3 The U.S. Standards System Today The U.S. standards system is voluntary, decentralized, sector driven and is, sometimes, competitive. The system relies on cooperation and communication among: Private sector standards organizations Industry Government 3

4 Key Players in the U.S. Standards System Standards Developing Organizations (SDOs) Professional Societies whose members seek to advance their professions, and also develop standards. Trade Associations promote their industry's products, and also develop standards. Testing and certifying organizations produce their own standards and may also use those of other organizations. Organizations that only develop standards. American National Standards Institute (ANSI) Committee members who provide technical input, including Government agency personnel National Institute of Standards and Technology (NIST) 4

10 NIST Provides Standards Education Conduct training programs for the public sector employees on standards, conformity assessment and trade. Half-day, one-day, two-day* and executive-level courses introduce participants to the role that standardization plays in the U.S. and global marketplace Also covers the development and management of regulations. Agendas are tailored to meet the specific needs of an agency. Offered free-of-charge to federal, state and local government entities. 10

May include topics such as: Fundamentals of standards and conformity assessment in the United States How standards and the assessment of conformity to standards can support an agency's regulatory goals Participation in Standards Development Activities Resources to tap to stay informed of the evolving standards and regulatory landscape How trade agreements can advance an agency's mission 11

13 Workshop Day Two: Standards in Practice Each participant assumes a role in a fictional scenario. Participants represent private sector, government, and NGOs and try to negotiate the best standard based on their interests. Focuses both on the politics and mechanics of standards development including analytical and personal skills needed to engage in these negotiations. 13

22 Comments from Participants The amount of structure was good enough to run the exercise and yet have real issues arise. most enjoyed the different roles with hidden agendas and the fast-paced negotiation. The instructor was excellent. He kept everything interesting. I came to learn a little and I learned a lot! I liked the simulation and the discussion afterwards and finding out what the trump card was for each party and how to leverage it. 22
