The ELC reimburses providers based on fees charged to the public for services. The ELC contracts with Martin County for the camp at Langford Park located at 2369 NE Dixie Highway, Jensen Beach. The ELC provides a full reimbursement to Martin County for camp fees incurred by eligible families as determined by the ELC. APPROVAL: LEG ACA of 29
2 CA BACKGROUND/RELATED STRATEGIC GOAL: 1. Contract Drafted by: This contract was drafted by the State of Florida. 2. Parties to the Contract: This is a contract between the Board of County Commissioners and the ELC. 3. Purpose of the Contract: To provide data to the ELC as well as offer character development and general child development programming in exchange for fee reimbursement for fees incurred by eligible families as determined by the ELC. 4. New / Renewal / Modified: This is a new contract. Similar contracts have been executed in the past including a current contract through June 30, Duration of the Contract: One year beginning on July 1, 2017 and ending on June 30, Benefits to the County: This contract offers an opportunity for no cost summer camp to eligible families in the Jensen Beach area while still maintaining revenue needs to operate summer camp at Langford Park. 7. Cost of the Contract to the County: None. All after school programming is at no cost for all eligible Martin County families, thus this contract applies to fee-based summer camp offerings in Jensen Beach only. The fees charged for summer camp at Langford Park are $85 per child per week for the school-aged camp and $90 per week for the TOT Camp. The ELC provides reimbursement for each day the eligible child attends. Days not attended are the responsibility of the family to pay. ISSUES: None. LEGAL SUFFICIENCY REVIEW: This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, has identified and addressed legal risks, and has developed strategies for legal defensibility. RECOMMENDED ACTION: of 29
3 RECOMMENDATION Move that the Board approve the Chairman or designee to execute the contract as presented. ALTERNATIVE RECOMMENDATIONS Pull this item from the consent agenda for discussion. FISCAL IMPACT: RECOMMENDATION None. ALTERNATIVE RECOMMENDATIONS Fiscal impact if not approved Possible loss of revenue due to families seeking other means of summer child care that is covered by ELC.
