As with the previous editions, this one also includes four case studies on ongoing and completed EY projects. These will give you an insight into EY s capabilities in handling large and successful government projects in a time-bound manner. This edition aims to bring you new ideas and approaches for the implementation of a high-speed network for educational institutions, improved street lighting and control of tuberculosis (TB) with the participation of the private sector and strengthening of India s skills ecosystem. We hope you for the country to establish a network that will connect around 1500 institutions and universities institutions. The Government of Rajasthan (GOR) has developed a public street lighting system for the state s capital Jaipur on a Public Private Partnership (PPP) basis to explore the modalities of implementing It has introduced a model for establishing projects in which investments required to upgrade street lighting can be paid for and maintained by a third party, which will be repaid, based on energy savings achieved. in the country. 2 Signpost, EY newsletter for Government and public Sector 2 ISO advisory for the National Knowledge Network Designing and implementation of an effective information security management system for an nine strategic points across India Overview and challenges: The National Knowledge Network (NKN) is one of the of up to 1GBPS connecting over 1,400 institutes and universities across India. With the critical nature of its services and the increasing cyber-threat landscape, this was an imperative decision taken by the NKN s management to implement a robust Information Security Management System (ISMS) and improve its existing security functions. The NKN has started this ambitious project of implementing ISMS in line with the leading standard ISO 27001:2013 across nine strategic points across the length and breadth of the country. Support and intervention: EY played a vital role in helping NKN conduct a current state assessment of its existing information security state and prepare a roadmap to improve its people s security, processes and technology service enablers. The EY Risk team advised NKN on planning and helped it effectively implement robust ISMS in line with the leading ISO 27001:2013 standard, which covers all of NKN s information-related assets at its points of presence in The EY team also helped NKN design a widespread IT risk management framework to enable it to take riskaware decisions as it connects with more institutes and universities while expanding their span of infrastructure and services. Result and impact: internal organizational operations including accessrelated control for internal and outsourced staff, streamlined job responsibility areas and improved security for its human resources, increased awareness of internal and external threats, information security logging to analyze trends and detect possible cyber-attack vectors, improving and monitoring physical security, improving security in development of applications as well as in testing and providing guidance on selection of the right technologies. This program helped NKN align itself with compliancerelated requirements of the IT Act and the Government s continuity planning and redundancy for its people, processes and IT infrastructure requirements. At the process level, its internal processes including its servicelevel management, incident management, change management, capacity management, etc., has seen a and effectively. EY has also helped NKN to conduct regular information security awareness sessions and training for human resources to help it minimize insider threats. The Public Private Partnership (PPP) structure to reduce energy consumption for street lighting in the city by around 77% and improve the luminosity of the city s roads to a great extent. Overview and Challenge With more than 120,000 luminaries of varied kinds and wattage, maintenance of Jaipur s street lighting system gap in road lighting and maintenance standards, which resulted in poorly lit roads. The State Government s annual energy expenditure of US$5 million (approximately) on street lighting was also becoming a burden to the public envisioned implementing this project as a pilot, which, if successful could be replicated in other cities in Rajasthan. One of the key challenges faced while implementing the a scale in the country, and consequently, there was no success story for it to follow. 6 Signpost, EY newsletter for Government and public Sector 6 Information and communication to control tuberculosis EY is helping the Bill and Melinda Gates Foundation (BMGF) demonstrate improved outcomes in the the implementation of a pilot program in Mumbai (Maharashtra), Patna (Bihar) and Mehsana (Gujarat). Overview and challenges The BMGF has been actively working on eradicating TB in India for the past decade. The Foundation s approach is to support the Government of India s Revised National such as the inability to track the scale of the problem, paper-based patients records, procedural complications in treating migrants, ineffective compliance with treatment recommended and limited awareness of the community.
