1 Obtaining your Emergency Permit as a Day-to-Day Substitute through the Bucks County IU 22 These directions apply to you ONLY if you have NOT previously held an Emergency Permit 1. Determine whether you qualify for the Emergency Permit. Requirements include BOTH of the following: Conferred Bachelor s Degree from an accredited college or university -AND- Active Teaching Certification (Pennsylvania or out-of-state) If I already have an active teaching certificate, why would I want an Emergency Permit? The Emergency Permit allows you to substitute teach outside of your certification area. For example: If you have an active teaching certificate in Mathematics, but are interested in substitute teaching in a Special Education classroom, the emergency permit would allow you to do so. Only proceed with directions after you have determined that you are qualified to receive an Emergency Permit
2 2. Send the following documents to the Bucks County Intermediate Unit Attention: Guest Teacher 705 North Shady Retreat Road, Doylestown, PA a. Form 338G, Completed (Section III can be left blank) b. Act 34: PA State Police Clearance (dated within 1 year) You can apply online and you will receive results immediately and you can print and retain the receipt containing the control number (this starts with the letter "R"). The cost of this clearance is $10 paid by credit card on the website. c. Act 151: Child Abuse Clearance (dated within 1 year) Fill out, print and send this form directly to the Department of Public Welfare. You will need to include a $10 money order with your form (you should retain your money order receipt until you receive your official clearance). This clearance will be mailed back to the address you provide on the form. This clearance takes, at a minimum, 2-3 weeks to be returned (you can overnight the form to help speed up the process). d. Act 114: FBI Fingerprint (dated within 1 year) You must register on the Cogent website prior to visiting a fingerprint site. The cost is $28.75 payable by credit card on the website or by money order at the time of fingerprint appointment. The Bucks County Intermediate is an official Fingerprint location and you can find information by clicking here. e. School Health Form (Physical and TB test) (dated within 1 year) This form needs to be filled out with all appropriate signatures f. PDE FORM 6004: Arrest/Conviction Report and Certification This form needs to be filled out and signed (the employer retains the original of this form). By signing, you are stating that the information provided on this form is correct and complete. g. Official, Sealed, *Paper Transcripts showing your conferred Bachelor s Degree *Many colleges & universities now offer Electronic Transcripts. Please note that the Bucks County Intermediate Unit #22 is not able to accept electronic transcripts. h. A copy of your active teaching certificate i. A check for $45, made out to Bucks County Intermediate Unit #22
3 Do not complete the online application until you have sent all required documents to the BCIU 3. Apply for the Emergency Permit a. Login to PDE's website b. If you have never logged into the TIMS system, click Register in the top left corner
4 c. Fill in the information and click Register d. You will see a Registration Complete Screen. Press Continue and you will see a welcome screen.
5 e. You are now registered. Visit the TIMS link and click the Log In link in the left corner: f. You will then log in using the user name and password you created.
6 g. After you are logged in you will click the picture labeled Teachers h. Then you will click on the TIMS logo
7 i. Then you will click on the TIMS logo again j. Click on the access TIMS application by clicking on the indicated link
8 k. You will have to fill out profile information and click continue l. You will then get a pop up window telling you your PPID number (which PDE identifies you by)
9 m. You will then initiate an Emergency Permit Application n. You will answer a series of questions, click the affidavit and the next button
10 o. You will fill in the information that is not already filled in and click the next button p. You will then see your certification information if you have any, and if you do and it is not listed you may add it. If none exists and you do not need to add anything simply click next.
11 q. You will then have to affiliate with the district that will be approving your Emergency permit, in this case, the Bucks County Intermediate Unit #22. You will click Add New Affiliations. To search for the Bucks County IU you will need to search, Bucks County IU 22. r. You will then select the IU and put whatever day you are filling out the application in the Authorization State Date box. Click save and next. You will then check the box next to the IU affiliation and click Initiate Permit Request

You will then see a confirmation screen and that means that the IU has received your emergency permit After the request is approved by the Bucks County IU you will have access to view and print it from your TIMS home page under the Credential(s) heading Helpful Tips: If you are having any issues visit PDE s User Guides While searching for the appropriate LEA, the IU is referenced through TIMS as Bucks County IU 22 Send all necessary information/paperwork to the Bucks County IU: Attention: Guest Teacher 705 North Shady Retreat Road Doylestown, PA mcandido@bucksiu.org
