3 BACKGROUND NATIONAL SMART METERING FRAMEWORK In 2008, Ministerial Council on Energy (MCE) committed to a consistent national framework for the rollout of smart meters MCE established the National Stakeholder Steering Committee (NSSC), which includes AEMO. Since 2008, the NSSC s achievements to date include: o Smart metering infrastructure minimum functionality (20 functions) such as: - Interval metering - Remote energise and de-energise - Load management (via home area network or contactor) o Supporting draft National Electricity Rules for mandated rollouts o National testing framework Framework to be implemented in 2012 SLIDE 3

4 SMART METERING VICTORIA Victoria is leading the rollout of smart meters in Australia through its Advanced Metering Infrastructure (AMI) project The Victorian Government has mandated the replacement of every electricity meter in Victoria with a smart meter by the end of 2013 o One of the most significant improvements to electricity distribution infrastructure in Victoria s history SLIDE 4

5 VICTORIAN AMI PROJECT Involves the rollout of advanced metering infrastructure smart meters, communications infrastructure and associated IT systems to more than 2.2 million residential and 300,000 small business premises across Victoria by the end of 2013 It will enable: o better management of energy use o demand-side management / customer participation o smart networks / smart grids SLIDE 5

7 PROJECT STATUS Rollout commenced September 2009 Ahead of schedule >270,000 meters installed through to September 2010 Moratorium on the introduction of new time-of-use pricing, pending agreement of a transition strategy to manage the impacts on consumers, including: o Customer impact analysis (distributional) o Concessions review o Staged transition to new pricing SLIDE 7

8 TIMEFRAMES AND TARGETS Legislated targets: o 5% end June 2010 o 10% end December 2010 o 25% end December 2011 o 60% end June 2012 o 95% end June 2013 o 100% end December Proving of communications, new AMI management systems and rollout processes Proving of systems to handle daily data handling at high volume Significant ramp-up of rollout activities Approx 2.7 million meters installed Rollout completed Increasing discussion of benefits and engagement of consumers Retailers may be responsible for providing AMI metering and metering data services Opportunities now available to further encourage improvements in distribution system reliability, decrease recovery times and impacts from significant outages, and improve network management (Smart Networks and Smart Grids) SLIDE 8

9 SMART GRID, SMART CITY Australian Government funded $100m project to support development of smart grid network technology Objective is to demonstrate sufficient scale to indicate best practice and to investigate: o o integrating renewable sources Increasing reliability of supply Steering committee to be established with AEMO as a member to oversee the Smart City project From a market operator perspective, AEMO is considering the following issues in relation to smart grid technology in general: o o o Dispatch and control Use of services by third party retailers and aggregators Settlements and facilitation of business to business services associated with smart grid services SLIDE 9

10 SUMMARY Key lessons learned: o Leadership by government is required o There are many competing agendas o It takes a long time o Need to balance investment efficiency and certainty o Australia/Victoria are small markets (early mover advantage) o This is a transformational project communications and systems integration represent a step change in capability o The benefits are likely to be much greater than anticipated o Expectations need to be effectively managed SLIDE 10
