2 Washington Metropolitan Area Transit Authority Board Action/Information Summary Action Information MEAD Number: Resolution: Yes No TITLE: Rosslyn Station New Entrance PURPOSE: To obtain Board approval of: 1) The construction of the new Rosslyn Station entrance by Arlington County; and 2) Authorization for the General Manager to execute the Project Coordination Agreement among Metro, Arlington County and The JBG Companies for two projects at Rosslyn Station: the new entrance by Arlington County and Rosslyn Central Place(RCP) by JBG, all subject to Arlington County approval of the agreement on February 20, DESCRIPTION: The new entrance, known as the Rosslyn Station Access Improvements Project, consists of three new high-speed elevators, an underground station mezzanine and passageway connection, an emergency stairway, and related infrastructure and operating systems. Arlington County is funding the capital costs of the new entrance, including all Metro costs; thus, this is a reimbursable Metro project. On behalf of Arlington County, Metro is designing the new entrance via its on-call consultant, P2D. Subject to availability of funding, which will include federal and state grants, Arlington County will construct the new entrance from Fall 2010 to Spring Metro will own, operate and maintain the new entrance in early FY2013. The purpose of the new entrance is to support the increase in Metrorail customers from new high-density mixed-use developments, particularly RCP by The JBG Companies, which will be built adjacent to the station and integrated with the new entrance. JBG`s RCP Phase 1 will be a new office building of 31 stories and 531,000 square feet, the tallest in the metropolitan region. During construction of the new entrance and RCP, there will be uninterrupted station elevator service, via the one existing elevator or, when completed, the three elevators of the new entrance. After the three new elevators are in service, JBG will remove and abandon the upper part of the one existing elevator during
3 its construction of RCP underground parking. The Project Coordination Agreement among Metro, Arlington County and the JBG Companies addresses the coordinated construction, operations and maintenance of the new entrance and JBG`s RCP. In early February 2010, The JBG Companies will have signed the Project Coordination Agreement. At its February 20, 2010 meeting, the Arlington County Board will be considering approval of the Project Coordination Agreement, including authorization for the Arlington County Manager to execute the agreement. Staff will later request Board approval of a Phase Two Construction Agreement between Metro and Arlington County for the new entrance, which will address the roles and responsibilities of the two parties during the construction phase, will define the Metro procurement and installation of automatic fare collection equipment (AFC) and other equipment, and will establish Arlington County funding of Metro costs, to include AFC equipment, other equipment and Metro consultant costs. A Project Management Plan between Metro and Arlington County will include the project budget of Metro costs during the construction phase. FUNDING IMPACT: Project: Rosslyn Station New Entrance Department of Transit Infrastructure Office: and Engineering Services/Office of Engineering Service Budget: $4,207,000 This Action: $0 Prior Approval: $3,935,696 Remaining Budget: $271,304 No new budget authority is Remarks: requested with this action. 12 SUBJECT: APPROVE ROSSLYN STATION NEW ENTRANCE AND PROJECT COORDINATION AGREEMENT PROPOSED RESOLUTION OF THE BOARD of DIRECTORS OF THE WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY WHEREAS, Arlington County has approved the plans prepared by The JBG Companies to construct the Rosslyn Central Place development, proximate to and above Rosslyn Station; and WHEREAS, The developer has been required by Arlington County to accommodate a new station entrance to Rosslyn Station within the Rosslyn Central Place development; and WHEREAS, In coordination with the developer project, Arlington County has been and will be funding and managing, and proposes to construct the Rosslyn Station Access Improvements Project for the new station entrance, including three high-speed elevators, an exit stairway and a mezzanine proposed for Metro ownership, operations and maintenance upon their completion and acceptance; and WHEREAS, At the request of Arlington County and on a fully reimbursable basis, Metro with its on-call general architectural engineering services consultant is completing final design and contract documents of the Access Improvements Project for Arlington County; and WHEREAS, Metro, Arlington County, and the developer have negotiated a Project Coordination Agreement to address the coordinated construction, operation and maintenance of the Access Improvements Project for the new station entrance by Arlington County and of the Rosslyn Central Place development by the developer; and WHEREAS, Metro staff will later request Board of Directors approval of a Phase Two Construction Agreement between Metro and Arlington County, which addresses the roles and responsibilities of the two parties during the construction phase for the new station entrance; now, therefore be it RESOL VED/ That the Board of Directors approves Arlington County's construction of the Rosslyn Station Access Improvements Project for the new station entrance; and be it further
