1 Human Trafficking & Modern Day Slavery Northumbria Police Action Plan Prepare. Reduce the harm caused by Modern Slavery, improved victim confidence and enhanced support Improve Force cohesion Development of a Force strategy and action plan. Develop partnership arrangements Strengthen engagement with Local Partnership Board Establish a framework for engagement with statutory and non statutory partners Creation of local boards through local sub groups Safeguarding implementation model devised by Supt Supt D/Supt Enhance intelligence and data collection Develop information sharing across agencies at local and force scale Develop current intelligence collection process and improve analysis of patterns, trends 1 FIB
2 and emerging threats to enhance strategic understanding and operational effectiveness Develop communications plan in support of strategy Establish clear pathways for the submission of information / intelligence into NORPOL by partners / other agencies Develop force communications, internal and external to raise awareness and publicise activity Corporate comms Instigate performance measures Design a force performance framework capable of assessing the Police response to modern slavery Corporate Dev 2
3 Prevent Prevent people from engaging in modern slavery Develop infrastructure to support the strategy Develop a short, medium and long term training and awareness strategy to include all faith groups and communities, including the local business communities Develop Team Sanctuary North and South to take ownership and deliver Force Strategy To keep the workforce, faith groups and business community skilled, educated and knowledgeable year on year Enhance the service offering to communities Increase activity at a local level to engage communities and partners to identify vulnerable people and locations where strategies can be employed to increase awareness and prevent HT& MDS Investigative Skills 3
4 Produce training and awareness plan Development of training and awareness in Force and with partners Investigative skills Pursue Prosecute and disrupt individuals and groups responsible for Modern Slavery Action Objective Update owner RAG Develop specialist support with Northumbria Develop ease of access to specialist support within Force to advise and assist in the management of intelligence, investigations, victims, witnesses and perpetrators Develop investigative and disruption activity Develop best practice investigative strategies and approaches to Modern Slavery Ensure Modern Slavery is captured in tasking and briefing processes 4
5 Improve engagement upstream Develop regional relationships for information sharing to enable intervention and coordinated approach to tackling victims and perpetrators Develop cross border relationships with regional Spoc;s from Police, Government agencies and NGO S Protect Strengthen safeguards against modern slavery by protecting vulnerable people from exploitation and increasing awareness and resilience against this crime Develop Target Hardening Identify opportunities to protect against modern slavery ensuring that the Force Intelligence 5
6 Northumbria is a hostile environment for related activity Utilise intelligence to identify individuals, groups and locations vulnerable to exploitation Embed Multi agency safeguarding processes Identify targets for proactive harm reduction visits/ activity eg brothels, nail bars, car washes and improve use of partners and other licensing authorities to control activity eg Immigration and Housing Establish and embed best practice for multi agency management of people vulnerable to modern slavery 6
7 Strengthen support to victims and witnesses Improve victim confidence in reporting Develop in partnership, effective methods for engaging and providing support to victims and witnesses or Modern Slavery Work with partners to ensure effective multi agency response to victims/ witnesses Increase the NRM referrals by first responders Develop ways to engage with victims to increase trust and confidence leading to increased reporting of modern slavery offences Utilise local policing to build relationships and trust and confidence with communities Area Command Chief Inspectors Communities 7
