8 Phase 1 proposal comments resulted in revisions to the straw proposal In general, comments Were supportive of the proposals Provided constructive feedback on each of them Emphasized reasoning and request for accelerating data concentrator model development Data concentration implementation needs to be included to reduce barriers to participation by smaller resources, storage, as well as lower cost options for renewables and conventional generation Need to detail the model for Aggregators that contract to manage resources for others. 13 Proposal 1 (5.1.1) - Use of Internet for Telemetry and ISOME Meter Data bridging to the ISO Energy Communication Network (ECN) Activity Update Business Process Changes Tariff Impacts Next Steps AT&T was onsite 6/28 and tested the virtual private network (VPN) remote access device with revenue meter installed onsite in test area. Communication from MV90 was successful. Successfully performed testing of the VPN remote access device using wired connection. Determined further wireless (cellular modem) testing required. Completed Metering - Onsite testing of the AT&T VPN remote access solution was completed with current system - passed In process: Telemetry Onsite testing will begin once meter testing is completed successfully. Metering performing offsite validation of VPN remote access device to test MV90 polling of meter using non-wired connection Direct Telemetry 5, 5.2, 5.3 Metering Update ISO infosec requirements document. No Estimated Tariff Changes Formalize test results and draft BPM changes Page 13
14 Proposal 2 (5.1.2) - Use of Internet for Telemetry (with encryption) and Meter Data (w/o encryption) transport directly to the CAISO Completed Metering - Initial security assessment determined low risk. Proposal further minimized risk by limiting the resource size to less than 10MW Update Activity Business Process Changes Tariff Impacts Next Steps In process: Telemetry Pilot testing needed for regulation service use of this option. Currently limiting size of resource to < 10 MW for Spin and < 5 MW for regulation Metering - Pilot for revenue metering underway includes the wireless component. Concentration: visibility and interaction with individual market resources at the data concentration point. Aggregation: Aggregations represented as a single market resource no interaction behind the point of concentration maintained and managed by the data concentrator.
