Neptune has no objection to Cargill connecting their new substation building drainage to the pipe. Please note that since our last correspondence we have eliminated any connections from transformer oil containments (referenced in the original below) and hence only a storm sewer connection is required for the substation building drainage. As the total area to be drained does not increase I hope that the City would find our plan acceptable and confirm that there is no objection to connecting the building drainage to the storm sewer. Our closest pipes are atop the escarpment or further east on Cotton Road. The City does provide water to the buildings along the waterfront, but we don t provide sewer or drainage. My suggestion is to try Cargill and the Port to determine how the existing building is serviced. We are a consulting company currently designing a 69kVsubstation for the Cargill grain terminal at 801 Low Level Rd. As part of the development we are required to obtain a project permit from the Port of Metro Vancouver, whose permit application requirements include confirmations from applicable authorities that we can connect to the utilities. In this case, the future substation is to have two 7.5MVA liquid filled transformers each equipped with an oil containment (pit), sized to contain all transformer oil, and an oil interceptor (please see attached) equipped with a valve. The oil interceptors are installed downstream of oil containments and help capture oil in the event of an accidental spill but let any precipitation or wash down water go through to a sewer line. The liquid we are planning to use is vegetable oil based FR3 type with typical properties as per the attached MSDS sheet. 2

To summarize what was discussed: 1. Neptune has a 24 storm sewer connection to the City of North Vancouver system and a sanitary sewer connection to Metro Vancouver. 2. A storm sewer pipe comes from Cargill and joins the Neptune pipe. 3. Cargill has no intention to connect to the sanitary sewer system. 4. Neptune does not object Cargill connecting their substation building drainage to the storm sewer as the area being drained will not change. Please correct me if I missed or misinterpreted something.
