2 THE CONCEPT OF ETIS Transportation planning has an ongoing requirement for good quality input data to support models, evaluation methodologies and indicators. Nevertheless, in the current European research world, each study develops its own database. The concept of the European Transport Information System (ETIS) has been conceived in order to meet requirements and fulfil expectations in respect to the need for information and tools to facilitate analysis and support decision making.
3 RELATIONSHIP BETWEEN ETIS and EUROSTAT The relationship between EUROSTAT and ETIS has been posed from the early stages of the project. So far, EUROSTAT can legitimately claim to have contributed to set up a European statistical system for transport. ETIS does not intend to replace EUROSTAT but to build on it. ETIS includes data not provided by EUROSTAT data sets and an ETIS-like tool is not within the objectives of EUROSTAT. ETIS: model outcomes, forecasts, geographical environment

5 THE FIRST ATTEMPT TOWARDS ETIS The development of the first version of the ETIS system started in 2002 and was completed in 2005 by means of the combined effort of three interrelated projects: ETIS-BASE To develop a reference database that endorsed available data/information and forecasts from previous research work. ETIS-AGENT Development of the system s architecture and its Web application ETIS-LINK. Involving stakeholders in the process of developing the pilot Creating awareness about the ETIS in the Member States Developing a roadmap outlining the steps to institutionalize ETIS
6 BASIC STRUCTURE OF THE ETIS DATABASE (1) Top-down guided, bottom-up approach: from policies to data requirements Each policy is associated with a number of policy questions. Each policy question is associated with particular performance indicators (defined as a computation on a number of supporting indicators). Supporting indicators are defined by computations on data variables

8 FOLLOWING PROJECTS TRANS-TOOLS ( ) To produce a European network-based transport model covering passengers, freight and intermodal transport REORIENT ( ) TEN-CONNECT ( ) WORLDNET ( ) To assess the process of transforming the European railways from nationally fragmented into internationally integrated rail operating systems as a consequence of the EC interoperability legislationbalancing modal split between road and rail freight transport To develop a uniform coherent tool for assessing the major transport corridors in EU27 and their extension into the neighbouring countries and to other major trade partners To enhance TRANS-TOOLS in a way that will support the extension of the European Transport network by sharing information on policy, trade, transport, trends etc issues among EU and other world regions such as Turkish, Asian, Russian.
9 REORIENT, TRANS-TOOLS, WORLNET encompassed the idea of a central repository and implemented simpler data exchange methods with advantages and disadvantages in comparison to ETIS-AGENT Structure. Centralised system architecture The above inefficiencies conducted to the revival of the idea of a server based system, but with simplified access and greater reliance on existing technology. Web-based mapping platforms: NESSTAR INTERNETTER WORLDNETTER
10 NESSTAR MAPPING PLATFORM NESSTAR a commercially available software system for publishing data on the Web enables the visualization and analysis of data online as well as the publishing of different kinds of data, from survey data to multidimensional tables. NESSTAR is currently hosting the data of various ETIS-related projects
11 INTERNETTER MAPPING PLATFORM INTERNETTER developed in 2003, allows data entry and editing over the web as a key part of the data collection stage of the first Dutch Bicycle Trip planner for South Holland. It could be described as a network Wiki. This platform was subsequently used for the REORIENT project concerning railways in the EU.
12 WORLDNETTER MAPPING PLATFORM WORLDNETTER aims at the visualization of network links (roads, rail, inland waterways etch.) and depiction of their attributes, by use of the appearance options of colour, size, text or link visibility. It follows a client-server architecture that allows the viewing and editing of both the network topology and data.
13 ETIS PLUS OBJECTIVES ETIS-PLUS begun in September 2009 and is an ongoing project that aims to enhance the ETIS content and tools: Plans to capitalise on the experience gained by its predecessors To update the ETIS reference database To expand the geographical coverage of the databases of WORLDNET. To develop a framework for the collection and dissemination of data and network information related to transport incl. new data collection methods and methods to fill the gaps in existing data collections.
14 THE GENERAL TECHNICAL CONCEPT OF ETIS
15 MAJOR TECHNICAL CHALLENGES (1) Concerning the ETIS data: There is an inherent complexity of the ETIS data, as well as complex inter-dependencies of their parts There is considerable diversity of the data, i.e. a multiplicity of possible definitions, contents, forms and formats And, most importantly, there is a considerable degree of polymorphism, i.e. a variability of the definition and the content of the same data, according to the purpose, for which these data are kept
16 MAJOR TECHNICAL CHALLENGES (2) The issues of interest of many modern businesses or public agencies, including DG TREN, shift or change very rapidly in time. In many cases, the development and deployment time of a DSS, needed for working on these issues, is comparable to the period of shifting of the priority of these issues. Very often, the effort to increase the scope or effectiveness of the system by increasing the number of models, simulation methods and other computational methods may result in a continuous increase of the needed input data. In the past, the continuous increase of the data core has repeatedly produced systems, which were cumbersome, very difficult to update and upgrade, or even unmanageable.
17 MAJOR TECHNICAL CHALLENGES (3) The number of external data sources may become considerable (in the order of many hundreds). Maintaining a proper and up-to-date data flow from the so many data sources to the ETIS core, and, at the same time, coping with possible thematic changes of the ETIS, is a formidable task by itself. As far as the GIS component is concerned: Different policy issues may be associated with different maps. On these maps, different kinds of objects may used as linking pins to large and complex sets of associated information, according to the policy issue at hand.
18 MAJOR TECHNICAL CHALLENGES (4) As far as the GIS component is concerned (continued): New data sets must be dynamically and on demand linked to various existing maps by inexperienced users Special new maps may be needed at any time There is an emerging need for a wiki-type operation The overall geo-referenced data architecture may become very complex, due to the thematic multiplicity and complexity of the ETIS core (as far as data and processing methods are concerned). In fact, the extent of a future, fully-blown ETIS reminds to many system developers the frightening concept of the infinite library.
19 COMMON DESIGN APPROACHES Creation of a single, huge data observatory (the bring everything in first, an then we ll organise them approach). Generally, after a while these systems fail, becoming unable to handle their own weight. Creation of a number of thematically limited, considerably smaller, independent systems. These system do work individually, but: Usually there is an overlapping of effort There is no real co-ordination of the work There is limited interoperability The individual systems tend to evolve differently
20 A NEW DESIGN APPROACH (1) Anticipation of the thematic complexity. Use meta-information to a-priori create a thematic database (called hereon the content map of the system), in order to keep the whole system highly organised. The content map governs the development, the deployment, the day-to-day management and the evolution of the system. The content map is mainly used for discriminating the data and metadata sub-sets, which is related to every thematic issue or sub-issue of the system. In fact, the very themes or issues or problems, for which the data (indicators, variables, source data, metadata) are needed, are used as a conceptual index of these data in the information system.
21 A NEW DESIGN APPROACH (2) The resulting system: can be multi-thematic, without becoming unmanageable, since the meta-database keeps perfect track of the parts of the data core, which are associated to each theme. can greatly facilitate handling of very complex data sets can efficiently resolve the diversification of data and computational methods, as well as the polymorphism of data is easily updatable and upgradable is gracefully expandable to very large sizes, without becoming unmanageable
22 A NEW DESIGN APPROACH (3) The resulting system (continued): can accommodate thematic changes: a content manager (a person or a team) can augment the data and metadata core of the system and add new software modules, as needed is also reducible can accept changes to the meta-database, the data core, the computational methodologies at any point of its life-cycle can be effectively distributed, if necessary, to different ISs, which can be even geographically dispersed. Access to the content of these systems can be completely transparent for the user, if such a system behaviour is desirable.
