1 Agenda for Connectivity/Long term Access to Generation projects in Northern Region POWERGRID has received Connectivity and Long term Access applications for new generation projects in NR. In addition, there are certain modifications of already granted Long term Access. The list of the projects to be discussed is given below: 1.0 LTA to Tanda-II (2x660 MW) Power Project of M/s NTPC Limited in Uttar Pradesh. 2.0 Connectivity and LTA of 500 MW Unchahar Power Project of M/s. NTPC Limited in Uttar Pradesh 3.0 Long term Access grant to 120 MW Miyar HEP of M/s Miyar Hydro Electric Power Company Ltd. (M/s Moser Baer Projects Pvt. Ltd. as Promoter) in Himachal Pradesh. 4.0 Connectivity for 400 MW Seli HEP of M/s Seli Hydro Electric Power Company Ltd. (M/s Moser Baer Projects Pvt. Ltd. as Promoter) in Himachal Pradesh. 5.0 Connectivity of 267MW Sach Khas HEP of M/s L&T Himachal Hydro Power Ltd. 6.0 Connectivity and Long term Access of 690 MW Ratle HEP of M/s GVK Ratle Hydro Electric Project Pvt. 3 1.0: Long Term Access to Tanda-II (2x660 MW) Power Project of M/s NTPC Limited in Uttar Pradesh. i) Introduction In accordance with CERC Regulations 2009, for Grant of Connectivity, Long-term Access and Medium-term Open Access in Inter-State Transmission, NTPC Limited has applied for LTA for MW from their 1320 MW Tanda STPP project in Uttar Pradesh. The commissioning schedule of the units as indicated by the applicant is: Unit (COD) - Quantum MW Unit (COD) - Quantum MW As per the application, LTA for the project is required upto The beneficiaries along with quantum allocated are: PSEB (53.96MW), UPPCL (824.59MW), UPCL (27.88MW), Delhi Discoms (86.46MW), Haryana Discoms (36.96 MW), Rajasthan Discoms (74.56 MW), HPSEB (22.75 MW), PDD (46.72 MW), EDC (Union Territory of Chandigarh) (4.08MW). It is being mentioned in the application that UP will separately ensure about the development of the evacuation system for its own share. A copy of the application is enclosed at Annexure-1 Transmission system The Connectivity was discussed in the Long term Open Access Meeting held on 19/12/2011 at Delhi along with 30 th Standing Committee Meeting of Northern Region. In accordance with CERC Regulation, Connectivity to the generation was discussed and agreed to be granted through LILO of Azamgarh Sultanpur 400kV line at Tanda with provision of 2x315 MVA, 400/220kV ICT at Tanda to connect the proposed generation at 400kV with existing 220kV bus. The work of providing ICT at Tanda is to be carried out within the applicant generation switchyard and is to be carried out by NTPC. UPPTCL had informed during the 26 th Standing Committee held on 13/10/2008 for evacuation of its share of power from Tanda through LILO of Azamgarh-Sultanpur Page 3 of 27

4 400kV S/c line at Tanda and Tanda-Gonda-Shahjahanpur (POWERGRID) 400kV D/c. The present proposal is for evacuation of MW of power to other beneficiaries through ISTS. The nearest POWERGRID Substation to Tanda is Sohawal. Sohawal is an intermediate substation and would be connected to Balia and Lucknow by 400kV D/c. Major transmission system for evacuation of power would be available beyond Lucknow. Accordingly, for evacuation of power from Tanda (2x660MW), following system is proposed: Tanda-Sohawal 400kV D/c Sohawal- Luknow (POWERGRID) 400kV D/c. iv) Proposal / Issues: Long term Access for MW of Tanda (1320 MW) generation of M/s NTPC Limited is proposed, subject to following: Signing the requisite TSA / TSA for Northern Regional Transmission system charges from for 25 years. NTPC in the application has stated that LTA may be issued in the name of beneficiaries. POWERGRID had requested NTPC for the quantum of power name of beneficiaries for signing of LTA with them. Subsequently, the issue was also discussed with NTPC wherein NTPC had informed that allocation of power by Ministry of Power is done at the time of commissioning of generation project and beneficiaries cannot be intimated at this stage. Keeping this in view, LTA be issued in the name of NTPC which may be transferred in the name of beneficiaries after finalization of allocation from Ministry of Power. All the rules pertaining to LTA and connectivity shall be followed by NTPC till the time LTA is issued in the name of beneficiaries. All conditions as listed in Annexure-A. 2.0 : Connectivity and LTA of 500 MW Unchahar Power Project of M/s. NTPC Limited in Uttar Pradesh NTPC Limited had applied for Connectivity and Long Term Access for MW from their 1X500 MW Feroze Gandhi Unchahar TPP (FGUTPP-IV) in District Raebareli, Uttar Page 4 of 27

5 Pradesh. It was discussed that while evolving transmission system for Unchahar-III, there were overloading in 220KV due to which Unchahar - Raebareilly third circuit was planned. Hence, Unchahar new generation cannot be connected to existing generation by 400/220kV transformers as connection of new generation to existing generation may lead to additional injection of power into 220kV system and may overload the system under certain conditions. Accordingly, Connectivity and Long Term Access was granted through Unchahar-Fatehpur 400kV D/c line. Subsequently, M/s NTPC Ltd. vide letter 24/4/2012, have indicated that connectivity of 400kV and 220kV would facilitate operational flexibility in evacuation of power between the stages under various contingencies and also enable timely drawl startup /commissioning of power for the upcoming Stage-IV. The subject 400/220kV ICT feeder can be opened in case of any issue of existing 220kV system over loading under some network configurations. M/s NTPC has proposed 1x315/500MVA transformer for connecting Stage-IV 400kV with existing 220kV. A 400/220kV transformer would provide anchoring to the generating units. Further, connection of 400kV and 220kV would provide operational flexibility. It is proposed that ICT for connecting of 400kV and 220kV may be taken up. Based on system conditions, the transformer may have to be kept open. Members may discuss and approve. 3.0 Long term Access grant to 120 MW Miyar HEP of M/s Miyar Hydro Electric Power Company Ltd. (M/s Moser Baer Projects Pvt. Ltd. as Promoter) in Himachal Pradesh. i) Introduction In accordance with CERC regulations, M/s Miyar HEP Limited has applied for LTA of 120 MW from their hydro project. LTA has been requested from June 2016 for a period of twenty five years. As per the application, the targeted beneficiaries are Northern Region constituents. 6 ii) Long term Access grant to Generation The Connectivity of the generation was discussed in the Long term Open Access Meeting held on 19/12/2011 at Delhi along with 30 th Standing Committee Meeting of Northern Region. During the meeting, the Master Plan developed for evacuation of power located in Chanderbagha basin of Himachal Pradesh which envisages a common transmission corridor for the various hydro projects was discussed and agreed to. As the hydro project is located in Chanderbagha basin, in line with the agreed scheme, following scheme was discussed and agreed to for providing connectivity to Miyar HEP Miyar HEP (120 MW) Step up of Miyar generation at 400 kv level 400 kv D/c Line (Twin HTLS-Adequate for about 2000 MW) from Miyar to the site of 400 kv Pooling Station near Sissu /Gramphu (Pooling Station shall not be constructed during this time frame) - Proposed Implementation as ISTS From site proposed near Sissu/Gramphu Pooling Station Hamirpur 400 kv D/c (Triple HTLS adequate for 2500 MW capacity) For this line section, Rohtang Pass is to be crossed. There is about 8-10 feet of snow at Rohtang Pass during winters and working season is very less. For implementation of overhead line, SASE and some international expert would have to be involved - Proposed Implementation as ISTS Provision of 50 MVAR Bus Reactor at Miyar (incase of transportation limitations, single phase units may be provided). The above proposed scheme would also help in evacuation of power upto Hamirpur. Beyond Hamirpur, depending on the beneficiaries and system condition, access would be granted. Accordingly, it is proposed to grant Long term Access subject to the following: Signing the requisite TSA / TSA for Northern Regional Transmission system charges from June 2016 for 25 years The scheme would be taken up with CERC for implementation under ISTS. The implementation would be as per decision of appropriate authority. Scheme may undergo modifications as system would also be connected to J&K Page 6 of 27

7 projects. All conditions as listed in Annexure-A. 4.0 Connectivity for 400 MW Seli HEP of M/s Seli Hydro Electric Power Company Ltd. (M/s Moser Baer Projects Pvt. Ltd. as Promoter ) in Himachal Pradesh. i) Introduction In accordance with CERC regulations, M/s Seli HEP Limited has applied for LTA of 400MW from their hydro project. LTA has been requested from October 17 for a period of twenty five years. As per the application, the targeted beneficiaries are Northern Region constituents. A copy of the application is enclosed at Annexure-3. ii) Long term Access grant to Generation The Connectivity of the generation was discussed in the Long term Open Access Meeting held on 19/12/2011 at Delhi along with 30 th Standing Committee Meeting of Northern Region. During the meeting, the Master Plan developed for evacuation of power located in Chanderbagha basin of Himachal Pradesh which envisages a common transmission corridor for the various hydro projects was discussed and agreed to. As the hydro project is located in Chanderbagha basin, in line with the agreed scheme, following scheme was discussed and agreed to for providing connectivity to Seli HEP. Seli HEP (120 MW) Step up of Miyar generation at 400 kv level LILO of one circuit of Miyar- Hamirpur (via Rohtang) 400 kv D/c line (Twin HTLS) at Seli HEP-Proposed Implementation as ISTS The above system along with system proposed under Miyar HEP would be able to transfer power upto Hamirpur. Beyond Hamirpur, depending on the beneficiaries and system conditions, access would be granted. The above proposal assumes that the system proposed under Miyar HEP is available. In case of delay of Miyar HEP, portion of the scheme proposed under Miyar would have to be preponed. Accordingly, it is proposed to grant the Long Term Access to the project subject to the Page 7 of 27

8 following: Signing the requisite TSA / TSA for Northern Regional Transmission system charges from October 2017 for 25 years. The scheme would be taken up with CERC for implementation under ISTS. The implementation would be as per decision of appropriate authority. The generation switchyard would have capacity matching with the rating of the lines. Scheme may undergo modifications as system would also be connected to J&K projects. All conditions as listed in Annexure-A. 5.0 Connectivity of 267 MW Sach Khas HEP of M/s L&T Himachal Hydro Power Ltd. in Himachal Pradesh. i) Introduction In accordance with CERC regulations, M/s L&T Himachal Hydro Power Ltd. has applied to POWERGRID for Connectivity to their 267 MW( 3* MW) Sach Khas HEP project at Tindi, Lahaul & Spiti Distt. in Himachal Pradesh. The commissioning schedule of the units are as below: Commissioning Schedule: Unit-1(86.67MW)- June, 2021 Unit-2(86.67MW)- October, 2021 Unit-3(86.67MW)- December, 2021 Unit-4(7MW)- December, 2021 As per the application, the connectivity of the project is required by June, A copy of the application is enclosed at Annexure-4 ii) Status of Generation As per the applicant, the status of generation is as follows: Land acquisition: As per application, total land requirement is about 102 Ha and for that land acquisition case has been submitted to Forest Department and Joint Inspection has been completed. Issuance of notice under section-4 is awaited. Page 8 of 27

9 Environmental Clearance: Terms of Reference (TOR) approval has been accorded by MoEF on Forest Clearance: The proposal has been submitted to the Himachal Pradesh Forest department. Fuel arrangement: Not Applicable. Water linkage: Not Applicable. Applicant to update the information about latest status and commissioning schedule of the generation project. ii) Connectivity of Generation: During the 30 th Standing committee meeting of Northern Region, a Master Plan developed for evacuation of power from various generations to be located in the basin was discussed and agreed to. As per the Master Plan, generation projects in the downstream of Seli HEP i.e. Reoli Dugli (420 MW), Sach Khas (149 MW), Purthi (300 MW) and Duggar (236 MW) may be evacuated through Jammu region as these projects are close to that region. For evacuation of Reoli Dugli HEP (420 MW) & Sach Khas (149 MW), following scheme was agreed: Generation step up at 400 kv level (for both projects) Reoli Dugli Kishtwar 400 kv D/c (Twin HTLS-Adequate for 1500 MW) - Proposed Implementation as ISTS Establishment of 400 kv switching station at Kishtwar Proposed Implementation as ISTS LILO of Dulhasti / Ratle Kishenpur 400 D/c (Quad) line at Kishtwar-Proposed Implementation as ISTS LILO of one circuit of Reoli Kishtwar at Sach Khas Proposed Implementation as ISTS Generating Switchyard capacity to be kept for 1500 MW at each Power House. For connectivity of Sach Khas following scheme is proposed: Generation step up at 400 kv level Portion of Reoli Dugli Kishtwar 400 kv D/c- from Sach Khas to Kishtwar (Twin HTLS-Adequate for 1500 MW) - Proposed Implementation as ISTS Page 9 of 27

10 Establishment of 400 kv switching station at Kishtwar Proposed Implementation as ISTS LILO of Dulhasti / Ratle Kishenpur 400 D/c (Quad) line at Kishtwar-Proposed Implementation as ISTS Accordingly, it is proposed to grant Connectivity to the project through above mentioned scheme, subject to the following: Submission of required Bank Guarantee The scheme would be taken up with CERC for implementation under ISTS. The generation switchyard would have capacity matching with the rating of the lines. Scheme may undergo modifications as system would also be connected to J&K projects. All conditions as listed in Annexure-A. 6.0 Connectivity and Long term Access of 690 MW Ratle HEP of M/s GVK Ratle Hydro Electric Project Pvt. Ltd. in Jammu & Kashmir. i) Introduction The Connectivity and Long term Access was discussed in the Long term Open Access Meeting held on 19/12/2011 at Delhi along with 30 th Standing Committee Meeting of Northern Region. In accordance with CERC regulations, M/s GVK Ratle Hydro Electric Project Pvt. Ltd., had applied to POWERGRID for Connectivity & Long term Access to their 690MW Ratle HEP(6*115MW) in J&K. Due to the change in capacity of Ratle Project by more than 100 MW, the applicant applied again for connectivity. The commissioning schedule of the units for revised connectivity application is as below: Commissioning Schedule: Unit MW Unit MW Unit MW Unit MW - Sept. 2016, - Oct. 2016, - Nov. 2016, - Dec Page 10 of 27

11 Auxiliary Unit 30 MW - Dec As per the connectivity application, connectivity is required by June 2016 and as per LTA for the project is required by As per the LTA application, the beneficiaries for the power are PDD, J&K (429MW), Delhi (100MW), Haryana (70MW), Punjab (50MW) & Rajasthan (41 MW). ii) Status of Generation As per the applicant, the status of generation is as follows: Land acquisition: As per application, site identification and land acquisition is under process. Environmental Clearance: Terms of Reference (TOR) approval has been obtained from MOEF on 6 th Dec. 10 for preparation of EIA & EMP reports. The reports will be submitted by July 2011 for environmental approval. As per the application, approval from MOEF expected by May Applicant may update latest status. Forest Clearance: FAC, GOJK approved the proposal submitted by JKSPDCL to allow usage of HA of forest land for construction of project at Drabshala. Fuel arrangement: Not Applicable. Water linkage: Not Applicable. ii) Connectivity and Long Term Access As per the application, the nearest substation for Connectivity to the generating station is existing 400/220 kv substation at Kishenpur (POWERGRID) (approx. 140 Kms from proposed site). In addition to Kishenpur, Dulhasti HEP is also located in proximity to the proposed generation plant. During the 28 th SCM held on 23/02/2010, it was discussed and agreed that POWERGRID would take up the implementation of Dulhasti Kishenpur 400 kv D/c (Quad) line and initially string only one ckt. from Dulhasti to Kishenpur. Meanwhile, for Ratle HEP, J&K may apply for Connectivity and Long term Access to the CTU, after which, stringing of 2 nd circuit can be planned. The 2 nd circuit Page 11 of 27

12 may be strung from Kishenpur and terminated at Ratle. This 2 nd circuit will be extended to the project coming up in the upstream of Dulhasti project bypassing Dulhasti HEP. As the connectivity quantum was changed, Connectivity and LTA is being proposed again. Following system is proposed for connectivity and LTA: For Connectivity: LILO of one circuit of Dulhasti- Kishenpur 400 kv D/c (Quad) line (single circuit strung) at Ratle HEP 1X125 MVAR Reactor at Ratle HEP. Space provision of two nos. of 400kV line bays at generating station for evacuation of power from future upstream projects. Switchyard capacity of the generation switchyard should be equivalent to the capacity of Quad Conductor line For LTA Kishenpur- Ratle 400kV S/c (Quad) (second circuit of Dulhasti- Kishenpur 400 kv to be strung from Kishenpur end upto Ratle HEP) The agenda for the same was also circulated earlier also. PSTCL had raised concern about Kishenpur SCMVA after connection of the generator. Same has been checked and is found to be within limits. In the connectivity application, Connectivity has been sought from June 16 while in LTA has been sought from Sept 16. Applicant may verify. iv) Proposal: Connectivity for 850 MW & Long term Access for 690 MW generation of M/s GVK Ratle Hydro Electric Project Pvt. Ltd. is proposed subject to following: Connectivity: Provision of 125 MVAR Bus Reactor at Generating station by the applicant. Provision of two nos. of 400 kv line bays at generating station for evacuation of power from future upstream projects, the bays shall be in addition to 3 nos. of line bays for LILO and line to Kishenpur. 13 Switchyard capacity of the generation switchyard should be equivalent to the capacity of Quad Conductor lines. All conditions as listed in Annexure-A. Long Term Access Applicant shall sign the requisite Long Term Access Agreement and TSA for Transmission system charges from Sep 2016 for 25 years. All conditions as listed in Annexure-A. 7.0 : Connectivity and Long term Access grant to 215 MW Kotli Bhel HE, Stage-IA of M/s NHPC Ltd. in Uttrakhand. i) Introduction In accordance with CERC regulations 2009 for Grant of Connectivity, Long-term Access and Medium-term Open Access in Inter-State Transmission, M/s NHPC Ltd., has applied to POWERGRID for Connectivity & Long term Access of their 215 MW Kotli Bhel HE Project, Stage-IA in Uttrakhand. The commissioning schedule of the units is as below: Commissioning Schedule: Unit-1-52 nd months from CCEA Unit-2-53 rd months from CCEA Unit-3-54 th months from CCEA As per the application, the connectivity & LTA for the project is required by 52 months from CCEA clearance which is expected by Dec Copy of the Connectivity & LTA applications is enclosed at Annexure-5. As per the connectivity application the nearest substation are Koteshwar, Srinagar & Rishikesh. LTA application, NHPC has signed PPA with Punjab, Haryana, Himachal Pradesh, Delhi Discom and Uttar Pradesh. However, the allocation of power is yet to be issued by MOP. Evacuation of power from Koltibehl was discussed during the 23 rd SCM and it was agreed that power from Kotlibehl would be pooled at Dehradun at 220kV. As per Page 13 of 27

14 available information Kotlibehl distance from Dehradun and Srinagar (PTCUL) are 90km and 35km respectively. However in case of interconnection of Kotlibhel HEP with Srinagar (PTCUL), the project would be connected to STU network. Under both the options power can be transferred. As the project is less than 250MW immediate connectivity transmission line shall be implemented by NHPC. Members may discuss and concur. 8.0 : Connectivity & LTA of Gidderbaha (4x660MW) MW Power Project of M/s NTPC Limited in Punjab. In accordance with CERC regulations 2009, for Grant of Connectivity, Long-term Access and Medium-term Open Access in Inter-State Transmission, NTPC Limited has applied for Connectivity for 2640 MW and Long Term Access for MW from their 2640 MW Gidderbaha STPP project (4x660MW), in District Muktsar, Punjab. The commissioning schedule of the units is progressively from March 15. NTPC in the last meeting held on 19/12/2011 informed that that due to land & fuel issues the project has been deferred and they would revert when there is a progress and the application may be kept in hold. Accordingly it was agreed that application of Gidderbaha generation project may be considered on hold and shall be reconsidered up after communication from NTPC. NTPC may inform the present status. 9.0 : Connectivity and Long term Access (LTA) to Himachal Pradesh Power Corporation Limited, for connectivity and transfer of 450 MW power from Shongtong Karcham HEP Himachal Pradesh Power Corporation Ltd.(HPPCL) has applied for Connectivity and Long Term Access of their Shongtong Karcham (450) MW Generation project in Satluj Basin at Kinnaur, H.P. As per the application, the connectivity and LTA for the project is required by March, The commissioning schedules of the units are as below Unit-1 : March,2015 Unit-2 : April,2015 Page 14 of 27

15 Unit-3 : May,2015 Status of Generation As per the applicant, the status of generation is as follows: Land acquisition: As per HPPCL s Land acquisition collector, land measuring Ha of land has been proposed for construction of Shongtong Karcham HEP. Issue of notification under section-4 is under process. The notification under section- 4 and declaration u/s 6 & 7 has been issued in respect of land measuring Ha. Environmental Clearance: Meeting held on 18 & 19 Feb, Case recommended by EAC Forest Clearance: Case submitted to GOI vide letter 04/09/2010 As per the application the beneficiaries for the power is Northern Region. Applicant may confirm the latest status. The application was discussed and following scheme was agreed during the meeting held on 29/12/2010 Connectivity of Shongtong Karcham (450 MW) was proposed through establishment of a 400kV substation at Sherpa colony by LILO of Karcham Wangtoo Abdullapur 400 kv D/c (quad) line, matching with generation schedule. HPPTCL/HPPCL was to discuss for vacation of land presently being held by M/s Jaypee Ltd. for Sherpa Colony substation or else assist the CTU/transmission licensee for identifying/acquisition of the land for substation at Sherpa colony. Subsequently HPPTCL vide its letter ref no-hpptcl/cea/6325 dated 11/3/2011 informed that there were constraints in acquiring Sherpa colony land. A comprehensive transmission system for evacuation of power from hydro projects in Himachal Pradesh was discussed and agreed during the 30 th Standing committee meeting. For transfer of power from this project following system was agreed: Shongtong Karcham Wangtoo 400 kv D/c Line (Quad HTLS Conductor Equivalent to about 3000MW) 18 km - Proposed Implementation as ISTS. Switchyard Capacity etc. must be able to handle about MW power planned in the upstream of the generation project. It is proposed that the GIS Page 15 of 27

16 switchyard may be designed with 4000 Amps switchgear. However, the cable capacity from Pot head yard to GIS switchyard may be augmented with generation addition in the upstream projects. Establishment of 220/400kV GIS Pooling Station at Wangtoo alongwtih and LILO of both circuits of 400 kv Karcham Wangtoo-Abdullapur D/c line at Wangtoo S/s - Proposed Implementation through STU. Accordingly it is proposed that connectivity may be granted as per above system. Beyond Karcham Wangtoo adequate transmission system exists for evacuation of power from the project. In view of above it is proposed that Connectivity of 450MW & Long term Access of 450MW to Shongtong Karcham HEP of HPPCL be granted subject to following: Connectivity: Shongtong Karcham Wangtoo 400 kv D/c Line (Quad HTLS Conductor Equivalent to about 3000MW) 18 km - Proposed Implementation as ISTS. Switchyard Capacity etc. must be able to handle about MW power planned in the upstream of the generation project. It is proposed that the GIS switchyard may be designed with 4000 Amps switchgear. However, the cable capacity from Pot head yard to GIS switchyard may be augmented with generation addition in the upstream projects. Establishment of 220/400kV GIS Pooling Station at Wangtoo alongwtih and LILO of both circuits of 400 kv Karcham Wangtoo-Abdullapur D/c line at Wangtoo S/s - Proposed Implementation through STU. In the meeting it was agreed to provide 125MVAR Bus Reactor at Generating station by the applicant keeping in view the high voltage profile during light load conditions. All conditions as listed in Annexure-A. Page 16 of 27

17 Long Term Access Applicant shall sign the requisite Long Term Access Agreement and TSA for Transmission system charges. All conditions as listed in Annexure-A : Connectivity and Long Term Access (LTA) to Himachal Pradesh Power Corporation limited, for connectivity and transfer of 195 MW power from Kashang HEP Himachal Pradesh Power Corporation Ltd.(HPPCL) had applied for Connectivity & Long Term Access for their 195 MW Kashang Generation project at Kinnaur, H.P. As per the application, the connectivity and LTA for the project is required by January, Commissioning schedules as indicated by HPPCL for Unit-1 is Jan, 2013, for Unit-2 it is Feb, 2013, Unit-3 it is October, As per the application the beneficiaries for the power is Northern Region. Status of Generation As per the applicant, the status of generation is as follows: Land acquisition: As per HPPCL s Land acquisition collector, land measuring ha of land as required for construction of Kashang HEP has been acquired. Land measuring Ha for residential colony has also been acquired. Environmental Clearance: Applicant has submitted MOEF clearance letter dated 16/4/2010 alongwith application. Forest Clearance: Applicant has enclosed MOEF letter 23 June, 2004 agreeing for diversion of Ha of forest land for construction of Kashang HEP. Beneficiary for power is Northern Region. Applicant may confirm the latest status. The application was discussed and following scheme was agreed during the meeting held on 29/12/2010, in the long term power from the project was to be pooled at Sherpa colony. Subsequently HPPTCL vide its letter ref no-hpptcl/cea/6325 dated 11/3/2011 informed that there were constraints in acquiring Sherpa colony land. A Page 17 of 27

18 comprehensive transmission system for evacuation of power from hydro projects in Himachal Pradesh was discussed and agreed during the 30 th Standing committee meeting. The agreed system is shown in Exhibit-I During the meeting HPPTCL representative stated Kashang HEP is being developed in three stages & Kashang-I was likely to be commissioned by For evacuation of power from Kashang-I, they are constructing a 220 kv D/c line from Bogtu to Kashang. Accordingly, power can be evacuated through Bogtu- Bhabha 220 kv D/c line. HPPTCL informed that Tidong-I (100 MW) was under construction and likely to be commissioned by December Since, Jangi Pooling station may not come up by December 2014, Tidong-I power shall be temporarily evacuated by LILO of one circuit of 220 kv D/C Kashang- Bhaba line at Tidong-I HEP. Later on when Jangi P.S. is commissioned, Tidong-I - Jangi 220 kv D/c line shall be constructed and also Kashang Jangi 220 kv D/c line with single HTLS conductor shall be established. These works are proposed to be carried out by HPPTCL. Here it is also to be mentioned that CTU does not have application for transfer of power from Tidong-I generation project. HPPTCL representative had also informed that works for Kashang-II (65 MW) had also been awarded and commissioning is expected by It was suggested that Kashang- II would also have to be evacuated through existing 220 kv Bhabha- Kunihar D/c line as Jangi pooling station might not be available in that time frame, however some constraints would be faced for evacuation of total generated power of Kashang-I&II and Tidong-I HEPs during contingency of outage of one circuit of 220kV Bhabha-Kunihar D/c line. With the commissioning of other stages of Kashang and Tidong, the power shall be injected at Jangi pooling station. HPPCL may inform the commissioning schedule of Kashang-III generation project and accordingly the time frame of Jangi Pooling can be firmed up. Transmission scheme for Kashang & Tidong shall be as given as below: Kashang-Jangi Pooling Station 220 kv D/c line (Single HTLS- Equivalent to 300 MW capacity) - Proposed Implementation as STU network Page 18 of 27

19 2x315 MVA (7x105 MVA units) 220/400 kv GIS Pooling Station at Jangi (with 4000 Amps. switchgear) (with space provision for 3rd ICT) - Proposed Implementation as ISTS LILO of one ckt. of Shongtong Wangtoo 400 kv Line at Jangi -Proposed Implementation as ISTS Tidong Jangi Pooling Station 220 kv D/c line Proposed Implementation as STU network. It is to mention that some Keeping above in view it is proposed that LTA intimation for Kashang would be issued with the details including all three stages of Kashang and HPPCL shall sign the requisite agreement accordingly : Connectivity to M/s Noida Power Company Limited, for drawl of 500 MW power from ISTS at Greater Noida, in Uttar Pradesh. NPCL has applied to CTU for connectivity for drawl of 500MW power for distribution in Greater Noida area in Uttar Pradesh. As per the application, the connectivity for the project is required by April The issue of providing connectivity was discussed during the LTA/connectivity meeting held on 19/12/2011, wherein it was proposed to LILO Dadri Greater Noida 400 kv circuit at Greater Noida (New) along with the establishment of a new 2x500 MVA, 400/220 kv substation at Greater Noida for providing connectivity. However, it was decided that observations / concurrence of UPPTCL would be taken. UPPTCL vide their letter dated 02/02/2012 had communicated their concurrence subject to identification of strengthening & supply to their Greater Noida is not affected. Subsequently it has been informed by Noida Power Company that they have executed a Long Term PPA with M/s Essar Power (Jharkhand) Ltd for procurement of 240 MW power from April 2014 for 25 years. Here it is to mention that CTU has already granted Long Term Access of 400 MW (for Target Beneficiaries) in Northern Region to M/s Essar Power (Jharkhand) Ltd and they have already requested to approve / provide LTA of 240 MW to NPCL, now being the actual beneficiary, out of total approved 400 MW LTA in NR. Presently 400/220 kv, 3x315MVA transformers are installed at Greater Page 19 of 27

20 Noida and the transformers are loaded heavily. Keeping above in view, the matter has been reviewed by CEA and CTU. As the Dadri Ballabgarh 400 kv D/c line has already been Looped in Looped out at three major substations of NCR with high loads i.e. Maharani Bagh, Greater Noida and Nawada, establishment of one additional substation on the same line at Greater Noida would not be appropriate as it would result into over loading of the lines. Therefore, for supply to Noida Power Company Ltd, it would be ideal to have a separate 400 kv line from Dadri/Ballbgarh to meet their requirement. However due to ROW constraint for constructing line from Dadri, it is proposed to provide connectivity from Ballabhgarh 400/220 kv substation. Considering the concentration of growing loads in NCR area, it is proposed to establish a new 2x500MVA, 400/220kV substation at Greater Noida (New) along with Ballabhgarh Greater Noida 400 kv D/c line. From in addition to NPCL, UPPTCL may also draw 220 kv lines to meet their loads from this new substation. Accordingly following is proposed: Ballabhgarh Greater Noida (New) 400 kv D/c Establishment of 2x500 MVA, 400/220 kv GIS substation at Greater Noida (New) with a short circuit current rating of 50 ka. In case of severe ROW constraints, Pole type towers may be used. Members may discuss and concur : Long Term Access to Singrauli Hydro (2x4 MW) Power Project of M/s NTPC Limited in Uttar Pradesh. In accordance with CERC regulations 2009, for Grant of Connectivity, Long-Term Access and Medium-term Open Access in Inter-State Transmission, NTPC Limited has applied for LTA for 8 MW for their hydro project Singrauli, in Uttar Pradesh. LTA for the project is required from for 25 Years. The beneficiaries along with quantum allocated are: UPPCL (4.1MW), Delhi Discoms (2.1MW), Rajasthan Discoms (1.8MW). A copy of the application is enclosed at Annexure-6. As per the application Connectivity with the grid is through NTPC Singrauli Switchyard. In this regard it may be mentioned the application is only for LTA and not for grid connectivity. It is to mention that the generation is not a grid connected entity and Page 20 of 27

21 same is not yet regularized. Before grant of LTA, NTPC need to regularize its connectivity. However as per CERC regulations, hydro generation having a capacity of 8MW cannot apply for connectivity to ISTS. Keeping this in view it is proposed that (i) (ii) LTA can be granted subject to connectivity issue. NTPC may approach CERC to resolve the connectivity issue. Members may discuss and concur. Similarly, NTPC is putting up Solar power projects of 15 MW capacity at Anta and 5 MW at Dadri. The issues for connectivity of these projects need to be deliberated. Here it is to mention that there is no application for connectivity or LTA from NTPC : Long Term Open Access to Rosa Power Company M/s Rosa Power Supply Power Company limited (RSPCL) had applied for LTOA for transfer of 300MW of power from Stage-II (2x300MW) of Rosa Power Project located at Shahjahanpur, U.P. As per the application the target beneficiaries of the project were Delhi (150MW) and Haryana (150MW). The LTOA application was discussed and agreed in the Long term Open Access meeting held on 30/05/2009 alongwith 27 th Standing Committee Meeting of Northern region. Power from the generation project is to be injected at Shahjahanpur 400/220 kv substation of POWERGRID. Accordingly, LTOA intimation was issued and BPTA was signed on 23/11/2009. RSPCL now has intimated that they have finalized the long term sale of power from Rosa TPP Phase-II to UPPCL and also signed PPA with them. A copy of the letter from RSPCL is enclosed. In view of this M/s RSPCL has requested for the modifications as follows: o Name of beneficiary - Uttar Pradesh o Location - Interface points between ISTS and UPPCL grid in Uttar Pradesh o Region - Northern region o Capacity MW Page 21 of 27

22 In view of above it is proposed the beneficiary may be modified as Uttar Pradesh instead of Delhi and Haryana, as requested by RSPCL. The total quantum of LTOA shall remain the same. Further, it is to mention that the Long Term Open Access was granted subject to commissioning of Lucknow-Bareilly-Meerut 765kV one circuit and Bareilly-Kashipur- Roorkee-Saharanpur 400kV D/c (Quad conductor), as the power was to be transferred outside the state, to Delhi and Haryana. However as per the present scenario, power is to be delivered within Uttar Pradesh, it is therefore proposed that Long term Access would be subject to commissioning of Bareilly Roorkee 400kV D/c (Quad conductor) and commissioning of Shahjahanpur substation. Uttar Pradesh may indicate whether the transmission charges may be billed directly to them. After agreement by the constituents on the above issue, revised LTA intimation shall be issued. Members may discuss and concur : LTOA M/s GMR Bajoli Holi Hydro power Pvt Ltd. M/s GMR Bajoli Holi Hydro Power Pvt. Ltd., has applied for Long term Access for injection of 180 MW power from Bajoli Holi HEP, Himachal Pradesh. The likely beneficiaries in Northern region have been indicated as Delhi, Punjab and Haryana. The expected date of commencement of long term access was indicated by the applicant is Dec Power from the project is to be injected Bajoli Holi power would be pooled at Lahal pooling Station of Himachal at 220kV. Beyond Lahal power is to be transferred via 400kV D/c line to Chamera Pooling Point(PG). The system upto Chamera Pooling Point was to be implemented by HPPTCL and the applicant was to coordinate with HPPTCL. The Long Term Access was granted beyond Chamera Pooling Point. The LTA application was discussed and agreed during the Connectivity/Long Term Access meeting held on 29/12/2010 along with 29 th Standing Committee Meeting of Northern region. Accordingly LTOA intimation was issued for 180MW for 25 years from Dec,2015 and BPTA is to be signed Page 22 of 27

23 M/s GMR Bajoli Holi vide letter dated 03/01/2012, copy enclosed, has intimated that they need to supply power to the tune of 13% of the deliverable energy of the project for the period starting from the date of synchronization of the first generating unit and extending upto 12 years from the date of scheduled commercial operation of the project which includes additional 1% free power payable for local area development. It is proposed that M/s GMR Bajoli Holi Hydro Power Pvt. Ltd may be granted Long term Access beyond Chamera Pooling point for 155 MW power from their Bajoli Holi HEP for 25 years commencing December 16. The system upto Chamera Pooling Point is to be implemented by HPPTCL and the applicant to coordinate with HPPTCL. Members may discuss and concur : Signing of Long Term Access (LTA) by HPPCL for Sawrakuddu and Sainj. HPPCL had applied for Connectivity and Long Term Access of their 111 MW Sawra Kuddu HEP in Himachal Pradesh. As per the application, the connectivity and LTA for the project was required by December, 2012 and beneficiaries where Northern Region. The project was discussed and agreed in the connectivity and LTA meeting held on 29/12/2010 that Connectivity would be through LILO of Nathpa-Jhakri-Abdullapur 400kV D/c line & establishment of 220/400kV, 2x315 MVA pooling station. LILO arrangement as well as establishment of 400/220 kv substation was to be implemented by HPPTCL at their cost. Injection of power at this substation was to be through 220 D/c kv line to be constructed by HPPTCL. However HPPCL haven t yet signed LTA agreement. Similarly HPPCL was also granted LTA for Sainj HEP for 100MW. LTA was granted from April 14. LTA for the same is also to be signed. HPPCL vide letter dated 22/9/2012 has informed that the finalization of the beneficiaries are yet to be decided by the authorities hence long term Access Agreement in respect of Sainj and Sawra Kuuddu shall be signed thereafter. Vide letter dated 19/10/2012 HPPCL have requested that they may be allowed extension of time till Novemebr 2014 for LTA. Copy enclosed in Annexure-7 Members may discuss. Page 23 of 27

24 16.0 : LTOA M/s GMR (Badrinath) Hydro power Pvt ltd for Alaknanda HEP M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd had applied for Long term Access, for transfer of 259 MW power from Alaknanda HEP (300MW) located on Chamoli district in Uttarakhand. Expected date of commencement of Long term Access, as indicated by applicant is Dec Duration of Long term Access is 25 years. The beneficiaries for the power are Northern Region constituents. The project was discussed and agreed in the connectivity and LTA meeting held on 29/12/2010. The Long term Access for transfer beyond the injection point, Kashipur, was granted subject to commissioning of Kashipur Roorkee Saharanpur 400 kv D/c (Quad conductor). The LTA Agreement was signed on 6/2/2012. Subsequently the applicant vide letter dated 20/2/2012 and 27/11/2012 have requested postponement of effective date of LTA from Dec 14 to April 17. As per the applicant all clearances were in place except for forest clearance at the signing of LTA. They have now received MOEF clearance. As the Agreement has been signed the matter may be taken up with CERC. In a similar case matter of extension of date for Sarang HEP was discussed in NRPC meeting and extension of date was not agreed. The case of extension of date for Himachal Sorang is already with CERC. Members may discuss : LTOA to Lanco Hydro energies Private limited for Phatabhyung (76MW) Ms Lanco Hydro energies pvt ltd had applied for LTOA for transfer of 76MW (minus 12%) from Phata Bhyung HEP located in Uttarkhand HEP. Power from Phata Bhyung is to be evacuated by PTCUL upto Kashipur. Beyond Kashipur power is to be evacuated over ISTS network. The project was discussed and Long term Access granted in the meeting held on 30/5/20009 for grant of Long term Access. LTOA was permitted subject to Lucknow-Bareilly-Meerut 765kV Line and Bareilly-Kashipur- Roorkee-Saharanpur 400kV D/c. The LTA agreement was signed on 19/3/2010 for open access from Novemebr Members may discuss and concur : Closure of LTA (i) Chango Yang Thang Page 24 of 27

25 POWERGRID stated that M/s Malana Power Company Limited had applied for Long term Open Access in ISTS for transfer of 140 MW of power from Chango Yangthang HEP (2x70 MW) to be set up in Spiti Valley in Himachal Pradesh. M/s Malana Power Company Limited has intimated March 2017 as commissioning schedule. The application was discussed in the connectivity and Long Term Access meeting held on 30/5/2009, 29/12/2010 and 19/12/2011. It was decided LTOA to Chango Yangthang was agreed to be provided as given below: Chango Yangthang Proposed site of Ka Dogri Pooling Station 220 kv D/c line to be developed by generation developer Proposed Site of Ka Dogri Jangi Pooling Station 400 kv D/c line (Twin Moose) to be initially charged at 220 kv To be developed as ISTS scheme as this would be a common transmission corridor Provision of 3rd 400/220 kv ICT (3 nos. of 105 MVA Single Phase units) at Jangi Pooling Station To be developed as ISTS scheme Establishment of Jangi Pooling station has been proposed as ISTS scheme in the timeframe of Kashang-III, IV and Tidong-II. During the meeting it was agreed that Chang Yangthang is to be directly connected to ISTS they would apply for Connectivity. After receipt of connectivity application, connectivity would be granted. M/s Malana was requested to apply for connectivity. M/s Malana has intimated that the PDR for the project is not yet approved and in all likelihood there may be an increase in the rated capacity of project. Thus until the DPR is approved they are not in a position to apply for the connectivity. In view of above the application is being closed and they may apply again when generation implementation is finalized. (ii) LTA for 50MW from 358MW generation project of Beta Infratech Pvt limited. The application for LTA for 50 MW was discussed during the last Connectivity and Long Term Access meeting held on 29/12/2010 and Long term Access was agreed. However, the Bank Guarantee as per required format had not been received by us. In view of the above, we are closing the LTA application. Page 25 of 27

26 Annexure- A Connectivity: The applicant shall abide by all provisions of the Electricity Act, 2003, CERC (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-state transmission and related matters) Regulations, 2009, Central Electricity Authority (Technical Standards for connectivity to the Grid) and Indian Electricity Grid Code as amended from time to time. The connectivity shall be as per the Detailed Procedures of Central Transmission Utility (POWERGRID) for Grant of Connectivity, Long-term Access and Mediumterm Open Access to Inter-State Transmission and all provisions regarding connectivity would have to be met. The applicant shall furnish additional details for signing Connection Agreement for the same and would sign the Connection Agreement as per the provisions of Connectivity. As agreed in 30 th Standing committee meeting 50 MVAR bus reactor would be provided by all the generators having capacity of more than 100 MW and 80 MVAR bus reactor would be provided by all the generators having capacity of more than 300 MW. Long Term Access: Long Term Access is being processed subject to the condition that the applicant/beneficiaries, bears all applicable transmission charges as per CERC norms for transfer of power. In all cases wherein PPA agreement has not been signed all beneficiaries indicated shall be treated as beneficiaries indicated shall be assumed as target beneficiaries. Signing the requisite TSA / TSA for Northern Regional Transmission system charges. The applicant shall abide by all provisions of the Electricity Act, 2003, CERC Page 26 of 27
