2 NAVIGATING THROUGH THE BENXCEL WEBSITE Creating a New BenXcel User Account 1 LOGIN Log onto Click Register New User on Login screen 2 CREATE AN ACCOUNT* Enter a unique User ID of 1-20 characters Enter a valid address to be associated with the chosen ID Choose whether you are the insurance subscriber or a dependent of the subscriber Click Next *If you are a flex or commuter benefit participant and have already created a user ID and password, DO NOT create a new one. Please use your current user ID and password that you have created already. You can call Benefit Coordinators Corporation s customer service at if you need to reset your user ID and password. 2

3 3 VERIFY YOUR IDENTITY Select your preferred ID type, either Participant ID or SSN Based on your selection, enter either your: - Participant ID, which is COSB followed by the appropriate number of zeros (0)* and then your Payroll ID as shown on your pay stub (*total digits must equal seven numbers) - SSN without spaces or hyphens Enter your last name in ALL CAPITAL LETTERS Enter your Zip Code Enter your date of birth in mm/dd/yyyy format Click Next 4 ESTABLISH YOUR PASSWORD Create a password and verify your choice in the next box Password hint might be your mother s birth date or your dog s name, etc. Click Submit and you will be taken to the Enrollment section 3

4 County of Santa Barbara Home Page The County of Santa Barbara s BenXcel home page is an attractive and intuitive website that gives employees easy access to benefit information, health news and decision support tools. BENEFITS The Benefits feature can provide overall information, plan summaries and side-by-side comparisons. RESOURCES This section provides links to key articles and calculators that can guide benefit decisions. It also includes a Document Library that contains details on all of your benefit plans, including summary plan information and insurance carrier forms. COMPANY INFORMATION Here you will find forms, policy handbooks, event calendars and other items posted by Human Resources. LIFE EVENTS Are you uncertain of how an upcoming marriage, new child or other significant life event will affect your benefit package? This section can answer all of your questions and guide you through the steps you should take. HEALTH NEWS Articles in the Health News section will keep you informed on the latest health and wellness developments. 4

5 BenXcel Tools The following information will help you access your personal benefit plan information on BenXcel. ACCOUNT MANAGER Use this section to change your password and update your address. (BCC strongly recommends that you change your password upon your first entry into the BenXcel site.) 5

6 BENEFITS AT A GLANCE Access an online snapshot of employee benefit elections, including dependents enrolled, beneficiaries, costs, etc. This complete record of enrollment is available 24/7 and can be printed for your records if needed. 6

7 CLAIMS HISTORY If you have BCC-administered Flexible Spending Accounts (FSA) or Transportation Reimbursement, use Claims History to view claim status and Explanation of Benefits (EOBs). 7

8 ENROLLMENT Use the Enrollment section to make changes to benefit elections, record important changes in family status, or update personal information. When you click on Enrollment, you will be taken to the Welcome screen where you will need to select the enrollment management option that matches what you want to do: New Enrollment: If you are a new employee, you will use this function Rehire Enrollment: This function will only be used if you are a previous participant and have been rehired Open Enrollment: Use this function during your annual enrollment period Add Dependent(s)*: Use this function if you are already enrolled and need to add a new dependent child Job Change*: Use this function only if instructed to do so Loss of Coverage*: Use this function to record loss of other healthcare coverage; this is a qualified life event that might permit you to enroll in healthcare benefits outside of open enrollment Marital Status Change*: Use this function to add or drop a spouse or registered domestic partner Remove a Dependent*: Use this function to remove a dependent child, due to loss of custody, over age, etc. Online Update: Use this function to change beneficiary and/or record a change of personal information such as address, home phone, mass transit changes, direct deposit and beneficiary for FSA and transit accounts, etc. *Please note that changes to benefit plans outside of Open Enrollment can only be made when a life event occurs (e.g., birth, adoption, marriage, divorce, death, loss of coverage). No change you make will go into effect until you have provided the Benefits Division with documentary evidence substantiating your change. 8

9 REIMBURSEMENT ACCOUNTS Use this section to view Unreimbursed Medical, Dependent Care and Transportation account activity and pledge history. 9

10 ID CARD REQUEST This feature provides you with the opportunity to request new or replacement ID cards for both Health and Dental coverage and FSA Debit. 10

11 FLEXIBLE SPENDING ACCOUNTS AND COMMUTER BENEFITS Accessing Your Benefit Information BCC provides Flexible Spending Account (FSA) and commuter benefit administrative services for the employees of County of Santa Barbara. Provided below is information on how to access your account information. CUSTOMER SERVICE BCC offers: A trained team of professionals Toll-free phone service at (representatives are available from 5am 4pm PST, Monday Friday) at customersupport@benxcel.com Response time to questions within one business day of receipt ONLINE INQUIRY Log onto the BenXcel secure web portal for access to account balance and claim information: Portal for health care, dependent care and commuter benefits FORMS AND DOCUMENTS Enrollment forms and other important FSA and commuter benefits documents can be found on the BenXcel secure website. Submitting Claims Employees may submit claims to BCC in either paper or electronic form. PAPER CLAIM SUBMISSION OPTIONS Mail to: Benefit Coordinators Corporation BCC100 Ryan Court, Suite 200 Pittsburgh, PA Fax to: (toll-free) ELECTRONIC CLAIM SUBMISSION OPTIONS to: fsa-claims@benxcel.com File Transfer Portal (FTP): In this age of security breaches and jammed fax machines, BCC recommends uploading your claims to our FTP site. When you submit your documents to our secure portal, you can be sure that your personal information is being received and handled in a safe and timely manner. 11
