2 What is the Nile Basin Initiative? Nine countries : Burundi, DR Congo, Egypt, Ethiopia, Kenya, Rwanda, Sudan, Tanzania, and Uganda working together to develop the resources of the Nile Basin for the benefit of all It is a transitional mechanism formally established in February, 1999 The Secretariat is based in Entebbe. It has two Subsidiary Action Programs (NELSAP) and ENSAP) and 8 SVP projects focusing on building the enabling environment and foundation for unlocking development potential of the Basin at SAP levels
3 The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) NELSAP was established to promote and develop inter- and intra-country projects on the ground NELSAP comprise 8 countries; Burundi, D R Congo, Egypt, Kenya, Rwanda, Sudan, Tanzania, and Uganda It provides a vehicle for consensus and cooperation in regional development projects It expands existing regional frameworks Its mission: to contribute to poverty eradication and promote sustainable Socioeconomic development.
4 NELSAP Projects NELSAP Projects are in two key areas: Natural Resources Management and Development Power Development and Trade
5 NELSAP Projects Current Natural Resources Management and Development Projects: 3 River Basin Management Projects Lakes Edward and Albert Fisheries Project Agriculture Productivity and Trade Project Bugesera Project NEL Water Resources Development Project
6 NELSAP Power Projects 1. A NELSAP Power Master Plan for 6 NEL Countries produced in Interconnection Project of Electricity Networks of 5 NEL Countries 3. Regional Rusumo Falls Hydroelectric and Multipurpose Project 4. NEL Power Trade Project 5. Kenya Tanzania Interconnection
7 NELSAP Power Program Objective To create a regional power market amongst the NELSAP Countries through development of the regional power infrastructure and establishment of commercial, legal and regulatory mechanisms for power trade.
8 Strategy for implementing NELSAP Power Program Focus on regional investment projects to increase generation capacity and grid interconnectivity of the NEL countries to facilitate power trade. Support development of commercial, legal and regulatory mechanisms for power trade among NEL member countries.
9 Strategy for implementing NELSAP Power Program (Cont.) Assist countries in mobilization of financial resources for implementation of regional projects, and national projects with regional impacts. Enhance human resources capacity building for best practices in management of the sector.
10 Strategy for implementing NELSAP Power Program (Cont.) Ensuring Synergy with other power development entities in the region: Establishment of a Coordination Forum with the Economic Community of Great Lakes /EGL (Energie des Grands Lacs), the EAC-Sec, and the EAPP-Sec. NELSAP-CU is closely linked to other NBI sub-programs and projects; the Eastern Nile Technical Regional Office (ENTRO), the Regional Power Trade Project (RPTP), etc. Benefits of the Coordination Forum: Share experiences and information on projects implementation progress Improve collaboration, harmonize plans and avoid overlap and duplication of efforts.

Feasibility study completed. Seeking funds for detailed design Uganda DR Congo Transmission line Norway will finance the study through UETCL Uganda

14 Interconnection Project of Electricity Networks of the NEL Countries Overall Objective: To strengthen and create a regional interconnected network among NBI member Countries.
15 Interconnection of Electricity Networks Status: of the NEL Countries ( cont.) The Study was completed in October 2008 Project estimated cost is 282 Million US$ About 160 million US$ obtained from AfDB by the five countries for the project implementation Co-financings from the World Bank, Japan and The Netherlands being sought to reach Financial Closure Each country will implement project portion on its territory Works on ground to start in 2011 for 4 years
16 Regional Rusumo Falls Hydroelectric and Multipurpose Project Objective: The project will generate about 70 MW to be shared equally amongst Burundi, Rwanda and Tanzania
17 Regional Rusumo Falls Hydroelectric and Multipurpose Project (cont.) Project status: Feasibility studies of the Power Generation Plant and of the Transmission Lines are expected to be completed by April The study is funded by World Bank (NBTF) and AfDB for a total of USD 8.92 million Financial and implementation options to be considered for the power generating plant include Private-Public Partnership Total Project cost is estimated to USD 350 million (preliminary feasibility report)
18 NEL Power Trade Project The project is composed of: 1. Preparation feasibility and detailed design studies for Generation and/or Transmission Projects 2. Environment and Social Impact Assessment for one or two power sector projects under preparation in the region to ensure compliance with World Bank safeguard policies 3. Capacity building including facilitation of the preparation of Power Trade Agreements (PTA) in collaboration with EAPP
19 NEL Power Trade Project (cont.) Objective: To advance preparation of key regional power projects in the NEL Region Status: Grant expected from the World Bank (Nile Basin Trust Fund) for total amount of US$ 3.5 million
20 Kenya Tanzania Interconnection Objective: To construct a 400 KV Power Interconnection between Nairobi to Singida in Tanzania to enhance regional power trade Status: Norway, pledged to finance the study for 3.4 million USD Study to be undertaken from feasibility to tender documents. Study to start in Jan 2010 for 15 months. Deadline for EOI 25 August 2009
