1 Flagship Programme for Disaster Risk Management as proposed by the Nepal Risk Reduction Consortium: a Concepts, Outlines & Expected Outcomes Prepared by UNDP DRM Unit on behalf of the Nepal Risk Reduction Consortium for National Symposium on Experiences in Disaster Risk Reduction & Response on the Occasion of 12 th Earthquake Safety Day 2010

2 History, Concept & Rationale Recognition of Nepal s vulnerability profile - in top 20 most disaster prone countries -11 th position in terms of global earthquake vulnerability -30 th position in terms of exposure to hydro-meteorological hazards Recognition that no single agency alone could address reduction of Nepal s disaster risk & a coordinated/more d/ harmonized Consortium effort would be optimal Recognition that significant up-scaling of existing risk g g p g g reduction efforts is required to realistically & tangibly address Nepal s disaster risk

3 History, Concept & Rationale Formed International Consortium of ADB, IFRC, UNDP, UNOCHA, UNISDR & the World Bank in May 2009 to support the Government of Nepal in developing a long term Disaster Risk Reduction Action Plan The objective/intent of this Plan was to support, build on, implement and achieve some of the strategic results envisaged in the new National Strategy for Disaster Risk Management (NSDRM) based on the respective strengths & interests of Consortium Partners May 2009: Multi-stakeholder consultative participatory processes were held with the Gov t and Civil Society to identify short to medium term urgent & viable DRM priorities in the context of the currently existing institutional and policy environment

4 Flagship Programs Proposed: 1. School & Hospital Safety 2. Emergency Preparedness & Response Capacity 3. Flood Management in the Koshi River Basin 4. Integrated Community Based DRR/DRM 5. Policy & Institutional Support for DRM Estimated Budget: USD$131.32M

5 Flagship Expected Outcomes: Flagship 1: School Flagship & Hospital Safety Structural and Non-structural vulnerability assessments of schools & hospitals in the Kathmandu valley Physical retrofitting & seismic strengthening of school & hospital buildings Development of a risk sensitive land use plan for KTM valley (including cities & villages) - policies & tools for controlling future growth & safeguarding from natural hazards; - strengthening of KTM Metropolitan City DRM competency Awareness Building: Improvement in knowledge about constructing resilient structures

6 Flagship Expected Outcomes: Flagship 2: Emergency Preparedness & Response Capacity Strengthening disaster information & response management at central & district levels including the establishment of EOC s-across Nepal Capacity building of first responders: (a)community based search & rescue as well as first aid teams in every district; (b) Upgrading fire service facilities in urban areas Building emergency warehouses & mobilization centres across the country for the prepositioning of food as well as rescue equipment Development of national and district disaster response contingency plans & conduct of preparedness workshops S f f & f Strengthening legal preparedness for facilitation & regulation of international assistance (implementation of treaties & standards)

7 Flagship Expected Outcomes: Flagship 3: Flood Management in Koshi River Basin Flood risk assessment: Risk & vulnerability assessments in flood affected areas following a river basin approach (hazard, intensity, vulnerability, & risk) Structural flood mitigation measures: drainage works, irrigation canals, river training & embankments, emergency flood shelters, floodways Non-structural flood mitigation measures: Flood forecasting & early warning systems: improved existing hydromet network for flood forecasting. Real time combined satellite & surface based system is required for translation of scientific information to community understandable communication.

8 Flagship Expected Outcomes: Flagship 4: Integrated Community Based DRR/DRM Enhancing local level risk assessment methodologies: reviewed existing community risk assessment methods and developed standardized approaches Improving reliability & coverage of community based early warning systems: training in the monitoring, operation, and dissemination of early warning messages & reactions required to such messages Up-scaling community based preparedness & mitigation actions: incorporating preparedness & mitigation actions into VDC & DDC development plans - Community capacity development: strengthening institutional capacities of VDCs, CBO s, RC chapters - Implementing Community based vulnerability reduction measures:

9 Flagship Expected Outcomes: Flagship 5:Policy/Institutional l Support for DRM Institutional capacity building of national and local DRM institutions including augmentation of technical capacities of key Ministries. Supporting policy formulation & legislative enactment processes: integrating DRM into core development policies and plans for Nepal Orienting Financial Mechanisms towards risk reduction & risk management: development of appropriate long term mechanisms to address long term risk reduction and mitigation (rather than just response) e.g. risk transfer, micro-insurance and micro-finance mechanisms - Establishment of a national DRM training : development of DRM/DRR skills amongst gov t officials, professionals, NGO s, & broader stakeholders - Support mainstreaming of DRM & Climate Change Adaptation in the Development Planning Process:

10 Current Status & Recent Progress: 5 Flagships formally launched, by Consortium Partners with the approval, collaboration and partnership of the Government of Nepal on International Day for Disaster Risk Reduction October 14, 2009 National Strategy for Disaster Risk Management (NSDRM)-Nepal has been formally approved The development of legal and policy instruments to give effective NSDRM implementation is currently underway Governance & Administrative Arrangements as well as Operational modality of the Consortium Approach in collaboration with the Government are being developed and are to be finalized and agreed between GoN (MoHA) and the Consortium Partners
