2 Edwards and Kelcey (EK) Keith Mullins ( / kmullins@ekmail.com) Brian DePan ( / bdepan@ekmail.com) Jay Ruit ( / jruit@ekmail.com) The purpose of the Regional Operations Plan (ROP) Institutional Coordnination Task Force Meeting was to discuss the high level needs identified for institutional Coordination during the Stakeholder Workshop held on February 16 th. Project Concepts will be developed to support these high level needs. ROP Background The meeting began with introductions and Keith Mullins (EK) briefly went through the meeting s agenda. Keith then gave an overview of the ROP background and development. A Regional Guidance Document was developed for PennDOT to be used in the ROP process so that it can be applied consistently for all Districts. The document details a step-by-step process for the development of the ROP. The key steps in the development of the ROP were identified as: 1. Establish the ROF. 2. Review and update existing documents, plans, and projects. 3. Define the regional needs and priorities. 4. Identify regional operations concepts. 5. Define operations projects. 6. Develop the regional program. 7. Draft and implement the plan. The ROP will be a living document that is to be updated every 2 years. It is being completed for all the PennDOT Districts. The ROP will be completed by July in order coincide with DVRPC s update to the Transportation Improvement Program (TIP). Statewide Direction Mike Pack (BHSTE) gave an update on the statewide direction towards the ROP and more specifically coordination between agencies. The document that provides the foundation for the ROP is the Transportation Systems Operations Plan (TSOP). The TSOP outlines the statewide operations goals for PennDOT. The goals are general for the entire state and each district is to adapt them to their own operational needs. From these goals, the state identified 19 projects to be implemented as part of the TSOP development. These projects can help serve as the basis for ROP project identification. Mike noted that statewide project TSOP-02 Road Closure Reporting System has been fully implemented and that TSOP-01 Inter-Agency Incident Reporting System is just getting started. He also noted that as a part of the 2007 TSOP update, an additional project, TSOP-20 Staffing, is being implemented. This additional project is pertinent to the Institutional Coordination Task Force as having defined career paths for operations staffing was one of the needs identified during the Stakeholder Workshop. 3 Overview of Current and Future PennDOT Operations Many Anastasiadis (District 6-0) gave the group a brief overview of efforts that have been undertaken by District 6-0 to establish better regional coordination as well as the District s plans for the future. As part of this overview and subsequent discussion, the following items were presented: Agency to Agency Connections and Communications: PennDOT is close to completing a communications backbone on the District s Interstates o Design allows for communication to Arterials. Connections to County Emergency Services Departments. o PennDOT has direct fiber connections to Montgomery County Department of Public Safety. o PennDOT will establish a connection to Chester County in the next few weeks. o Future connections should be established with Bucks and Delaware Counties. Direct Connections with neighboring states. o Delaware Future connection through I-95, Delaware Memorial Bridge, or Arterials. Ability to connect to Maryland and southern states through Delaware. o New Jersey Connect through DRPA or PA Turnpike bridges. Work is ongoing to create connection to Districts 4-0 and 5-0 as part of District 6-0 TMC s operations responsibilities for those areas after hours. Future connection with SEPTA will be established. o SETPA has deployed GPS on all transit vehicles. Through connection, PennDOT will be able to share in this data. Video sharing will be accomplished through both direct connection (fiber) and the web (trafficland.com) o Goal is to be able to have both. Mainstreaming ITS Projects: Reconstruction/ITS projects will install new fiber on Interstates. o I-76 ITS project from Conshohocken Curve to Philadelphia o Northern section of I-476 o I-95 (Delaware State Line to US-1 through various planned projects) Manny noted additional fiber network expansion comes through installation of closed-loop signal systems. ROP should capture and prioritize ITS mainstreaming. o Should include funding for installation of last mile connections to other centers (Philadelphia Police, Sports Complex, etc.). Discussion of Operations Needs and Project Concepts Keith began the discussion on Operations needs and project concepts by reviewing the Project Matrix for Institutional Coordination, which was distributed to all attendees. He explained that the high level needs were developed during the Regional Operations Stakeholder Workshop in February. Based on the needs identified, EK developed project concepts. The purpose of the discussion was to review concepts and identify any additional concepts that best fit the needs of the District 6-0 region. Page 3 of 5
4 The floor was then opened to the Task Force Members to discuss needs and Operations project concepts. The following topics were commented on during this discussion: Connections to Pennsylvania State Police: Connections would be beneficial between the District 6-0 TMC and State Police barracks. o Connection exists to dispatch center in Norristown o Barracks which need connection: Philadelphia, Belmont, Conshohocken, Media, Montgomery County, Trevose, Avondale. It would be beneficial if a wireless connection to PSP vehicles could be established. Information needs to be exchanged to stimulate effective resource planning. Roadway Closure Reporting System: For system to operate, input is needed from PEMA, PA State Police, as well as other Incident Management stakeholders. Information is put into system by PennDOT staff as soon as one lane is closed. Will only initially be available to PennDOT partners, but will be available to public in the future through the 511 System for Traveler Information telephone and internet service. Regional Integrated Multi-Modal Information Sharing (RIMIS): RIMIS consists of a software package, database, and online network. To be combined with Roadway Closure System o RIMIS includes more stakeholders Goal is to provide interface for agencies that may not be aware that incidents are ongoing. Establishes a connection between Transportation Agencies and Emergency Responders Signal System Maintenance and Operation: Signal systems need to be better maintained. There is a need for PennDOT to take over control of signal systems in emergency situations. There are difficulties communicating with the 300 or so townships that own signals. Promotion of Quick Clearance: It was noted that many travelers are not aware of the quick clearance program. o Can be solved through a localized information push, which includes local cable, the internet, and coordination with county TMA s It is imperative to get insurance companies on board with program as many motorists are reluctant to move their cars before police arrive for fear of claims being rejected. Look at opportunities to decrease tow truck clearance time. o It was noted that Florida has established a program where tow trucks are paid a flat rate which includes incentives for timely clean-up following incidents. Next Steps/Action Items The next Institutional Coordination Task Force will take place once project deployments have been further developed. EK will update the project matrix to incorporate new needs and project concepts EK will create a draft list of operations project deployments and make available for comment. EK will send out invitations for next meeting once project deployments have been further developed. We believe the foregoing minutes to be an accurate summary of the meeting and related decisions.
