2 Pennsylvania Safety Transportation and Research Track The Pennsylvania Turnpike Commission, Pennsylvania Department of Transportation, and Pennsylvania State University are partnering to advance PennSTART: a state-of-the-art high-speed test track to address the safety and operational needs of the Mid-Atlantic Region and beyond. PennSTART PennSTART is a proposed high-speed test track and transportation facility for research, testing, and training that is designed to accelerate innovation in the areas of: 1) safety testing and training for traffic incident management (TIM), work zones, railways, and aircraft; 2) connected and autonomous vehicle (CAV) testing; and 3) tolling and intelligent transportation systems (ITS) technology testing. PennSTART s business model will target private and public-sector end-users to form a collaborative environment that drives emerging innovation from three cornerstones: 1) public-sector testing and training; 2) private sector research and testing; and 3) academic research As a unique collaboration between PTC, PennDOT, and Penn State, the $23,380,628 project will be funded by the three organizations and will be located near Penn State s main campus in State College, Pennsylvania. Upon completion of the Systems Engineering process, it is envisioned that Penn State will own and operate the facility under the Thomas D. Larson Pennsylvania Transportation Institute, which operates the existing federally designated automated vehicle (AV) Proving Ground test track at Penn State. testing laboratory. As proposed, PennSTART will be capable of testing over 75 percent of the US DOT connected vehicle technology applications. A preferred conceptual design was developed to encompass a 110- acre site near State College, PA. This concept design provides the minimum land area parameters to accommodate PennSTART s proposed concept of operations and supporting facility elements, which were formulated using stakeholder input and due diligence conducted throughout the feasibility study planning process. The project is currently proceeding under the FHWA s Systems Engineering process for intelligent transportation systems (ITS) projects. PennSTART will be located on a 110-acre site and will feature a 1.5-mile high-speed oval test track. The 80-acre infield portion of the oval track will feature an advanced testing and training environment and a future academic research and technology

5 Cost Estimate A preliminary cost estimate was prepared by the PTC based on the site specifications. In total, the Phase 1 track engineering and construction, plus land acquisition equals $23,380,628. Subsequent phases will include the engineering and construction of PennSTART s supporting training and academic building, plus the proposed aircraft rescue and training simulator. 6 Implementation Phases and Schedule Upon completion of the Concept of Operations, System Requirements, and Business Plan in July 2019, Preliminary Engineering and Plans, Specifications, and Estimates are scheduled to begin in August 2019 and will take 10 months to finalize with completion scheduled for May The project will be competitively procured in summer 2020 with a construction contract awarded by November 30, Construction is estimated to take 18 months, beginning in December 2020 and concluded by May Upon completion of construction, the Parties will undertake a 4-month evaluation and testing phase to ensure the facility s technology features are validated and ready for use.
