4 1.0 Intrductin On Sunday, January 21, 2018, the United States Pstal Service will implement the fllwing sftware change: PstalOne! System Release These Pre-Release Ntes prvide the cntents f the release and affected subsystems. The sectin titled Crrectins t Knwn Issues is derived frm External Truble Reprts (ETRs) and Engineering Change Requests (ECRs) fr inclusin in this release. This dcument is prepared based n the knwledge available at the time f its publicatin and any element may be subject t change prir t publicatin. 2.0 Mail.dat Client Supprt Please nte the fllwing regarding the Mail.dat client dwnlad. There is n new Mail.dat client versin with this release. Users shuld cntinue t use Mail.dat client versin _PROD, which can be dwnladed frm the Business Custmer Gateway (BCG) using the fllwing path: Mailing Services Electrnic Data Exchange [G t Service] Mail.dat dwnlad (Windws 32-bit, Windws 64-bit r Slaris). 3.0 PstalOne! System Enhancements, Updates, and New Functinality 3.1 Online Permit Creatin The Online Permit Creatin mdule accessed thrugh the Business Custmer Gateway (BCG) will be updated t simplify permit creatin fr mailers. The updated interface will prvide a streamlined selectin prcess with cnslidated ptins and infrmatinal messages. In additin, fr mailers selecting certain permit types, functinality will be added t reserve related permits with the same number. When applying fr a permit thrugh the Online Permit Creatin mdule in the BCG, if the mailer applies fr a Permit Imprint (PI), Metered (MT), r Precanceled Stamp (PC) permit, they will be issued the remaining tw utging permit types at the same time with the same permit number. Fr example, if a mailer applies fr a PI permit and is issued PI permit number 101, then they will als be issued permits PC 101 and MT 101 fr future use. All applicable permit fees must be paid befre any f the issued permits can be used. T assist mailers in making their permit type selectin, infrmatinal text will be displayed when users hver their muse ver any f the utging permit type (PI, PC, MT) selectin ptins. The fllwing infrmatinal text will be displayed: PI Permit Imprint: Permit Imprint: One time payment f $225 MT Metered: Metered Permit: N fee. Requires a meter machine PC Precanceled: Precanceled Stamp Permit: N Fee R 4.0 PstalOne! System - Crrectins t Knwn Issues 4.1 Electrnic Data Exchange Mail.XML pstage statement prcessing will be updated t crrect mapping lgic fr First-Class Mail Sectin B. This affects First-Class Mail pstage statements submitted via Mail.XML cntaining pieces with Prcessing Categry LT (Letter), Rate Categry S (Single Piece), Rate Type R, MPU Surcharge N, Price Type RETAIL and weight ver 1 unce and less than 3.5 unces, r weight less than r equal t 1 unce. As part f the January 7, 2018 PstalOne! System release, mailpieces that previusly mapped t pstage statement line B7 (Nnpresrted/Single Piece) are nw incrrectly mapping t line B4 (Residual Frm First-Class). Fllwing PO! 5 the price change effective date n January 21, 2018, these mailpieces will crrectly map t line B5 (Nnpresrted/Single Piece) Fr Peridicals submitted via Mail.dat versin 15-1, prcessing will crrectly handle submissins with package level "X" (FSS srt). Currently, submissins f this type encunter an internal errr due t a mapping defect affecting package level "X" in Mail.dat As a temprary wrkarund until the reslutin is implemented, mailers can use Mail.dat versin 17-1 r they can update the package level f "X" t anther package level within Mail.dat versin Mail.dat versin 15-1 submissins are supprted thrugh the price change effective date f January 21, 2018; thereafter, nly updates t previusly-submitted files will be accepted Pstage Statement Prcessing The PstalOne! System will be updated t allw the cmbinatin f an Enterprise Payment System (EPS) permit with a nn-eps additinal permit n an individual pstage statement. The edc validatin lgic will be updated t accmmdate this mdificatin. Currently, when a pstage statement with an EPS permit is created, the additinal permit (fr Pstage Affixed r verificatin failures) must als be an EPS permit. The revised lgic will supprt finalizatin f pstage statements with the fllwing scenaris: Single pstage statement fr EPS Permit Hlder with a nn-eps Additinal Permit Single pstage statement fr nn-eps Permit Hlder with an EPS Additinal Permit Cmbined mailing where child statement is fr an EPS Permit Hlder with a nn-eps Additinal Permit Cmbined mailing where child statement is fr a nn-eps Permit Hlder with an EPS Additinal Permit (19262-R, R, R) Fr Mixed Class C-Mail mailings with mailing dates prir t the price change effective date f January 21, 2018, nt all pstage statements are able t be finalized. Fr example, in a Mixed-Class mailing f Peridicals and USPS Marketing Mail, nly the Peridicals statements are finalized. As a temprary wrkarund, users can split their Mixed Class C-Mail statements Pstal Wizard The PstalOne! System Pstal Wizard validatin messaging will be updated t be cnsistent with the validatin messaging in the Business Custmer Gateway (BCG). Fr USPS Marketing Mail Carrier Rute Letters, an incrrect validatin message appears when the number f pieces n each Carrier Rute line des nt meet the minimum. The validatin lgic is functining crrectly; hwever, the validatin message shuld be: Carrier Rute price lines require a minimum f 10 pieces (C1) (19267-R) 4.4 Reprts Beginning with this release, spilage mailpiece infrmatin will be included in the detailed pstage statement and invice infrmatin sent frm the PstalOne!
