1 1 MIGRATION RELATED ISSUES AND THEIR SOLUTIONS Trubleshting Guide fr Intrductin: Enrlment frms n the GST Cmmn Prtal needs t be digitally signed befre final submissin. The prtal uses a cmpnent called the emsigner t enable Tax Payers t digitally sign their applicatin frms. This dcument is intended t serve as a trubleshting guide fr issues related t Digital signing f enrlment frms. 1. Supprted Brwsers and versin: GST System has been validated n mst f the ppularly used brwsers. As the first step f truble shting, please ensure the web brwser is supprted by the GST system. The fllwing table gives the list f supprted brwsers and versins Brwser Internet Explrer Firefx Chrme Safari Opera Micrsft Edge Supprted Versin 10.0 and abve 6.0 and abve 16.0 and abve 6.0 and abve 12.1 and abve Since first versin 2. "Restart emsigner" Errr: The fllwing errr is displayed while Registering Digital Signature certificate r Submitting with DSC n GST prtal

2 2 Ptential Cause & Remediatin: Emsigner server is nt started In case this is already started, please stp the server and start again the Emsigner server as Run as Administratr. 3. Errr while starting Emsigner server. The fllwing errr is displayed when attempting t start emsigner applicatin. Ptential Cause & Remediatin: Java Runtime Envirnment (JRE) is nt installed in yur system. Click n 'OK' and yu will be redirected t belw screen where yu can dwnlad and install jre and prceed.

3 3 4. PAN Number verificatin Failed Message: The fllwing errr is displayed when attempting t sign the enrlment frm.

4 4 Ptential Cause & Remediatin: The GST Enrlment frm can be digitally signed using Class 2 / Class 3 X.509 certificate btained frm by any f the authrized Certificatin Authrity (CA) in India prvided the fllwing prerequisites are satisfied. It shuld be a PAN based Digital Signature certificate. The PAN Number in the Digital Signature certificate shuld match the PAN number f the authrized signatry 5. Digital Signature Certificate Missing Errr: The fllwing errr message is displayed when attempting t Register DSC r Sign the frm. Ptential Cause & Remediatin: If yu are using DSC frm a hardware USB tken, please ensure it is plugged in crrectly. If yu are using the DSC registered in yur brwser, please ensure the certificate is installed n yur brwser crrectly.

5 5 6. Digital Certificate nt Registered Errr: The system displays the fllwing errr trying t submit with DSC. Ptential Cause & Remediatin: The Digital Certificate used t sign the frm shuld be preregistered n the GST Prtal against the specific PAN number. Please Navigate t DashBard > Register/Update DSC tab fr DSC registratin. 7. Signing nt wrking n Mzilla Firefx: Unable t Register r Sign frms using Mzilla Firefx Ptential Cause & Remediatin: emsigner cmpnent interacts with the brwser using WebSckets. On Mzilla Firefx brwser, this requires manual interventin t enable trust t the WebScket server applicatin. Please use the fllwing steps t establish this trust.

6 6 Determine the prt number n which emsigner is running. Open the emsigner applicatin frm the system tray and nte dwn the prt number as seen in the screensht belw. Navigate t the URL- (Eg: The page will prmpt t add the certificate t exceptin site list.

7 7 Click n Advanced. Click n Add Exceptin.

9 9 8. Indefinite wait after Clicking PROCEED buttn: The applicatin appears t wait indefinitely after clicking n the PROCEED buttn. See screen belw. Ptential Cause & Remediatin: emsigner cmpnent is nt running r nt respnding in a timely manner. Check if emsigner is running by clicking n the icn in the System Tray. If emsigner webscket is already running, shut it dwn. Start emsigner server frm the desktp icn fr the applicatin.

10 10 Installing Web Scket Installer n MAC Dwnlad Web Scket installer fr Macintsh OS Unzip dwnladed flder. Open shellscript and navigate t dwnladed flder Execute./startserver.sh cmmand#160 If emsigner is started successfully, belw message will cme and Click n OK In task bar, emsigner icn will be created and can see the status f emsigner server.

11 11 FAQ n GST Migratin Issue 1. PAN Mismatch Errr cming while GST Migratin The dealer shuld fill up the name f Primary Authrized Signatry in GST prtal exactly accrding t the Name against the PAN n in Incme Tax Database.( If the GST migratin frm is filled up accrdingly n PAN Mismatch mail will cme. Issue 2. User ID created by dealer in GST Prtal(Message shwing Prvisinal ID already mapped T a User Name ) If the dealer has enrlled in GST prtal ( using the Prvisinal ID and access tken prvided by Cmmercial Tax Directrate and generated dealer s wn user name and passwrd in GST prtal, then cmmercial Tax Directrate, Gvt f West Bengal is nt in a psitin t retrieve the user ID and passwrd details. Issue 3. Prvisinal ID nt btained by dealer but issued by GSTN If Prvisinal ID has been issued t dealer against his VAT RC n then his prvisinal ID is shwn in the Vat dealer s prfile f the respective dealer. The dealer shuld access it frm his dealer s prfile. He can als cntact the Jint Cmmissiner in his respective charge ffice t get his Prvisinal ID. ISD is nt in a psitin t prvide prvisinal ID details t any dealer. Issue 4. Prvisinal ID nt btained by dealer and nt issued by GSTN Fr newly registered VAT dealers and fr recent PAN Mismatch crrectins f the dealers dne in VAT Database, new Prvisinal ID will be issued later by GSTN. Issue 5. Validatin Errr/OTP Related Issues/System Errr in GST Prtal If Dealer is facing fllwing prblems in GST Prtal, then dealer shuld cntact GSTN helpdesk number r send mail t helpdesk@gst.gv.in System Errr Validatin Errr PAN nt verified Internal Errr ARN is Null OTP Related Prblems/E sign Prblems DSC Registratin Issues in GST Prtal Issue RC Cancelled, hence Prvisinal ID is als cancelled

12 12 Case A. Dealer was cancelled in VAT and hence his prvisinal ID has been cancelled by GSTN. That cancelled dealer has been restred later but cannt lgin t GST prtal with his existing GST Prvisinal ID r self created user ID. Such cases will be cmmunicated t GSTN later. Case B. PAN n f the dealer has been changed in VAT Dealer s prfile and accrdingly new prvisinal ID has been created by GSTN against that VAT RC n. Hence GSTN has cancelled the previus prvisinal ID and shwing the message RC n is cancelled in GST prtal. In such cases dealer shuld cmplete GST Migratin with the new prvisinal ID issued against that VAT RC n. Case C. If fr any dealer VAT RC has been cancelled but Service Tax n has nt been cancelled. In such cases GST Migratin will happen thrugh Service Tax Department nly. VAT authrities cannt facilitate migratin f such dealers having nly Service Tax Registratin.

13 13 GENERAL QUERY Dealer: I d nt get PID yet. Please give it t me. Help desk: Open GST Prtal ( G t Check Registratin Status link. Put RC NO./PAN and check whether PID is issued. If yes, prvide the PID and Access Tken t the dealer frm lgging int IMPACT> GST Menu> Search PID by TIN. If n, then check the date f registratin (whether newly registered) r whether the dealer has PAN mismatch. Dealer: I lst User ID and Passwrd. Please prvide me. Help desk: CTD cannt prvide User ID and Passwrd. Just give him PID again. Ask him t reset User ID/Passwrd by clicking n Frget User ID/Passwrd Dealer: User ID was created with ther s and Mbile N. I d nt get OTP when resetting User ID. Please change my Mbile N./ . Or prvide me new PID. Helpdesk: Change f registered Mbile N./ ID is nt pssible. It s nt pssible t issue new PID again. S, it s up t dealer t retrieve OTP frm registered /mbile. Dealer: I changed my PAN N. D I get new PID? Help desk: Yes Dealer: My PAN N. is same. But I crrect my spelling in PAN. D I get new PID? Helpdesk: N Dealer: I crrect my Name/Trade Name in VAT database thrugh amendment. But ld data is shwing in GST Prtal. Helpdesk: VAT server and GST server are nt cnnected. S, n reflectin f change data can be seen. Dealer has t migrate with existing data. He can amend it in GST regime. Dealer: My Legal Name (as per PAN) and Legal Name (as per current tax act) are different. But it shuld be same. Will it be a prblem fr migratin? Helpdesk: NO. There is n validatin.

14 14 Dealer: I have a cmpany. But my Directr s Name is shwing as Legal Name (as per current tax act). S, it creates Validatin Errr when I submit the frm. Please crrect it. Helpdesk: There is n validatin n Legal Name. S, it is nt a reasn fr Validatin Errr. (Please g thrugh the prcess hw t slve Validatin Errr in List f Errr Message Page). Dealer can amend Legal Name in GST regime. Dealer: Legal Name (as per current tax act) is shwing BLANK. Will it be a prblem fr migratin? Help Desk: NO. Fill in the frm crrectly and submit. ARN will be generated. Dealer: Legal Name (as per PAN) is shwing wrng name. What t d? Helpdesk: When CTD sent data t GSTN, wrng PAN was shwing in VAT database. S, advise the dealer t crrect the PAN in VAT. He will get a new PID later. Dealer: Legal Name (as per PAN) field is blank. What t d? Helpdesk: Check the PAN frm IT e-filing sectin. PAN is invalid r deactivated. Dealer: Can I use the same DSC which I use t file VAT Return? Helpdesk: If the dealer is a prp. Then he can use it. Otherwise he shuld nt. Dealer: I gt a PID frm Service Tax. D I get anther PID frm VAT als? Helpdesk: N. Dealer: ARN has been generated. But nw I want t amend sme data in GST Prtal. Is it pssible? Helpdesk: N. Dealer: ARN has been generated. D I have t d anything mre? Helpdesk: Nthing at this stage. Dealer: I am a prp. I want t submit the frm thrugh e-sign. What shuld I d? Helpdesk: Primary Authrised Signatry has t visit any Aadhaar Kendra t link his mbile n. with his Aadhaar N. S, when he submits the frm, OTP will be sent t registered mbile. He has t type the OTP in specified bx and submit.
