58 Utility Performance / Reliability Reliability is measured by SAIDI and SAIFI, which are system average indices that measure the duration and frequency of outages. SAIDI is System Average Interruption Duration Index. SAIFI is System Average Interruption Frequency Index. In FY16, NAVFAC SE electrical utility customers had an average of 1.85 annual outages and an average annual outage duration of 480 minutes, primarily driven by weather conditions and utility company system outages (outside the installation s fence line). 58
59 Installation Scorecard Reliability a- Reliable utility grid servicing installation? b- Reliable on-site electric infrastructure? c- Infrastructure in good condition; configured for resiliency? Resilience a- Percent of facilities that require back-up generation have sufficient capability in place? b- Percent of facilities that require UPS have sufficient capabilities in place? c- Supported missions that do not have sufficient level of energy resiliency? 59 Efficiency a- How energy efficient is the installation? b- How well does installation manage its electricity demand? c- How sufficient is ICS inventory at this installation? 59
60 Cybersecurity Rapid emergence of cyber incidents on critical Industrial Control Systems (ICS) with potential to debilitate our installation mission critical assets has catalyzed the need to establish a defensive cybersecurity posture across the shore enterprise Systems include: Platform Information Technology (PIT) Industrial Control Systems (ICS) Supervisory Control and Data Acquisition (SCADA) systems Problem statement: How do you secure 12,000 buildings within 12 states and one island? 60 UNCLASSIFIED
