1 The icentre: Public-private initiative for transitions in regional control centres The icentre programme is an initiative by 13 private parties: Arcadis BE-Mobile BNV Mobility Cruxin DAT Mobility Dynniq MAPtm Siemens Sweco Technolution Trafficlink Trigion Vialis and 6 local authorities: municipalities of Almere Den Haag Rotterdam along with the provincial authorities Flevoland Utrecht Noord-Holland and Min. I&M/Programma Beter Benutten The programme targets better performing network and services to mobilists and citizens at lower cost of assets and higher operational cost-effectiveness in control centres.

4 What is an icentre? The icentre is a way of smartly combining and/or integrating the components of a central operation - personnel, data, information, ICT systems and buildings and being able to purchase them as a private service order to reduce the joint structural costs and improve the overall quality of the service provision (to the customers and for the networks). Whereby thinking and working outside existing frameworks, what can be realised within 2-3/5 years (please note => this concerns a short to medium-to-long term solution) Ø Ø Ø Opportunities between domains: dry, wet and safety (tunnels, city surveillance: public order) Changing roles of authorities (more orchestration) and (more) market Changing roles in society / the world (such as no need to own things any longer, less go it alone ) Ø Is being the best road or city authority more a matter of having, owning or going it alone? 4

7 icentre: Three dominant possible choices A control centre is a hub to keep the network vital. The network must be(come) more robust and adaptive and is part of a greater whole of Smart Cities, Smart Mobility and Intelligent Intersections. Smart Centres manage this system. Smart combination of existing and new public-public and public-private initiatives, in equality and simultaneity (no traditional OG-ON situation) On the basis of the local and private interests ( own roadmaps ) three dominant possible choices can be distinguished regarding an icentre. Several degrees per option are possible (like a slider from 0 => 100) 1. Go it alone => More in the hands of the market / Traffic & Safety as a service 2. Own domain => Multiple domains (integrated) 3. Own organisation => Multiple organisations 7
