Leesburg, VA Executive Summary Paladin Real Estate presents a rare opportunity for Data Center development in Loudoun County, Virginia on approximately 45 Acres of land located at the intersection of Sycolin Rd and Cochran Mill Rd. immediately adjacent to and south of the Town of Leesburg. The architectural and engineering analysis contained herein demonstrates excellent potential for Data Center development. The site offers strong connectivity and utility infrastructure. Logistically, the geographic area offers a temperate climate and a low susceptibility to natural and man-made disasters. The area demographics contain many of the most qualified technology professionals in America. The site s location is appropriate for multiple stand-alone enterprise centers or collocation facilities, and the site will physically accommodate either. For purposes of this analysis, the site was reviewed for it s ability to accommodate a single 100,000 square foot Data Center. for Mission Critical (the loss of which would cause the stoppage of warfighter operations) as well as less critical operations. While the site may not be a candidate to meet the most secure Federal Mission Critical requirements, it is rated as meeting the operational requirements of a Tier 4 facility as defined by the American National Standards Institute. Preexisting transportation infrastructure is located within ½ mile of the Shreve Mill Rd. exit on VA 267/Dulles Toll Rd. Less than 2/3 mile from the Leesburg Municipal Airport and approximately 12 miles to Dulles International Airport. Dominion and Novec right of ways, located on the site s northern property line, provide redundant fiber, telecommunications and electric power. A separate right of way for natural gas distribution is located a few hundred yards to the south. The Commonwealth of Virginia recently approved a new gas-fueled 750MW power plant now under construction on the adjacent eastern parcel and planned to be operational in The site contains ten (10) preexisting water wells and drain fields. The wells can be used for geothermal heat exchange to dramatically decrease cost of operations during every stage of development and systems operation. Loudoun Water plans to deliver a new water processing facility just east of the site near Goose Creek approximately Loudoun County recently implemented zoning that designates the site use for Planned Development General Industry and Planned Development Industrial Park which permits Data Centers by right but requires Special Exception approval. Commonwealth of Virginia and Loudoun County provide excellent incentives, favorable tax rates and financing assistance, as described on the following pages.

6 Loudoun Tax & Incentives (excerpts from the Loudoun County website) Other economic incentives can be viewed at Loudoun County Virginia is currently home to 56 data centers, occupying 5.2 million square feet Information & Communications Technology industry leaders such as RagingWire, Digital Realty Trust, Equinix and Amazon call Loudoun home, contributing to a staggering 216% industry growth over the last eight years. Loudoun offers a number of ICT-specific tax incentives, including: Computer Information Online Services (reduced BPOL tax rate) Government Computer Hardware/Software Resellers (BPOL tax exemption) Software Development Companies (BPOL tax exemption) Commonwealth and Loudoun's tax incentives: Sales and use tax exemptions are available in Virginia for data centers that invest $150 million or more, hire 50 or more employees, pay at least 1.5 times the average local wage, and enter into an MOU with the Virginia Economic Development Partnership. These exemptions extend to the 5% sales tax on servers, server-related equipment and, soon, chillers and generators. Governor s Opportunity Fund This discretionary incentive is available to relocating and expanding companies and is awarded to localities on a local 100% matching basis. To be eligible for this program, a company must create at least 50 new jobs for which the average wage, excluding fringe benefits, is no less than Loudoun's prevailing average wage. Loudoun Economic Development Authority The EDA works to provide certain facility types with lower lending rates through the issuance of tax-exempt revenue bonds. These are available to manufacturing facilities and non-profits. State of Virginia Financing Programs A variety of state financing programs provide Direct loans for fixed-asset purchases including land, buildings, and equipment A P.A.C.E. program (Providing Access to Capital for Entrepreneurs) designed to fund minority-owned businesses A variety of other opportunities are available to expanding or relocating businesses in Loudoun County, including: A competitive county tax structure. A Fast Track development process for targeted industries and projects, designed to improve plan review timelines and direct communication with key decision makers.

8 Recent articles from Data Center Knowledge confirm that Geothermal Data centers experience substantial reductions in operating cost and assist attainment of higher LEED certification ratings. Data Center Knowledge (DCK) is a leading online source of daily news and analysis about the data center industry. Geothermal Data Centers In the pursuit of green practices and reduced energy costs, some data center operators are leveraging the Earth s geology to produce cooling for their facility. Geothermal cooling systems include an array of vertical holes drilled into the earth s surface that house a closed-loop piping system filled with water and/or coolant. The cool temperatures underground allows the piping system to serve as a heat exchanger. Below are two examples of projects utilizing geothermal cooling systems. Additionally, a data center project in Iceland is drawing on its unique geography to draw upon geothermal power. American College Testing (Iowa) Geothermal Data Center is LEED Platinum The American College Testing data center in Iowa City, Iowa includes 4,000 square-feet of raised-floor data center space within an 8,000 square foot facility, which is cooled by a geothermal bore field. The cool earth which is penetrated by a system of vertical holes holding a closed-loop piping system filled with water and/or coolant serves as a heat exchanger. The data center also has an exterior dry cooler as a backup to the geothermal system. The geothermal system, among other environmental measures, not only earned the data center the designation of Platinum under the Leadership in Energy and Environmental Design (LEED) rating program, it adds value to the operation, according to execs. Prairie Bunkers, LLC (Nebraska) Prairie Bunkers Pursues Geothermal Cooling Prairie Bunkers, LLC announced in 2009 it successfully tested geothermal cooling system at its 760-acre Prairie Bunkers Data Center Park near Hastings, Nebraska. The company plans to retrofit dozens of World War II ammunition bunkers into data centers, hoping to capitalize on interest in ultra-secure data storage. Also, the plans for geothermal systems will help tenants achieve LEED Platinum status. Verne Global (Iceland) Iceland Gets Major Data Center Project Since Iceland sits atop an active volcanic rift, geothermal energy is a natural resource that facilities could use as a renewable energy source. Verne Holdings, parent company of Verne Global, announced a major new data center project in Keflavik, Iceland in a former NATO Command Centre. Verne Global s 44-acre data center campus was under construction, but hit delays due to the global financial crisis. The plans include the facility to be powered entirely by renewable geothermal and hydroelectic energy and to use fresh air cooling for virtually the entire year.
