2 Reference Guide for the NEM Plus Application This guide is intended to help customers and contractors complete and submit an application for the NEM Plus program. The preferred method to submit applications is through the Hawaiian Electric Companies Customer Interconnection Tool. This tool will be available for NEM Plus in early Here s what you need: In the interim, the companies are accepting application forms via . Please contact us if you need to apply via hardcopy. The contact information for your local Distributed Energy Resources Team office may be found on the last page of this guide. Before starting your application, please gather the information listed below including the required documents. It will make assembling the application much easier. 55Utility meter number 55Address of project location (service address) 55County tax map key(s) 55Owner name and contact information 55If owned by an entity or company, identify the person who will eventually sign the agreement 55If owned by a trust, you need to attach a Short Form Trust document to show proof of signatory 55Property deed (if the owner name is different than county tax map records)* 55Leasing company information (if applicable) 55PV contractor information 55Customer Authorization and Acknowledgment Form 55Detailed system information including manufacturer, model numbers and output ratings for each piece of equipment 55Detailed site and interconnection information 55Relay trip scheme (if applicable) 55Site plans 55Single-line drawing (SLD) showing the location where the NEM Plus system interconnects with the NEM system (Projects located on Hawai`i Island require a PE stamp. All other islands require a PE stamp if the system is 30kW) 55Three-line drawing is required for projects 30kW 55Existing NEM equipment single-line drawing if available (optional) 55System Spec Sheet(s) 55Photos of the current meter socket box, meter (with visible numbers) and the main service disconnect/breaker 55Sychronous and induction generator information (for non-pv systems) 55Interposing transformer information, if applicable Hint: This symbol indicates a separate document that may need to be included with the form. *The NEM agreement must be in the name of the current property owner in order to submit a NEM Plus application. 2

3 Project Location and Ownership Meter #: The meter number is located on the face of your electric meter. The 12-character ID starts with three letters. Include all 12-alphanumeric characters in this field. If there are fewer than nine numbers on the meter, add leading zeros to complete the string. i.e. MPX Service Address: The service address is the physical location of your project, which may or may not be the same as your mailing address. The physical address must match our meter record and the county s tax map. If it doesn t match, we will return the application. Tax Map Key #: A Tax Map Key (TMK) is a unique number assigned to each real estate property in Hawai`i. The 13-digit code indicates island/division, zone, section, plat, parcel/lot and condo unit (if applicable). You can find the TMKs for your service address on your property records or by searching your county s official website. It is possible for properties to have more than one TMK so use the additional fields to include that information. Note: Depending on where you look, some non-county websites may not display the first number designating the island (i.e. 1 is O`ahu, 2 is Maui County and 3 is Hawai`i Island). We require the full 13-digit key to process applications, so make sure to include the complete TMK. The Clear Form button at the top of this section will clear the data from all fields. It s helpful for maintaining data integrity when filling out multple applications. When the application is approved, and the system built, the customer-generator will sign a contract with us (called an interconnection agreement) that outlines the terms and conditions required of us (the utility) and the customer-generator to maintain safe, reliable service. Therefore, we need to verify property ownership. If the property is owned by anything other than an individual or a trust, use the company indicator to indicate organization (i.e. church, non-profit, business, etc.) and provide the name of the person who is authorized to sign the agreement (the responsible managing employee). Even if the property is legally held by more than one person, we only use one individual s name on this application. However, the name must match one of the names (as it appears) on the county s property record. If you ve recently assumed ownership of the property and the county s records are not updated, please attach a copy of the deed with the application (just make sure the names match). However, you also need to update the NEM agreement before proceeding with the NEM Plus application. 3

4 Lease System Owner and Contractor Information If your proposed NEM Plus system will be owned by a leasing company, use this section to input the name of the company and the point of contact that will receive the agreement to sign. The final agreement will be signed by three parties: the utility, the leasing company and the customer-generator. From the utility perspective, the ownership of the NEM system and the NEM Plus system may be different. If the NEM Plus system will be owned by the customer-generator, check the N/A box. This is the information for the contractor of record for the NEM Plus system. Please include the Customer Authorization and Acknowledgment Form with this application when you send it in. The authorization (Grant of Authority) is what gives us the ability to work directly with the contractor on behalf of the customer before and after installation. It s okay with us if customers use different contractors for their NEM and NEM Plus systems. Only one contractor of record is allowed per system/ program. So, if a customer wants to make changes to the NEM system by a contractor that is different than one we have on file, please submit an Amendment to Existing Agreement to note the change of contractor status and Grant of Authority. Once the Grant of Authority is changed to the new contractor, we will work with the new contractor for all system issues that may arise in the future. Remember, NEM changes can t be made using the NEM Plus form. 4

5 System Type and Components Type of Technology: Choose one to indicate your choice of renewable generation. Generator Type: The type of generator typically corresponds to the renewable energy source and size. Rooftop solar uses PV panels with inverter(s). Wind or hydro use DC generators. Synchronous and induction (or asynchronous) generators are found on larger non-pv commercial installations. Energy Storage Operation: If you re planning to install battery energy storage (and marked yes to the question), tell us how you plan to operate the storage. Since this is a non-export program, uncontrolled export (discharge) is not allowed. You ll be asked to describe this in more detail elsewhere on the application. Digital Control Battery Back-up refers to emergency back-up only or Non/Momentary parallel operation. This means that the battery will only discharge power to meet customer demand during momentary parallel or non-parallel operation with the grid. Digital control export (discharge) with non-coincident discharge means that software controls ensure that the battery only discharges power when the renewable system is not generating power. Digital control export (discharge) that is coincident with PV means that the battery is capable of discharging power at the same time the system is producing power. The System Components Section is where to input all the equipment that will be part of your non-export NEM Plus system. Fill out each sub-section entirely and use Not Applicable if that system isn t incorporated in your design. AC Disconnect: Please detail all the specifications of your AC disconnect. If the mounting location of the disconnect isn t within close visible proximity to the main electric service meter tell us where it is located. 5

6 System Components cont d This is where to fill out all of the components of your NEM Plus system. Please note the following when inputing information: When entering connected pieces of equipment (i.e. matching an inverter to either storage or PV panels) enter the information on the same numbered line. The example uses colored boxes to show how information should be put into the form using corresponding numbers. Don t forget to sum up the information in the appropriate fields. For example, a 180watt PV panel has an STC of 180watts. When multiplied by the quantity, the total potential output rate of an array of 10 panels is 1,800watts or 1.8kW. Common Definitions QTY = Quantity STC = Standard Test Condition Nominal = Nameplate, Typical or Continuous Integrated Storage = Invertery and battery systems that are certified/spec d and sold as a single product by the manufacturer (i.e Powerwall, Eguana, Tabuchi, etc.). ESS Size kw = Discharge Rating The total proposed storage capacity is based on maximum usable capacity. 6

7 System Summary and Additional Information Technical System Size is the system s maximum possible simultaneous generation (including discharge of energy storage systems) and is used in the review process. It is calculated as the lesser of one of the following: The sum of all inverter strings of the aggregated system or the maximum amount of export as permitted by an on-site limiting element that caps the amount of the system s export at the Point of Common Coupling (PCC). Program System Size is used for program administration and to determine insurance requirements. It is defined as is the sum of all inverter strings. Each PV inverter string is calculated as the capacity sum of lesser: either kwdc or kwac. Program size for other non-pv facilities will depend on the configuration. Something to remember about Technical System Size (TSS) and Program System Size (PSS): These definitions are in tariff for all programs as of the date of this publication and are subject to change if and/or when tariff language is changed. Therefore, please refer to our website or to PUC Rule 14H when completing an application to verify that you are working with the current definitions of TSS and PSS for all programs. If you re installing a NEM Plus system with batteries, please make sure to provide the description of how the system will operate including what will trigger the energy storage system to charge and discharge. The description must be consistent with what is shown on the electrical line drawing. Electrical Drawings, Spec Sheets and Photos 7 As with all program applications, we require site plans and a single-line drawing (or three-line if the size of the generating facility is equal to or greater than 30kW). Drawings for projects located on Hawai`i Island must have a PE stamp on all line drawings. All other islands require a PE stamp only if the system is equal to or greater than 30kW. If you have the single-line drawing available of the existing NEM system, please attach it to the application. However, it is not required. We will be reviewing the drawings and site plans to make sure that it conforms to what you ve put the application for non-export of the NEM Plus system and we must to see the point of interconnection of the NEM and NEM Plus systems. In addition to the spec sheets for the proposed system, don t forget to include the photos of the meter socket box, meter photo and main service disconnect. Please make sure the numbers are clearly readable in the photos and that the main service disconnect photo shows its position relative to the meter.

8 Additional Information cont d The two last sections of the form, Synchronous and Induction Generator Information and Interposing Tranformer, should be completed only if they apply to your project. If not, simply mark N/A in the check box. If you are including this information in your application, please remember to attach the documents listed in the form. Final checklist before sending us your application Before submitting each application, ask yourself these questions listed below. If the answer is yes to all of them, the application is ready to send and is more likely to be accepted without delay. If the answer to any one of them is no, or not sure, please review the options to address before submitting the application to avoid potential delays. Does the customer-generator have a signed NEM agreement in their name? This is the first thing we check. If there is no NEM agreement on file, or if the name on the NEM agreement doesn t match the property records and/or name on the NEM Plus application, we will not accept the NEM Plus application. You ll need to satisfactorially address the deficiencies with the NEM agreement before progressing with the NEM Plus application. Are all of the fields filled out completely, using Not Applicable or N/A for sections that don t apply to the application? Is the proof of ownership and/or signature authority of authorized representative of legal property attached (if required)? Does at least one property owner name on the online county tax record match (exactly) the name of the customer-generator applying for the NEM Plus program? If not, please attach a copy of the deed. Remember, the NEM agreement also has to reflect this change before proceeding with a NEM Plus application. We ll work with you to complete a contract assignment to the new property owner. Is the signed Customer Authorization and Acknowledgment Form attached to the application? Is all of the equipment listed specific only to the proposed new NEM Plus system? This application is not the place to record changes to the NEM system. Those changes need to be made using the standard procedure starting with an Amendment form. Is the Relay Trip Scheme included (if applicable)? Are the site plans attached? Do the line drawings clearly show how the NEM Plus system is designed NOT to export to the grid, and the location of the NEM system point of interconnection? Are the equipment spec sheets are included as needed? Visible photos are included and the information is readable, correct? And, all additional required information required to support your application is included if needed (i.e. transformer base data, etc.)? Have you put New NEM PLUS in the subject line of your to us?
