2 GMO Background Geospatial Management Office (GMO) was established by the Intelligence Reform and Terrorism Prevention Act of 2004 Implemented by DHS Management Directive, Office is administered by the DHS Geospatial Information Officer (GIO) Office is sub-ordinate to the Chief Information Officer (CIO)
3 GMO Focus Areas INFORMATION SHARING Increase geospatial information sharing and access Advance interoperability through standards and technology ENABLING CAPABILITIES Maintain a shared geospatial architecture Field self-service applications, tools, and services EFFECTIVE GOVERNANCE Synchronize intergovernmental policies, strategies, standards and architectures PROFESSIONALIZATION Build geospatial tradecraft and standardize operating procedures
4 GMO Mission Mission: Provide homeland security operators nationwide the secure reliable platform and tools they need for geospatial visualization, mapping, and collaboration on diverse sets of mission critical data. ANSWER: Where are my personnel? Where are my assets? What are my lines of sight? Where should we position assets? Where has it occurred before? What is likely to occur? What is the extent of damage? Key Intelligence Questions? ANTICIPATE: Where something or someone will be What may happen next PROVIDE: Enhanced Situational awareness Foundation for decision-making Improved ability to plan, rehearse and execute
5 HSE GeoCONOPS DHS and Mission Partners developed the GeoCONOPS to: Identify geospatial stakeholders, across all levels of government, by mission or organization Find geospatial resources and capabilities to aid in mission planning and support (i.e. mission blueprint) Easily discover geospatial data or products available to their mission Understand how the geospatial community interacts/coordinates to support a diverse mission set through use cases

7 This section of the Homeland Security Enterprise (HSE) Geospatial Concept of Operations (GeoCONOPs) describes how the whole geospatial community supports the Recovery mission identified in the National Preparedness Goal. The Recovery mission Concept of Operations (CONOPS) area includes geospatial capabilities necessary to assist the homeland areas affected by an incident of terrorism and manmade, or natural disasters. Recovery geospatial capabilities include, but are not limited to, rebuilding infrastructure systems; providing adequate interim and long-term housing for survivors; restoring health, social, and community services; promoting economic development; and restoring natural and cultural resources. This mission area also includes DHS geospatial resources that support DHS with satisfying the following core missions: Ensure resilience to disasters which includes: o Bolster information sharing and collaboration o Provide grants, plans and training to our homeland security and law enforcement partners o Facilitate rebuilding and recovery along the Coasts. Documents interactions and coordination for specific missions Documents mission roles/responsibilities Mission-specific data and capabilities Mission Requirements (inputs and outputs) This section of the HSE GeoCONOPs builds upon the National Preparedness Goal, National Preparedness System, National Preparedness Report, National Planning Frameworks, and the Federal Interagency Operational Plans, which set the strategy and doctrine for how the whole community builds, sustains, and delivers the core capabilities identified in the National Preparedness Goal. Specifically, this section of the HSE GeoCONOPs, developed by Federal Interagency Partners, is intended to identify and align the geospatial resources required to support mission partners supporting the Recovery mission area. This ensures that timely and accurate geospatial information is shared across the community, resulting in better informed decision making, the unification of geospatial operations, and improved ability to assist the homeland areas affected by an incident of terrorism and manmade or natural disasters. The intended audience for this section is individuals, families, communities, the private and nonprofit sectors, faith-based organizations, and local, state, tribal, territorial, insular area, and Federal governments wanting to understand what geospatial resources are available to support the Recovery mission area. Users can find geospatial resources through the following categories: Stakeholders - Identify geospatial stakeholders, across all levels of government, supporting PPD-8. Identifies mission battle rhythm
8 DHS Geospatial Information Infrastructure (GII) Sensitive But Unclassified (SBU)-level platform to host shared geospatial enterprise applications, tools, and information Available to all users across the entire homeland security/defense enterprise (Federal, State, Local, Tribal and Territories) Search, discover and access: o Imagery & Base Maps o DHS Operational Data o Foundational Data Store and share geospatial information o Private or public based on requirements Create and share derived geospatial products Access existing common applications and services o Geocoding, DHS COP, etc. Easily build interactive maps and custom apps o Field Collection, Story Maps, Heat Maps
