1 The United Nations Crime Trends Survey (UN-CTS) Michael Jandl Statistics and Surveys Section UNODC
2 United Nations Survey of Crime Trends and Operations of Criminal Justice Systems (UN-CTS) Started in 1977, following a resolution of the General Assembly (GA Res. 3021,1972) Initially every 5 years, then every 3, 2 and now (since 2009) every year A number of UN resolutions through the years: e.g. ECOSOC 2009/25 on improved format of UN-CTS; ECOSOC 2012/18 calling for nomination of national Focal Points for UN-CTS 16 UN-CTS waves so far (UN-CTS 2014 sent out in July/August 2014) UN-CTS 2015 in preparation: testing completed; translation to 6 language versions; country questionnaires filled with historical data
3 Coverage of UN-CTS countries have responded to the UN-CTS 2013 until September 2014 So far, 94 countries have responded to UN-CTS 2014 (20 March 2015)

6 First joint data collection UNODC-Eurostat 2014/2015 Overall data collection went very smooth, UN-CTS and Eurostat request sent out by 7 July 2014 with deadline 15 September 2014 In 2015 dissemination is planned in June (2-3 weeks earlier) but with the same deadline of 15 September 2015 Timing: Eurostat responses received by UNODC by 30 September: 30 by 30 November: 36 by 10 March: 40 (38 countries + 2 = 100%) Late responses only by few countries Transmission problems occurred when files where not uploaded in EDAMIS system, which automatically forwards the files to UNODC
7 First joint data collection UNODC-Eurostat 2014/2015 First validation of inconsistencies made by UNODC and results were sent to Eurostat: 1st validation file by 15 December: 36 responses 2nd and 3rd validation files by 2 and 10 March: 40 responses Validation files sent by Eurostat to UNODC 40 files with data validated by countries by 6 and 10 March Can the process be streamlined and brought forward 5-6 weeks? New responses to be entered manually in UNODC database: how can double work be avoided? How can consistency of data published by Eurostat and UNODC be assured?

10 Data publication plan UNODC 2015 Main update of UN-CTS data by 10 April 2015 Main data will migrate to a new publication site: New format will allow more user choices
11 Preview of the UN-CTS 2015 Requests data for 2014, validates historic data Compared to the UN-CTS 2014, there will be only few changes in the indicators and definitions Changes have been tested on a small sample of countries, including on EU countries, a lot of proposed changes were dropped or modified (e.g. on employment/education status of homicide perpetrators, on electronic monitoring) Instead of two new modules, there will be only one new module on prisons while the module on homicide perpetrators is kept in modified form

13 Points for discussion on Joint Data collection Can the timeliness of replies be improved? How can the data coverage for the various sections be improved? How can we streamline the data validation process? How can we avoid transmission problems when the EDAMIS system is not used? How can we establish more direct access to focal points and data providers for specific questions and clarifications? (e.g. using the contact details fields in the CTS, a list of focal points etc.)

16 Challenges in using crime statistics Three main factors affect interpretability of crime statistics (i.e. what to account for when making sense of figures on crimes): Proportion of crime that is reported/detected The way crime is defined and classified The way crime is recorded and counted What is addressed by the ICCS?
17 Improve measurability and analysis of crime The ICCS: a hierarchical framework that groups and organizes criminal offences meaningfully and systematically. It will allow to: o Build a comprehensive stat. framework on all criminal offences to facilitate analysis of crime o Improve comparability across countries and through time o Improve data consistency within countries: across entities in federal states across data produced by successive stages of criminal justice process across sources (admin. data and surveys)
18 Object of the classification: the primary unit of classification is the act or event which constitutes a criminal offence The description of criminal acts is based on behaviours/events, not on legal provisions or terms Statistical Principles: Principles Exhaustiveness events generally known to constitute offences in a significant number of countries Structure organised hierarchically, with manageable and balanced numbers of categories at successive levels Mutual exclusivity any crime assigned to one and only one category Description as precise as possible description of each criminal act and category

23 Milestones of developing ICCS I 2009: joint UNODC/UNECE Task Force on crime classification set up by the Conference of European Statisticians (CES) 2012: CES approved the International Crime Classification Framework (ICCF) 2013: UN Statistical Commission and UN Commission on Crime Prevention and Criminal Justice endorsed the plan to develop a full crime classification for statistical purposes (part of the Roadmap to improve Crime Statistics ) : three Expert Group Meetings and 2 rounds of testing of the ICCS among volunteer countries (more than 40 countries completed the last testing in May 2014) August 2014: advanced draft sent for country consultation: Comments on the final draft from 44 countries and 6 int l organizations

Technical assistance Next steps: implementation plan II Development of training curricula and materials Support to trainings and workshops (preferably in regional partnerships such as with Eurostat, the UNODC-INEGI Centre of Excellence, etc.) Regional workshops to share practical experiences and know-how 4. Organizational and institutional framework Establishment of Technical Advisory Group (substantive experts from NSOs and other national institutions responsible for crime statistics, academia, int l and regional organizations) Biannual meetings (2016 etc. subject to funding); regular consultations by and teleconferences TAG provides advice on substantive matters and if and when a future revision of the ICCS is needed and the modalities for its revision
27 Cooperation with Eurostat Role of Eurostat and the Working Group on Crime and Criminal Justice Statistics and its members will be crucial in the implementation of the ICCS 1) Standards, manuals and guidance produced by Eurostat need to be consistent with guidance produced by UNODC it may be best to produce one joint global manual (with Eurostat sections if needed) 2) Members of Eurostat Working Group who are familiar with the ICCS may also be volunteering to become part of the Technical Advisory Group 3) Eurostat and Member State representatives will also be invited to participate in the EGM on the revision of the UN-CTS 2016
