It is not intended to impose restrictions that are contrary to Horry County Government's established culture of openness, trust and integrity. Internet/Intranet/Extranet-related systems, including but not limited to computer equipment, software, operating systems, storage media, network accounts providing electronic mail, cloud storage accounts opened with Horry County addresses, WWW browsing, and FTP, are the property of Horry County Government. These systems are to be used for business purposes in serving the interests of the county, and of our citizens and customers in the course of normal operations. Effective security is a team effort involving the participation and support of every Horry County Government employee and affiliate who deals with information and/or information systems. It is the responsibility of every computer user to know these guidelines, and to conduct their activities accordingly. 2.0 Purpose The purpose of this policy is to outline the acceptable use of computer equipment at Horry County Government. These rules are in place to protect the employee and Horry County Government. Inappropriate use exposes Horry County Government to risks including virus attacks, compromise of network systems and services, and legal issues. 3.0 Scope This policy applies to employees, elected and appointed officials, contractors, consultants, temporaries, volunteers and other workers at Horry County Government who are authorized to have access to our computer equipment and/or network, including all personnel affiliated with third parties. This policy applies to all equipment that is owned or leased by Horry County Government Definitions Term Virus bombs Definition A piece of code that is capable of copying itself and typically has a detrimental effect, such as corrupting the system or destroying data. In Internet usage, an bomb is a form of net abuse consisting of sending huge volumes of to an address in an attempt to overflow the mailbox or overwhelm the server where the address is hosted in a denial-of-service attack

2 Trojan horse Worm network sniffing pinged flood A code in computing is a generally non-self-replicating type ofmalware program containing malicious code that, when executed, carries out actions determined by the nature of the Trojan, typically causing loss or theft of data, and possible system harm A standalone mal ware computer program that replicates itself in order to spread to other computers. Often, it uses a computer network to spread itself, relying on security failures on the target computer to access it. Unlike a computer virus, it does not need to attach itself to an existing program Packet sniffing is the act of capturing packets of data flowing across a computer network. The software or device used to do this is called a packet sniffer. Packet sniffing is to computer networks what wire tapping is to a telephone network. A simple denial-of-service attack where the attacker overwhelms the victim with ICMP Echo Request (ping) packets. This is most effective by using the flood option of ping which sends ICMP packets as fast as possible without waiting for replies. packet spoofing An attacker sends IP packets from a false (or "spoofed") source address in order to disguise itself. Denial-of-service attacks often use IP spoofing to overload networks and devices with packets that appear to be from legitimate source IP addresses 5.0 Policy 5.1 General Use and Ownership 1. Users should be aware that the data they create on the County systems remains the property of Harry County Government. Because of the need to protect Harry County Government's network, management cannot guarantee or warrant the confidentiality of information stored on any network device belonging to Harry County Government. 2. County Employment Guidelines, Section 5.06 state the following: 5.06 USE OF COMPUTER AND INFORMATION TECHNOLOGY All computer and information technology supplied by the County constitutes County property, and the County reserves the right to access and disclose all messages sent over the internet, telephone or electronic mail system for any purpose without notice to an employee. Employees have no expectation of privacy in connection with any communication sent or received on the County system or utilizing County technology. All County supplied technology including but not limited to phones, PDAs (Personal Digital Assistants), computers and related equipment are subject to monitoring by the County at any time without notice. The County's information system is not to be used in any way for non-work related communications that may be harassing, disruptive, offensive to others, or harmful. Employees shall not use the County's computer system, including electronic mail, internet and information systems, for personal use. The information system shall not be used to solicit or communicate in any way to others in regard to commercial ventures, religious or political causes, outside organizations, or other non-job-related solicitations. Violation of this policy will result in appropriate disciplinary action up to and including discharge. Employees are not prohibited at any time from engaging in work related communications that involve work conditions and are issued for the mutual aid and protection of employees. -2-

3 In the event that a department head allows employees to engage in de minimis personal use of County computer equipment, employees are responsible for exercising good judgment regarding the reasonableness of personal use. In the absence of a department policy governing use of County owned computer equipment and systems, employees should consult their supervisor or manager. 3. For security and network maintenance purposes, authorized individuals within Horry County Government shall monitor equipment, systems and network traffic at any time and for any reason. No employee has an expectation of privacy with regard to activities or information stored or conducted on the County computer systems or equipment. 4. Horry County Government reserves the right to randomly audit networks and systems on a periodic basis to ensure compliance with this policy. 5. Horry County employees are prohibited from use of personal computing devices (including ipads and tablets, but not including smart phones/cell phones) while on duty. These personal devices shall not be brought in to County facilities while the employee is on duty. 6. During employment, and at separation from employment, the County has the authority to require user to cooperate in transferring control of all drop box accounts established using Horry County addresses to a designated County official. 7. The establishment of a drop box account with a County address after the effective date of this policy is strictly prohibited. 5.2 Security and Proprietary Information 1. The user interface for information contained on Internet/Intranet/Extranet-related systems should be classified as either confidential or non-confidential, as defined by Red Flag Rules, HIPP A, and other regulatory requirements that safeguard personal information. Examples of confidential information include but are not limited to: social security numbers, drivers license numbers, tax return information, etc. Employees must take all necessary steps to prevent unauthorized access to this information. 2. Keep passwords secure and do not share accounts. Authorized users are responsible for the security of their passwords and accounts. User level passwords shall be changed every 90 days. 3. All PCs, laptops and workstations should be secured with a password-protected screensaver with the automatic activation feature set at 15 minutes or less, or by logging-off ( control-alt-delete for Win7 users) when the host will be unattended. 4. Because information contained on portable computers is especially vulnerable, special care should be exercised. 5. Postings by employees from a Horry County Government address to newsgroups should contain a disclaimer stating that the opinions expressed are strictly their own and not necessarily those of Horry County Government, unless posting is in the course of business duties. 6. All hosts used by the employee that are connected to the Horry County Government Internet/Intranet/Extranet, whether owned by the employee or Horry County Government, shall be continually executing approved virus-scanning software with a current virus database unless overridden by departmental policy. 7. Employees must use extreme caution when opening attachments received from unknown senders, which may contain viruses, bombs, or Trojan horse code. For security reasons, employees should never forward sensitive County information to personal devices or computers Unacceptable Use The following activities are, in general, prohibited. Employees may be exempted from these restrictions during the course of their legitimate job responsibilities (e.g., systems administration staff may have a need to disable the network access of a host if that host is disrupting production services). - 3-

4 Under no circumstances is an employee of Horry County Government authorized to engage in any activity that is illegal under local, state, federal or international law while utilizing Horry County Government-owned resources. The list below is by no means exhaustive, but represents an attempt to provide a framework of examples of activities which fall into the category of unacceptable use. System and Network Activities The following activities are strictly prohibited, with no exceptions: 1. Violations of the rights of any person or company protected by copyright, trade secret, patent or other intellectual property, or similar laws or regulations, including, but not limited to, the installation or distribution of "pirated" or other software products that are not appropriately licensed for use by Horry County Government. 2. Unauthorized copying of copyrighted material including, but not limited to, digitization and distribution of photographs from magazines, books or other copyrighted sources, copyrighted music, and the installation of any copyrighted software for which Horry County Government or the end user does not have an active license is strictly prohibited. 3. Exporting or importing any software, technical information, encryption software or technology without authorization from your department head and the IT/GIS department. 4. Introduction of any programs without prior authorization of the department head and IT/GIS. Failure to follow this protocol may result in downloading of malicious programs into the network or server (e.g., viruses, worms, Trojan horses, bombs, etc.). 5. Revealing your account password to others or allowing use of your account by others. This includes co-workers, family and other household members when work is being done at home. 6. Using a Horry County Government computing asset to actively engage in procuring or transmitting material that is in violation of sexual harassment or hostile workplace laws or County's policies. 7. Making offers of products, items, or services originating from any Horry County Government account which is unrelated to County business or unauthorized by the department. 8. Effecting security breaches or disruptions of network communication. Security breaches include, but are not limited to, accessing data of which the employee is not an intended recipient or logging into a server or account that the employee is not expressly authorized to access, unless these duties are within the scope of regular duties. For purposes of this section, "disruption" includes, but is not limited to, network sniffmg, pinged floods, packet spoofing, denial of service, and forged routing information for malicious purposes (see definitions in Section 5.0). 9. Port scanning or security scanning is expressly prohibited unless prior notification and authorization has been obtained from IT/GIS. 10. Executing any form of network monitoring which will intercept data not intended for the employee's host, unless this activity is a part of the employee's normal job/duty. 11. Circumventing user authentication or security of any host, network or account. 12. Interfering with or denying service to any user other than the employee's host (for example, denial of service attack). 13. Using any program/script/command, or sending messages of any kind, with the intent to interfere with, or disable, a user's terminal session, vta any means, locally or via the Internet/Intranet/Extranet. 14. Providing information about, or lists of, Horry County Government employees to parties outside Horry County Government except in accordance with legal Freedom of Information activities within the course of employee's job function. - 4-

5 and Communications Activities The following activities are strictly prohibited, with no exceptions: 1. Sending unsolicited messages, including the sending of "junk mail" or other advertising material not expressly authorized and connected to Horry County Government's activities or functions within the course of the employee's job duties. Any form of harassment via , telephone or paging, whether through language, frequency, or size of messages. Employees are not prohibited at any time from engaging in work related communications that involve work conditions and are issued for the mutual aid and protection of employees. 2. Unauthorized use, or forging, of header information. 3. Solicitation of for any other address, other than that of the poster's account creating or forwarding "chain letters", "Ponzi" or other "pyramid" schemes of any type. 4. Use of unsolicited originating from within Horry County Government's networks of other Internet/lntranet/Extranet service providers on behalf of, or to advertise, any service hosted by Horry County Government or connected via Horry County Government's network. 5. Posting the same or similar non-business-related messages to large numbers ofusenet newsgroups (newsgroup spam) Enforcement Any employee found to have violated this policy may be subject to disciplinary action, up to and including termination of employment.
