2 OVERVIEW Contents: Overview 2017 General Statistics 2017 Forensic Analysis Unit Responsibilities The St. Charles County Cyber Crime Unit has been fully operational since August 2001, serving St. Charles, Lincoln, Marion, Montgomery, Pike, Ralls and Warren counties, including the municipalities within. It is staffed by personnel from the St. Charles County Police Department, both Lincoln County and Franklin County Sheriff s as well as the O Fallon, Saint Charles, Saint Peters, Warrenton and Wentzville Police Departments Accomplishments 2018 Goals Community Outreach Cyber Response Vehicle Cyber Unit Websites Meet The Unit MO ICAC Report The Cyber Crime Unit conducts forensic analysis of media suspected to contain evidence of criminal activity. Generally each case contains numerous computers, cell phones and other forms of media to be analyzed. The Unit also conducts active investigations into illegal activity of individuals who prey on children via the Internet. The St. Charles County Cyber Crime Unit conducts investigations and assists other agencies. In addition to the cases reported directly to the Cyber Crime Unit in the standard course of business, we receive numerous referrals from the Internet Crime Complaint Center (IC3) in regard to Internet thefts occurring in Saint Charles County. Additional cases are the result of the Missouri Internet Crimes Against Children Task Force (MO ICAC). The Unit works in conjunction with the National Center for Missing and Exploited Children (NCMEC) to help identify victims and investigate cyber crimes related to children. The Unit is also a member of the US Secret Service Gateway Electronic Crimes Task Force (ECTF) and the FBI Child Exploitation Task Force (CETF). 3 FORENSIC ANALYSIS 278 individual cases and just over 1,200 pieces of media were submitted to the Cyber Crime Unit for examination in Due to technology leaving its footprint at nearly every crime scene, the nature of cases submitted to the Cyber Crime Unit varied greatly as demonstrated to the left. As a result of the partnership with MO ICAC, the Unit maintained a primary focus on Internet crimes against children and child sex crimes. Cases were submitted to the Cyber Crime Unit by over 45 different agencies. The municipalities within St. Charles County took advantage of their ease of access to the capabilities that the Cyber Crime Unit had to offer. However many municipal, county and federal agencies across the state submitted cases as well.

4 UNIT RESPONSIBILITIES Investigate all crimes where computers, cell phones, and other electronic devices are the vehicle for the commission of criminal acts or the object of attack within the coverage area and outside this jurisdiction when assistance is requested. Conduct forensic data recovery and analysis of all computers, cell phones, audio, video, and other electronic devices seized in our coverage area and any other law enforcement agency within the state requesting technical services. Provide technical support to investigative units within the state including the search, seizure, evidence preservation, forensic recovery of data from crime scenes, and systems used in crimes. The Unit also provides expert testimony within these areas. Conduct undercover operations to identify, arrest, and convict suspects involved in computer and high-technology crimes. Provide training for law enforcement agencies throughout the coverage area in computer, telecommunications and other high-technology crimes. Formulate guidelines for investigation, forensic evidence recovery, and forensic data analysis. These guidelines will be consistent with U.S. Department of Justice guidelines and adhere to industry standard practices. Respond to requests for public appearances and speaking requests on areas such as cyber crimes, computer and data security, computer ethics and Internet safety. Monitor the existing laws and proposed legislation focusing on high-technology and computer crime; Identify and recommend further legislative initiatives. Investigate illegal online activities. Monitor and investigate illicit activities occurring on Computer Bulletin Board Systems (BBS) and the Information Superhighway. Illegal bulletin board systems and online services are known vehicles for the distribution of child pornography, credit card and telephone fraud, copyright violations, gambling operations, money laundering, and narcotics or human trafficking. Act as the manager for the Missouri Internet Crimes Against Children Task Force (MO ICAC).

5 2017 ACCOMPLISHMENTS Sent two investigators to ICAC Investigative Techniques and ICAC Undercover Chat training to allow for increased proactive ICAC Investigations. Sent one forensic examiner to basic forensics, intermediate forensics and mobile device examination training. MO ICAC was awarded the Department of Justice HERO grant, to hire an injured or disabled military veteran to work as a civilian forensic examiner. Sent two forensic examiners to Infotainment training to allow for forensic examination and analysis of motor vehicles entertainment systems GOALS Hire the HERO candidate for the purpose of reducing the MO ICAC forensic backlog. Revamp community outreach efforts to provide presentations to area schools, businesses, civic groups and public events with updated information to safeguard children and educate citizens on computer related child exploitation. Provide educational presentations for law enforcement and prosecutorial agencies on the use and application of the Infotainment system and what type of data can be obtained.

6 COMMUNITY OUTREACH Upon request, the Cyber Crime Unit will provide Computer-Crime Prevention Education Presentations to various schools, businesses, public events and more. We also provide training programs to law enforcement agencies to equip them with the current tools and information necessary to fight cyber crime. 7 DIGITAL EVIDENCE TRIAGE PROGRAM Almost all crimes committed today have some form of digital evidence. Quickly acquiring and examining this evidence can greatly increase the likelihood of a crime being solved and prevent future incidents from occurring. When conducted on the scene of an investigation, information from digital evidence triage can greatly aid in the questioning of a suspect. Law enforcement agencies often do not have access to the training required to conduct digital investigations on scene and lack of available experts can cause lab work to be backed up for months. In order to provide more information on scene to investigators and to reduce the backlog of cases waiting to be examined, the Saint Charles County Cyber Crime Unit has created the position of Digital Evidence Triage Specialist. The concept is to provide digital evidence triage training to a law enforcement officer above the training that is provided to investigators, but not as extensive as a forensic examiner. This officer is then able to assist in the triage of electronic evidence for their agency and the St. Charles County Cyber Crime Unit. This reduces the amount of electronic evidence being submitted, thus speeds up the examination of cases. The Digital Evidence Triage Specialists meet monthly with the Cyber Crime Unit for training and to assist in triaging cases with large amounts of media. 8 CYBER RESPONSE VEHICLE As mentioned, many crimes committed have some form of digital evidence, and the information from digital evidence triage can greatly aid in the questioning of a suspect. The Cyber Crime Unit has a Cyber Response van that can be utilized at search warrants or crime scenes by any agency within St. Charles County. Please call the Cyber Crime Unit to request! The Cyber Response Vehicle is a Sprinter 3500 extended van equipped with two fully functional forensic workstations, and a server with a 6 TB storage capacity. The van is equipped with satellite internet capabilities as well as an onboard generator and AC inverter, which provides up to eight hours of remote, on-scene analysis and examination time. The Cyber Response Vehicle responded to approximately 80% of all search warrants in 2017.

10 MEET THE UNIT Lieutenant Mark O Neill assumed the duties of supervisor for the St. Charles County Cyber Crime Unit and the commander for the Missouri Internet Crimes Against Children Task Force in December of He has been a law enforcement officer at St. Charles County Police Department for over 30 years. LIEUTENANT MARK O NEILL ST. CHARLES COUNTY POLICE Lt. O Neill has held multiple positions in the St. Charles County Police Department from patrol officer, detective in the Criminal Investigations Bureau, deputy commander of the St. Charles County Regional Drug Task Force, crisis negotiator and patrol watch commander. Lt. O Neill attended the FBI Law Enforcement Executive Development School (LEEDS) and received the FBI Trilogy Award.

11 MEET THE UNIT Detective Sergeant Jacob Walk is an investigator assigned to the Missouri Internet Crimes Against Children Task Force from his agency, Franklin County Sheriff s Department. He has been a law enforcement officer for 16 years and has been a part of the Cyber Unit for 4 years. DETECTIVE SERGEANT JACOB WALK FRANKLIN COUNTY SHERIFF S Det. Sgt. Walk has a Bachelor s Degree in History from the University of Missouri in Columbia. Detective Walk is also a member of several specialized task forces. Det. Sgt. Walk has received training from various groups, including the U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention, the United State Attorney s Office Eastern District of Missouri, the National White Collar Crime Center, the Federal Bureau of Investigation, and the United States Secret Service. Detective Dan Asher is an investigator assigned to the St. Charles County Cyber Unit from his agency, Lincoln County Sheriff's Office. He has been a law enforcement officer for 18 years and recently joined the Cyber Unit in March of 2017 after over 10 years in financial crimes and 4 years on a narcotics task force. DETECTIVE DAN ASHER LINCOLN COUNTY SHERIFF S OFFICE Det. Asher is responsible for proactive investigations into Internet crimes against children. He has been trained in ICAC Investigative Techniques and ICAC Undercover Chats. He has training in multiple Peer-2-Peer sharing sites planned in the upcoming year.

12 MEET THE UNIT Detective Michael T. Coyne is an investigator for the St. Charles County Police Department assigned to the Cyber Crime Unit. He has been a law enforcement officer for 32 years and has been a part of the Cyber Unit for 5 years. DETECTIVE MICHAEL COYNE ST. CHARLES COUNTY POLICE Det. Coyne has a Bachelor s Degree in Criminal Justice from Southeast Missouri State University. Prior to his assignment to the unit, Detective Coyne worked patrol as well as a School Resource Officer. Det. Coyne s main responsibilities include investigation of CyberTips, Peer-to-Peer file sharing, and undercover internet operations. He has been trained in ICAC Investigative Techniques and ICAC Undercover Chats. He also attended an Online Social Networking class designed to provide detectives with the tools to conduct a variety of social media investigations. DETECTIVE DONNIE HOVIS WENTZVILLE POLICE Detective Donnie Hovis is a forensic examiner assigned to the St. Charles County Cyber Crime Unit from his agency, Wentzville Police Department. He has been a law enforcement officer for 15 years and a part of the Cyber Unit for 6 years. Prior to being assigned to the Cyber Crime Unit, Detective Hovis was assigned to the St. Charles County Regional Drug Task Force and General Crimes Detective for Wentzville. Det. Hovis is certified in computer forensics and cell phone analysis. He has received training in mobile device forensics such as chip-off, j- tag and ISP as well as vehicle infotainment systems. Detective Hovis has attended the 5 week BCERT training provided by the Secret Service. He is a Certified Forensic Computer Examiner (CFCE) through IACIS.

13 MEET THE UNIT Detective Patrick Jackson is a forensic examiner assigned to the St. Charles County Cyber Crime Unit from his agency, St. Peters Police Department. He has been an law enforcement officer for 25 years and a part of the Cyber Unit for the past 7 years. DETECTIVE PATRICK JACKSON ST. PETERS POLICE Det. Jackson has a Bachelor s Degree in Information Technology from Lindenwood University. He is a current member of several specialized task forces. Det. Jackson has received training from various agencies, including the International Association of Computer Investigative Specialists, the National White Collar Crime Center, FBI, Guidance Software, AccessData, and the United States Secret Service. He is a Certified Forensic Computer Examiner (CFCE) through IACIS, Certified Mobile Device Investigator through FLETC, and is Certified ACE examiner through AccessData. Detective Dan Maixner is a forensic examiner for the St. Charles County Police Department assigned to the Cyber Crime Unit. He has been a law enforcement officer for 32 years and has been a part of the Cyber Unit for the past 11 years. He is responsible for the forensic examination of digital media and data submitted as evidence. DETECTIVE DAN MAIXNER ST. CHARLES COUNTY POLICE Det. Maixner holds a Bachelors Degree in Information Technology and a Master s Degree in Business Administration from Lindenwood University. He has received numerous hours of training and a member of several specialized task forces. Det. Maixner is a Certified Forensic Computer Examiner through IACIS, Seized Computer Evidence Recovery Specialist and Certified Mobile Device Investigator through FLETC, and is Certified ACE examiner through AccessData.

14 MEET THE UNIT Detective Kevin Mountain is a forensic examiner assigned to the St. Charles County Cyber Unit from his agency, O'Fallon Police Department. He has been a law enforcement officer for 16 years and recently joined the Cyber Unit in February of DETECTIVE KEVIN MOUNTAIN O FALLON POLICE Det. Mountain is responsible for the forensic examination of media submitted to the Cyber Crime Unit for processing. He has received training in Basic Mobile Device Investigations from the Secret Service at NCFI, as well as Basic and Intermediate Data Recovery Acquisition and Analysis from NW3C. His training is ongoing and many more sessions are scheduled for the upcoming year. Detective Robert O Neal is a forensic examiner assigned to the St. Charles County Cyber Crime Unit from his agency, St. Charles Police Department. He has been a law enforcement officer for 25 years and a part of the Cyber Unit for the past 4 years. DETECTIVE ROBERT O NEAL ST. CHARLES POLICE Det. O Neal is currently seeking his Bachelor s Degree at Lindenwood University in Information Technology. He is a member of several specialized task forces. Det. O Neal has received training from various agencies, including the International Association of Computer Investigative Specialists, the National White Collar Crime Center, the National Center for Missing and Exploited Children, Department of Homeland Security, AccessData, and Guidance Software. He is a Certified Forensic Computer Examiner (CFCE) through IACIS.

15 MEET THE UNIT Detective Brigid Oldani is an investigator for the St. Charles County Police Department assigned to the Cyber Crime Unit. She has been a law enforcement officer for 17 years and a part of the Cyber Unit for over 10 years. DETECTIVE BRIGID OLDANI AND K-9 BONNIE ST. CHARLES COUNTY POLICE Det. Oldani serves as the CyberTip Manager for the MO ICAC Task Force and is responsible for the initial investigation of all cases within the State of Missouri, received from the National Center for Missing and Exploited Children CyberTipLine. Det. Oldani has received specialized training in online undercover investigations, social media investigations, digital evidence acquisition and advanced interview and interrogation techniques through agencies like the United States Department of Justice, the FBI s Innocent Images Program, the National Center for Missing and Exploited Children, the National White Collar Crime Center and more. Det. Oldani is the handler for Bonnie, an Electronic Storage Device (ESD) K-9. Bonnie has been trained to sniff out electronics devices that are small enough to hide and can potentially hold hundreds of gigabytes of child exploitation data.

16 MEET THE UNIT Detective Andrew Sitton is an investigator assigned to the St. Charles County Cyber Unit from his agency, Warrenton Police Department. He has been a law enforcement officer for 10 years and recently joined the Cyber Unit in March of He has held positions from Corrections to the Detective Bureau. DETECTIVE DREW SITTON WARRENTON POLICE Det. Sitton is responsible for proactive investigations into Internet crimes against children. He has been trained in ICAC Investigative Techniques and ICAC Undercover Chats. He has training in multiple Peer-2-Peer sharing sites planned in the upcoming year. Program Specialist Kessa Sims is the office administrator for the St. Charles County Cyber Crime Unit and the MO ICAC grant specialist. She has been working for St. Charles County for the past 10 years, moving to the Cyber Unit 2 years ago. PROGRAM SPECIALIST KESSA SIMS ST. CHARLES COUNTY POLICE Ms. Sims is responsible for writing and maintaining grants from state or federal agencies and submitting timely statistical or progress reports. She maintains the budget of the Cyber Unit as well as the MO ICAC budget which covers multiple agencies in Missouri. Ms. Sims has been to grant writing seminars and completed the Department of Justice Financial Grants Management Training. She peer reviews other Department of Justice grant submissions and provides input which is considered when making grant awards.

17 MISSOURI INTERNET CRIMES AGAINST CHILDREN TASK FORCE WHO WE ARE The Missouri Internet Crimes Against Children Task Force (MO ICAC), funded by the United States Department of Justice and Office of Juvenile Justice and Delinquency Prevention, serves criminal justice agencies and citizens of Missouri by offering investigative, forensic and prevention training and resources in an effort to fight online child exploitation. The St. Charles County Sheriff s Department was awarded the Missouri Internet Crimes Against Children (MO ICAC) grant beginning October 1, In January of 2015, the Department changed names and the grant is now held by the St. Charles County Police Department. MO ICAC is comprised of officers from twelve regional task forces and over 125 affiliate agencies. MO ICAC utilizes these task forces as a conduit to investigate cases beyond their traditional jurisdiction. This regionalized task force structure, developed in conjunction with the Missouri Department of Public Safety, strengthens and redoubles the efforts of our law enforcement officers and provides a nexus for statewide information sharing and resource allocation. WHAT WE DO MO ICAC provides law enforcement with the latest techniques and resources for the investigation and apprehension of online offenders. Through our partnership with the National Criminal Justice Training Center, MO ICAC trains law enforcement officers, child advocates and other professionals working in the field of technology-facilitated exploitation of children. Task force members from each of the regional units give technology safety presentations to parents, community groups, educators and students as case load permits.
