3 Recommendations for policy makers Cybersecurity and cybercrime issues are governmental issues Understanding: Links between social and economic development with crime and security issues in a connected society with interrelated infrastructures ICT related threats and risks for states, organizations and citizens Needs for protection at national, regional and international levels The role of all relevant stakeholders Private and public sectors relationships General measures to be taken to obtain a satisfying level of ICT security and protection assets (including privacy issues) In order: How to create, maintain and develop trust in ICT environment? How to develop strategic improvement in ICT security be able to define national cybersecurity strategies and policies 3
4 Recommendations for justice and police professionals Global understanding of : Legal requirements at national and international levels Computer investigation and forensic methodologies and tools How to interpret and implement existing international regulation as Cybercrime convention of Council of Europe (doctrine) That could be considered as an international reference model to develop legal frameworks This requires a common understanding of computer related crime and international collaboration in order to fight against cybercrime and deals with global cyberthreats In order to : Define a legal framework enforceable at national level and compatible at the international level Develop measures to fight against cybercrime and to be able to collaborate at an international levels 4
5 Recommendations for executives managers Understanding basic principles in ICT security management: Assessments of vulnerabilities and threats Security mission, management practices and conditions of success How to identify valuable assets and related risks? How to define security policy? How to organize security mission, to control, to evaluate, to audit, to estimate cost, how to How to manage security in complex and dynamic environments? In order to be able to: Produce effective security process and master ICT related risks and security costs Collaborate with legal, law enforcement and technical professionals Create appropriate organizational structures and procedures 5
6 Recommendations for information and communication technologies professionals Understanding societal and organizational issues and values Understanding ICT related risks Mastering ICT and security technologies in digital environments In order to: Define, design, produce, implement efficient security tools and measures of protection and reaction Cost effective User friendly Transparent Auditable Third Party Controllable Decrease the number of vulnerabilities in digital environments 6
7 Recommendations for end-users and citizens Understanding threats for the end-user (virus, spam, identity usurpation, data protection, privacy issues ) and their impacts Understanding how to adopt a security behaviour for ICT Understand how to build a global cybersecurity culture based on well recognized international standards and recommendations, involving several kinds of stakeholders; In order to: Raise awareness among all interested parties 7

By adoption of international approaches, standards, regulations, best practices applicable at national, regional, levels and compatible at the international level In order to: Have a common understanding of what cybersecurity means to all Contribute to build a global response for a safe and global information society Facilitate definition and deployment of national cybersecurity strategies and international cooperation Create local know how based on well recognized standards, to answer specific local needs by integrating local cultural values in national standards derived from international standards and well recognised best practices Avoid duplication of works and efforts Trough a framework for International Cooperation in Cybersecurity ITU GCA 8
9 ITU as a Forum for International Cooperation in Cybersecurity: The Global Cybersecurity Agenda ITU Secretary-General has identified Cybersecurity as a top priority ITU was entrusted to take the lead as sole facilitator for Action Line C5, Building confidence and security in the use of information and communication technologies (ICTs) at the second phase of the WSIS in Tunis in 2005 ITU Membership has been calling for a greater role to be played by ITU in matters relating to Cybersecurity through various Resolutions, Decisions, Programs and Recommendations Together with partners from governments, industry, academic and research institutions, regional and international organizations as well as individual experts ITU has established a global framework for international cooperation in cybersecurity: The Global Cybersecurity Agenda The five pillars of Global Cybersecurity Agenda Legal Measures Technical and Procedural Measures Organizational Structures Capacity Building International Cooperation 9
10 High-Level Experts Group The High-Level Experts Group (HLEG) will provide advice on strategies in all five work areas or pillars. A global multi-stakeholder think-tank made up of highlevel experts from: governments industry regional and international organizations research and academic institutions individual experts. 10
11 Setting Achievable Goals Elaboration of global strategies for:: 1. the development of a model cybercrime legislation 2. the creation of appropriate national and regional organizational structures and policies on cybercrime 3. the establishment of security criteria and accreditation schemes for software applications and systems. 4. the creation of a global framework for watch, warning and incident response 5. the creation and endorsement of a generic and universal digital identity system 6. the facilitation of human and institutional capacity-building 7. international cooperation, dialogue and coordination 11
12 Towards a global Cyberpeace The threats to global cybersecurity demand a global framework ITU - GCA The magnitude of this issue calls for a coordinated global response to ensure that there are no safe havens for cybercriminals. ITU will act as a catalyst and facilitator for these partners to share experience and best practice, so as to step up efforts for a global response to cybercrime. In this way, working together, we can create a cyberspace that is somewhere safe for people to trade, learn and enjoy. Dr Hamadoun I. Touré, ITU General Secretary "The world must take action.
