3 Securing Airports The millions of air passengers who pass through airports every day require the highest levels of security. Terrorist threats to airport activity are becoming increasingly global. Airports are a target of choice largely because of the economic and social disruption that can be caused. Since September 11, all major international airports have embarked on ambitious programmes to improve security and safety systems. Evolving Vulnerabilities Identification and authentication of airport staff, crew members, contractors and cargo must be carefully controlled. IT & Communications (IT&C) dependent: Greater level of automation and interconnection in open environments have a side effect of making IT&C vulnerable to more and more sophisticated cyber attacks. Increasingly crowded public areas: In the case of a CBRNE attack, it is difficult to detect and identify the real threat, and to organise emergency services intervention. Planned threats share certain features: attackers are indistinguishable from the public or authorised personnel. Based on a networked organisation, organised crime and trafficking are challenging typical and hierarchical airport security measures. As open and public environments visited by millions of people, airports are vulnerable by nature. Anonymity makes it hard to identify unauthorised activities from legitimate ones. Continuous flows of people and goods make it easy for anyone to attempt unauthorised actions or carry out terrorist or criminal acts. Attacks can happen at any time and any place within a large perimeter. It is sometimes difficult to ensure detection in a location where so many activities occur simultaneously. Airport operators are therefore looking for new approaches to address global security risks and improve the protection against these evolving threats while facilitating the flow of passengers and goods. Airport Transformation 1- Beyond managing their own infrastructure, airport operators also have to run Multi-Business Operations (passenger transport, airlines services, retail, parking, air cargo) with capacity pressures and profit responsibility. 2- Airports have become nodes of communication, interconnected through hub development, and part of a wider inter-modal transport network. It therefore requires a Safety & Security Operations Centre that is inter-operable with a wider chain of command and can interface with critical airport information systems, as well as handling the capability to manage communication with the public and the media. Secured Networks Safety & Security Operations IT&C Network IT Security Supervision The Safety & Security Operation Centre centralises, integrates and fuses data coming from the supervision centres (critical alarms, CCTV, access control, ), and provides a common operational picture. The Centre is also a management tool for security personnel to allocate resource, plan and assign interventions, reallocate airport resources according to the security policies and procedures of the airport. Security Supervision Public Address The supervision centres must be able to receive, manage and classify alerts, authenticate and authorise access and instruct security resources for action. These supervision systems give operators a clear and concise picture of the full situation awareness to assess threats captured by various types of sensors. 7 Case Studies Threat Assessment at an International Airport in the Middle East An airport operator faced multiple risk and required a mitigation plan. Thales had to ensure that priority risks were mitigated while maintaining an investment balance between: IT & network (secured IT LAN and WAN, secured communications, etc.) Technology solutions (such as access control, video motion detection, command and control, smart fencing, ground surveillance) Organisation (security strategy, policies and processes between airport agencies) Human factors (security accreditation and awareness, and training) Car Parks at a Major International Airport The airport operator faced an operational issue due to significant theft and ticketing fraud. The Thales system combines license plate imaging with vehicle shape recognition, using the latest advances in image acquisition and analysis technologies plus a secured payment system. By using both license plate imaging and shape recognition, Carmetrics offers a substantially higher recognition rate than other similar systems: 99% for licence plate and 98% for vehicle shape. Each time a vehicle passes through access control at the car park entrance, Carmetrics captures and records its license plate and physical shape. It also records the payment method used (ticket issued or bank/credit card inserted). At the car park exit, the system checks whether the information matches the data recorded at the entrance. In the event of a mismatch, the barrier remains closed and the system generates an alert message to indicate that operator action is needed. The solution includes a supervision workstation that alerts and analyses vehicles and event histories. THALES Vehicle theft dropped and ticket fraud decreased, resulting in increased revenues. 8 Security System Integration for Cargo Operations Thales was contracted to deliver a complete solution to an air cargo operator. The customer s aim was to combat theft and other malicious acts in its freight handling and loading areas. At the same time, the air cargo company also wanted to protect people and property in the same areas. As a system integrator and design authority, Thales delivered an end-toend solution that integrates access control for 2000 employees and video surveillance capability over 240 cameras. The technical infrastructure of the Thales solution is based on a central control station for seamless management of both digital and analog video surveillance data. Six operation supervision stations are also utilised. The system provides graphical maps and zones layout, with heterogeneous alarms management and instructions for operations as well as remote control of field equipment such as cameras, badge readers, etc. THALES A user-friendly solution, homogeneous and interactive, serving customer s need across all operations. Integrated Multi-sensor Anti-intrusion Airfield Security Because of its unique location, an airport operator was faced with multiple threats: it had to effectively protect its runways from intrusion by both land and sea. Thales designed a solution based on a blend of several means of detection. The detection capabilities were combined with tracking capability, as well as video surveillance and day and night vision. The performance of the solution is not just based on its capacity to display the data collected from a large mix of sensors. In addition, the solution can fuse information into a centralised command and control center. As a result, security officers can obtain a full, comprehensive and real-time understanding of airfield security.
