7 The envisaged EMC Model for the Province
8 Concerns about Disaster Management Act Some of the Municipalities in the Western Cape raised the following concerns about the Act: Unfunded Mandate: Our Constitution states: That Disaster Management is a function of National and Provincial Governments That all residents have the right to a save environment White Elephant: Some areas are less disaster prone and the need for a dedicated DMC in these areas seemed like a white elephant Duplication of Existing Facilities: The DMC seems to duplicate existing facilities, such as, 10111, 10177, 112 High Operational Costs: There were also some concerns about the operational costs of the DMC Consequently the PGWC had to develop a DMC model that addressed all of the concerns AFRICON 2005
9 The Envisaged EMC Model AFRICON 2005 The envisaged EMC model for the Province will require that several emergency services, such as: The SAPS? The Provincial Traffic Police (PTP) The Provincial Emergency Medical Services (EMS) The Provincial Forensic Mortuary Services (FMS) The Regional Fire and Rescue Services (F&RS) Engineering services The Air Mercy Service (AMS) of the Red Cross Society be co-located into the same EMC These emergency services will make use of the EMC on a 24/7 basis for their day-to-day operational activities Attached to the EMC will be a DMC that can be used to fulfil all the disaster management responsibilities set out in the Disaster Management Act

14 Advantages of Envisaged EMC Model Improved Emergency Service Delivery: The fact that the various emergency services mentioned above will be situated hand-in-hand in the envisaged EMC will ensure that these services can closely co-operate with one another Economy of Scale: The operational costs (personnel costs, electricity costs, telephone costs and the like) of an EMC are high and can now be shared between the Provincial Government, the District Municipality and the other Role Players Daily Use: The envisaged EMC model for the Western Cape will ensure that the EMC s in the Western Cape will be used on a daily basis by a variety of Role Players Integration with Existing Facilities: The EMC s in the Western Cape will work in conjunction with the other emergency facilities that exist in the Province, such as, the 112 National Emergency Call Centre in the Strand AFRICON 2005

18 Cape Winelands District EMC Several sites in Worcester were investigated Was finally decided to establish the EMC on the same site as the Worcester Regional Hospital DoW has already appointed a Professional Team to undertake the construction of the existing building Construction work to commence on 1 October 2005 and should be completed towards end February 2006 Furnishing to be completed in March 2006 Estimated opening of EMC is March 2006 AFRICON 2005

64 Imagery Satellite The Department of Agriculture is in the process of acquiring part ownership of a imagery satellite The expected launch date of the imagery satellite is December 2005 The imagery satellite will orbit the earth in a low southnorth orbit every 1.5 hrs This will enable the PGWC to acquire satellite images of the Western Cape on a daily basis The satellite images can be extremely useful for emergency disaster management It is envisaged that the satellite images will be streamed to all the EMC via the communication satellite AFRICON 2005
