3 The Stone Mountain Community Improvement District exists to deliver the planning and leadership needed to reach new levels of success for its commercial property owners. The primary objective of the CID is to grow property values and enhance the district s prominence as a primary choice for business growth and development. The CID enjoys strong, cooperative relationships with authorities at all levels of elected office. We are especially privileged to work closely with the City of Tucker locally focused leaders who share our desire for greater commercial success for our community. This business corridor also benefits from a commanding law enforcement and public safety presence. Numbers of reported criminal incidents have declined to historically low levels. As a direct result of a targeted emphasis on crime prevention and beautification efforts, occupancy and rental rates in the district have reached a 10-year high. We anticipate this real estate trend to continue. The Board of Directors appreciates your support for the CID s work and your continued investment in our community. 4 THE CID GETS RESULTS PROJECT AND PLANNING SUCCESSES The Stone Mountain CID focuses on planning and delivering enhancements that will raise property values and make the entire district more attractive for investment. The CID is proud of the following accomplishments realized through close cooperation with the Atlanta Regional Commission, Georgia Department of Transportation, State Road and Tollway Authority, DeKalb County and City of Tucker. Painting, repairing and replacing damaged guardrails Replacing more than 200 damaged street signs Repairing concrete curbs, gutters and sidewalks Pouring new concrete bus stop pads Removing diseased trees Cleaning up graffiti Planting trees along Mountain Industrial Blvd. and East Ponce de Leon Landscaping the Royal Atlanta Business Park median Replacing the Royal Atlanta Business Park entrance sign Designing sidewalks for Mountain Industrial Blvd. Landscaping the Mountain Industrial Blvd. median Working with GDOT to optimize Mountain Industrial Blvd. traffic flow Winning GDOT and partial funding approval for intersection improvements (S.R. 6 PAGE SIX THE BEST- LOOKING INTERCHANGE IN OUR COUNTY The signature entrance to the Stone Mountain CID has never looked better. CID-contracted landscaping professionals are responsible for the blooming display at the gateway intersection at Mountain Industrial Boulevard and Highway 78. Crews also regularly maintain the CID s right-of-way areas with mowing, weed control and debris removal. Plans are in the works now to install more landscaping features in addition to the work already completed at a number of key CID intersections.

7 TUCKER TURNS 125 Tucker, Georgia has been a well-established community for 125 years, but only officially incorporated as a city in early Using innovative public-private partnerships, the Mayor and Council are delivering high levels of service to Tucker s 35,000 residents and businesses, and recently set its property tax millage rate at zero. Franchise and utility fees will fund Tuckers Parks and Recreation programs, as well as planning, zoning and code enforcement. Tucker has a long history, strong community support, a desirable location and diverse mix of residential, office, commercial and industrial properties. CID GDOT WORKING ON A DDI The Stone Mountain CID has completed a major milestone in its efforts to enhance the efficiency and safety of the Mountain Industrial Boulevard-Highway 78 interchange. The interchange s current configuration is often overly congested, suffers from poor sight distance and offers an insufficient number of left turns, including tight turning radii for trucks. The CID s Board of Directors has voted to recommend that the Georgia of Department of Transportation (GDOT) consider the installation of a new diverging diamond interchange (DDI) and related revisions to the Highway 78 off-ramps. The DDI alternative is projected to help improve safety and greatly decrease area travel times. CRIME LEVELS REACH ALL-TIME LOWS DeKalb County Police Sgt. Tony Shover recently reported that armed robberies and property crimes are at their lowest rate ever in the CID. Based on reported incidents, the Stone Mountain CID was described as the most secure office and industrial park in metro Atlanta. Ongoing public safety coverage in the CID is maintained nightly by private security and off-duty DeKalb County Police officers who are familiar with the district. Many CID property owners have dramatically upgraded exterior lighting, trimmed trees and reduced bushes near doors and windows to increase the visibility for safety patrols. PAGE SEVEN

8 Emory Morsberger, CID President As Tucker celebrates 125 years as a recognized community and wraps up our first year as an incorporated municipality, I want to thank the Stone Mountain CID, and especially Emory Morsberger, for their patience and support during our start-up phase. The city of Tucker is developing a comprehensive plan for our future, and we look forward to continuing the mutually beneficial partnership with the businesses and landowners of the Stone Mountain Community Improvement District. ~Frank Auman, Mayor
