2 Background This exchange of views with experts on the fight against Cybercrime is organised as part of the preparation of the own initiative report requested by the LIBE Committee on the same subject. To this end, the own-initiative report prepared by the LIBE Committee will focus on questions which fall within the remit of the committee, namely the serious threats posed by cybersecurity risks and cybercrime to the fundamental rights of individuals, the rule of law in cyberspace, and their implications for the internal security of the Union as a whole. More specifically, the report will take stock of existing legislative and non-legislative measures in the areas of Justice and Home Affairs which may help to address cyber-threats, as notably referred to in the European Agenda on Security. It will outline current challenges related to the fight against cybercrime and propose measures to be taken by Member States, the EU and the different stakeholders to address them. Specific issues related to cybersecurity and cybercrime falling within the scope of LIBE exclusive competences are to be covered by this report, as for example the security of processing of personal data and the risks of personal data breach (as regulated in the General Data Protection Regulation 2016/679) or the international and intra-eu cooperation in criminal matters addressing current and upcoming cyber-threats. Thus, the report will refer to cyber-threats, potentially including cyber-fraud, information warfare, sexual abuse of children, on-line radicalisation, cyber stalking, cyber-attacks on critical infrastructures for terrorist purposes and other similar threats and propose measures to improve police and judicial cooperation and, finally, criminal justice in cyberspace. It will, in particular, also concentrate on the misuse of certain technologies for criminal purposes and its related impacts on police and judicial cooperation as well as on the respect of fundamental rights. With its report, the LIBE Committee would like to deliver a meaningful contribution to the relevant parts of the upcoming revision of the 2013 EU Cybersecurity strategy.
