only one structure if possible. Q. Is there any preferred material(s) that the structure(s) be constructed with? Q. You have designated 1000 sq ft for the new data center. Will this 1000 sq ft need to include space for generator, chiller, electrical Q. What is the desired UPS run time at full load. Alternately, do you want us to provide enough battery to back up the existing load for a specified time with the ability to increase run time as the load increases. If so, please provide the initial load and required run time. A. 10 minutes minimum UPS support under full load conditions Q. Do we need to provide a generator? If so, do we need to provide room (kw) for additional equipment outside of the data center project? Q. Can the rack power distribution be 240 volt with the ability to provide localized 120 volt distribution where applicable? Q. Will there be a chiller on site that can be used to provide chilled water to the data center. If so, is it deemed reliable for data center cooling or do we need to provide a back up chiller. A. There will be adequate on site chilled water. Q. Please confirm your requirements for 2N power. Do you require 2 separate UPS system and separate distribution paths or do you require a single UPS with 2N distribution paths (load side). A. The data center utility connection should be able to support 2N connections, internally there should be 2 buses that can be powered regardless of the external power connection. Q. Do you have any preferred UPS or distribution technologies? A. As indicated in the RFP, the county currently utilizes products by Schneider Electric Q. Does the County of San Mateo plan to provide their own KVMs or should we provide them as part of the data center project. If so, please provide model numbers and quantities. A. As indicated in the RFP the county utilizes systems from Raritan, a solution should be complimentary to the installed infrastructure.

4 Q. Do you require a complete management system to monitor the entire data center infrastructure (UPS, cooling, power distribution, security, KVM.) A. A integrated heterogeneous solution would be satisfactory, since there are a number of differing components and vendors contributing. Q. Will you allow alternates to the entry and egress requirements? You are currently using Johnson Controls. Can we provide a compatible alternate? A. A successful solution integrates completely to the JCI Pegasys system, which manages the counties entrance and egress security. Q. Does the modular building require to have a separate building management system or will this tie into the existing system? A. A separate system would be preferred. Q. What is your disaster recovery or business continuity plan and how do the primary and secondary data centers complement that plan? t relevant to request. Q. In accordance with your business continuity plan, is the relocation of key personnel a component of the plan? t relevant to request. Q. Is the data center equipment meant to only be powered up and run in an emergency situation (and/or testing/drills), or is it meant to be operational at all times (7X24)? A. This data center is to be operational 7x24x365. Q. If the sites are to be operational 7X24 will the data need to be mirrored A. The computational and storage configurations will be determined at a time following the acquisition of this space. Q. If mirrored, will the County require best practices and procedures for data mirroring and management from the design firm? A. The computational and storage configurations will be determined at a time following the acquisition of this space. Q. On page 4, the first RFP Objective appears to have been truncated. Is there any additional text for this objective? The innovative design of a data center whose power and cooling configuration along with network and communications cabling are flexible and modular to A. support emerging and future compute technologies. Q. Can the County provide their definition of modular and container data center solutions? A. A modular, potentially portable self-contained environment that can be self supporting with pre-defined modular connections for network, power and cooling. The container is deployed in non-traditional data centers, such as urban spaces. A data center container is also faster to deploy than constructing a traditional data center.

5 Q. For a container application, what is the largest size container that the County-owned property will readily support (i.e., without site modification) for container or ingress and placement? A. As stated in the RFP, The located facility will have approximately 1000 sq ft of space designated for locating the structure containing the data center, with reasonable space for access and work space. Q. For a modular application, what is the largest size module that the County-owned property will readily support for module ingress or placement? A. As stated in the RFP, The located facility will have approximately 1000 sq ft of space designated for locating the structure containing the data center, with reasonable space for access and work space. Q. Can the data center be mobile? A. The intention is to locate the data center permanently, however a mobile structure meeting the requirements set forth in the RFP would be acceptable. Q. Tier level goal -Level 2 (as defined by the Uptime Institute)? A. Per the Uptime Institute, the Counties goal is to have a Tier III unit (multiple (2) active power and cooling distribution connection, but only one path active, has redundant components, and is concurrently maintainable). Q. Emergency power UPS carryover until on-site generation kicks in? A. 10 minutes minimum UPS support under full load conditions Q. Will the on-site emergency power generation be activated by a manual switch or through the use of an Automatic Transfer Switch? A. Automatic Transfer Switch to be provided as part of the solution set. Q. Is 2N power to rack/equipment level, for example dual power supply, dual power strips? Q. Will specific racks require 208VAC 3p power, or all racks? A. All racks should have 208VAC 3p power available to utilize Q. Is the County able to able to consider design options to the cited requirements? For example, can the County consider design options like a 480/277 VAC direct to server power supply, or all DC power? A. 480VAC 3p power supplied to the container/module is preferred, as long as step down transformer is provided to supply 3p 208VAC to rack space. Q. Is only front/rear access required to racks? Q. Will units be primarily servers with front to back airflow?

6 Q. Will the 1,000 sq ft of County-owned property to be inside an existing building or area on a County-owned lot that may be adjacent to a County-owned building? A. Most site locations are out of doors and exposed to the environment and weather. Q. Rack space would only be about 240 sf for at least 20 server/storage racks, what is the remaining space of the estimated 1,000 sf required for besides UPS, Electrical Distribution, or in other words are there other requirements for the space such as seating space for operators, bathrooms, work/assembly space, NOC space, telecom/networking, or server/storage rack growth? A sq ft space represents a location for the placement of the container/modular structure, with provision for access and work space for maintenance of the structure. Q. What level/type of fire sensing (i.e. VESDA) and fire suppression (i.e. gas only, water and gas) are required? Or are you looking to design firm to answer? A. Should be provided as part of the proposal Q. Is fiber cabling infrastructure required between racks? A. Support of rack based fiber connectivity should be provided for. Q. Is minimization of water use an important environmental issue (green initiatives)? Q. Is additional space/budget available for solar technologies? additional space to the 1000 sq ft provided for in the RFP, solar and other green technologies are encouraged to be utilized where practical. Q. Is the County employing or planning to employ virtualization techniques or systems within the ten-year design period? A. The computational and storage configurations will be determined at a time following the acquisition of this space. Q. Is the County any closer to choosing their site? If so, can you give us a basic description, like: urban or rural setting, approx. size of plot, utilities available, & approximate grade (% slope). A. As indicated in the RFP, there will be approximately 1000 sq ft of space designated for the locating and support of the structure containing the data center. Q. Could the Lead Design Firm be a vendor, rather than a traditional contractor? A. Respondent is solely responsible for design and complete delivery of solution. Q. Would the 1,000 SF facility be a stand-alone unit on the site, or connected to another structure? (or, unconnected but sharing the site with another county structure) A. This would be a stand-alone structure

7 Q. Would this new facility be replacing an existing (outdated) one, or this more due to increasing population/demand (expansion-need)? Q. Approx. how many people would work here; what type of users; i.e., people at desks/work stations, private offices, conference areas, break rooms, etc.? active users located at this site. Q. It appears that a considerable portion of facility will be devoted to Server rooms can you give us an approximate breakdown on server area vs. office areas? (Ex. 30% Servers, 70% Offices) A. There will be no active users located at this site, however there should be sufficient interior work space to allow equipment change-out and simple bench troubleshooting. Q. Green Initiatives mentioned in RFP as an objective is there a specific desire or County/City Requirement for LEED certification? A. LEED certification would be a positive outcome, however, EnergyStar Compliance is a requirement. Q. Approximate schedule to break-ground and date of completion (move-in)? A. Contingent upon County Board of Supervisors approval and execution of negotiated contract.
