3 Welcome to MERX MERX is a service designed to facilitate the buying and selling of goods and services between the public and private sectors. MERX is an opportunity notice management system that allows you to: create new notices for opportunities or awarded contracts transfer associated components (documents) electronically distribute components (documents/attachments) via a selected Distribution Centre amend/update existing notices complete award and bid information view all published opportunities view current activity on a selected notice Review the next section to learn how to use this guide and to familiarize yourself with MERX. About this Reference Guide This reference guide introduces you to the MERX Electronic Tendering Service and shows you how to complete frequently performed functions. The guide is divided into 4 sections: Section 1: Getting Started Section 2: Working with MERX Section 3: Reference Information Appendix A: Field Definitions for Opportunities Appendix B: Search Operators All you need to know about system requirements, and accessing MERX via the Internet. Gets you logged in, shows you how to navigate through MERX and helps you perform the most common buyer-related tasks. This section also identifies other functions that are not covered in this guide but are available on MERX. Find out about additional sources of information, where to find answers to frequently asked questions (FAQs) and view a directory of frequently used numbers and addresses. 4 Section 1 Getting Started System Requirements We will make every effort to ensure that MERX will run on all new browsers. If you are experiencing difficulties using MERX with your internet browser please let us know (mailto:service@merx.com). We recommend that you update your browser to the latest version supported by your operating system so that you can take advantage of new browser features. The following versions are the minimum that MERX will currently support. Internet Explorer 6.0 and above Netscape 7.0 Firefox 2.0 If you decide to send a PDF version of your tender documents to MERX (refer to Section 2), we recommend that you use Adobe Acrobat Writer 1.3 to create the PDF. PDF files on MERX are best viewed using Adobe Acrobat Reader 6.0 or higher. Navigating in MERX Navigating in MERX is easy. Use the links on the left side of most pages to go to selected MERX pages. To return to previous MERX pages, click the link to the page to which you wish to return. It is recommended that you do not use the BACK and FORWARD buttons on your browser. You can exit MERX at anytime by clicking the LOGOUT button located at the top right corner of each MERX page. March 2010 Page 2

5 Section 2 Working with MERX Learn how to perform common activities with MERX by following the quick and simple, stepby-step instructions provided in this section. You can review instructions for the following: Logging in to MERX Creating an opportunity notice Amending/updating an existing opportunity notice Cancelling an opportunity notice Cloning a closed opportunity notice Completing an award notice Searching and viewing other opportunity notices Logging on to MERX 1. Go to The MERX Language Choice page will be displayed. 2. Click on either English or French. 3. Click on the LOGIN button to open the MERX login page. 4. Enter your User ID and Password and click on the Login button. User IDs and Passwords are case sensitive. Make sure you type your User ID and Password using the appropriate case. The first time you login, you will be prompted to change your password. You have now successfully logged in. Review the next section to learn how to use some of the most common MERX functions.! 6 The Buyer Menu The Buyer Menu is displayed once you have successfully logged in. All Buyer functions are accessed from this page. This link will access the Buyer Information page. This page allows you to download the latest Buyer Business Rules. You will require Acrobat Reader to view the document. This link wil also direct you to the Governmnet Publications. This link will access the MERX Announcements and Government Partner Announcements pages. You should review these announcement pages on a regular basis to ensure that you are aware of important MERX or government announcements. This section allows you to create a new opportunity notice to be published on MERX. This section also provides the tools necessary to update or amend notices, delete notices that have not yet been posted to MERX, and cancel active notices. This section allows you to create award notices for, as well as clone, closed opportunity notices. This section lists other MERX functions that you can access. Optional functions include the following: This option allows you to create and manage your Drawings and Specifications Packages (DSPs). This feature allows you to access opportunity reports, including the Read Logs and the Detailed Tracking Report. This feature is accessible to Buyers who have been granted the privilege to access Supplier functions. If this link is not active, this means that you have not been given the access rights to the Supplier functions. This feature allows you to find contact information for Supplier and Buyer organizations. View and update your Organization Information, create and search for Sub Organizations, create and search for Contacts for the Organization, view and update your personal information and create or update Client/Agent information. The Open or Closed Notice List The Buyer Menu consists of a list of the notices you have created. If you have not previously created a notice, the list will display the message No Notices. At the top of the page, the name of the Organization and name of the user (currently logged in) is displayed. Some important terms to remember when working with the notice list include: Reference No. A number assigned by the MERX system to a notice that has been created by the Buyer. March 2010 Page 4

7 Solicitation No. Title Published Date Closing Date Status Post Unpost Cancel Submit An internal procurement number/code assigned by the Buyer to the notice. The number/code can be made up of numbers or alpha characters. The title of the notice assigned by the Buyer. The date the notice was successfully published on MERX. This date is generated by the MERX system. The date on which the notice closes. If applicable, all bids/ proposals must be submitted on or before this date. After 3 business days, the opportunity notice is moved from the Open Notice List to the Closed Notice List. Displays a message indicating the status of the opportunity. This check box is selected when a notice is to be sent to MERX for posting. This check box may be selected to change the status of a Pending notice back to In Preparation This check box is selected when a Buyer wants to cancel an active notice. At the top and bottom of the Open Notice list is a Submit button. Once you have clicked the check box to either Post, Unpost or Cancel a notice, you must click Submit. Note: When you submit a notice, it is not immediately published. The notice must pass through a quality assurance check first, and all associated components (if applicable) must be received by the Distribution Centre. Once the notice and associated components (if applicable) have passed the quality assurance process, the notice awaits publishing which occurs at approximately 12:01 AM Eastern Time Monday to Friday. If you submit a notice on Friday, it will not be published until 12:01 AM Monday. March 2010 Page 5

8 Creating and Posting Notices A notice is an advertisement to purchase goods and/or services or to announce contract award information. Suppliers search for and view selected opportunity notices to determine if they wish to order associated components. Associated components may include documents, plans or other types of attachments that provide the necessary information for Suppliers to prepare proposals. The process to create a notice involves four steps. Step 1 Basic Information The first step in creating a notice involves entering the basic notice information. Basic Information includes the Solicitation Number, Closing Date and Time, indication of Associated Components, etc. Step 2 Notice Description The second step involves entering a description of the notice. Descriptions can be in English only, French only or both English and French. It is recommended that you prepare the description text using a word processor and then copy and paste the text into the description fields. Note: Formatting, such as underlined or bolded text, will be lost when the text is pasted. Federal Government buying organizations must have bilingual (English and French). Step 3 GSIN(s)/Category List The third step involves assigning one or more Goods and Services Identification Number(s) - GSIN(s) to the opportunity notice, or by selecting an appropriate category. You must have at least one GSIN to successfully post a notice to MERX. GSIN codes are used to classify goods and services. Suppliers can use these codes to search for opportunity notices. You can also assign one Category to your notice. A Category is similar to a GSIN such that it is another classification method for goods and services. If you do not select a Category, MERX will assign one to your notice based on the first GSIN selected. MERX allows you to search for and select a new Category or one or more GSINs. MERX also displays a list of GSIN(s) and Categories that you have assigned to previous notices. The list of Previously Chosen GSIN(s) and Categories is specific to the Buyer Contact not the Buyer Organization. Step 4 Associated Components The fourth step involves associated components. A component can be a paper document, an electronic document, a physical object or plans (blueprints). This step is only accessible if you have selected Yes for Associated Components field in the Step 1 Basic Information page. You can add as many components as you wish. March 2010 Page 6

9 How to Create Opportunity Notices MERX will lead you through each page in the process of creating a notice. Note that detailed help information can be accessed by clicking the Help button located at the top right corner of each MERX page. For field definitions, see Section 4 of this guide. Follow these steps to create a notice. 1. From the Buyer Menu, click on Create Notice. The Step 1: Basic Information page will be displayed. 2. Enter and/or select the appropriate information for your notice (bolded fields indicate mandatory information). 3. Click on the Continue button to go to the next step. The Step 2: Notice Description (Abstract) page will be displayed. If there is an error in Step 1 or required information is missing, an error message page will be displayed. To correct or add missing information, click the Return button to return to the previous page. If you want to cancel the notice, click the Cancel button. 4. On the Notice Description page, enter a title and brief description. If your notice is to be in both official languages, the English form will be at the top of the page and the French form will immediately follow. It is recommended that you prepare your text using a word processor first, then copy, and paste the text into the fields provided. 5. Click on the Continue button. If required information is missing, an error message page will be displayed. To correct or add missing information, click the Return button to return to the previous page. If you want to cancel this step, click the Cancel button. 6. To assign one or more GSINs to your notice, click on the Add GSIN(s) link, located to the left of the page. You can search for new GSINs, or select previously chosen GSINs. To select a previously chosen GSIN, simply mark the check box to the left of the GSIN you wish to add under the Previously Chosen heading, and click on the Add button. To search for a GSIN, select a GSIN group from one of the Commodity Groups or enter a keyword, and click the Search button. Mark the check box located to the left of each GSIN you wish to select from the search results page and click on the Add button. You must select at least one GSIN to successfully post a notice. 7. After clicking the Add button, the Select Category page will appear. MERX will automatically assign a Category based on the first GSIN you selected. If you would like to change the Category, you may select another Category from one of the commodity groups OR from the Previously Chosen list. After you have selected the category, click the Select button to continue. After clicking the Select button, you will be returned to the main GSIN(s)/Category List page. 8. Click on the Continue button to proceed to the next step in Notice Creation. If you have indicated that there are Associated Components on the Basic Information page, then the Step 4: Associated Components List page will be displayed. If this option was not selected, you will be returned to the Buyer Menu page Note: If you have indicated that there are no Associated Components, proceed to Previewing the Notice (below). 10 9. The Associated Components page is used to add components to your notice. Click one of the six links for the type of component you wish to add. MERX will then take you through a two or three page process to add the component. To add additional components just repeat the process, there is no limit to the number of components a user can attach to an opportunity. A Transmittal Form will be generated for each component. Ensure that you print each Transmittal Form for each component added. You will be required to include the Transmittal Form with any component you send to the Distribution Unit and you should retain a copy for your records. (See note below) 10. At the bottom of the Transmittal Form is a Continue button. After printing this form, click the Continue button. You will be returned to the Associated Components List page. You may add more components at this time if necessary. 11. After you have finished adding components to your notice, click the Continue button at the bottom of the Associated Components List. You will be returned to the Buyer Menu page. The Buyer Menu will now display the new notice at the top of the Open Notice List with the status "In Preparation". Note: Should you need to view or print out a Transmittal Form at a later date, you can go to Step 4 Associated Components and click on View under the Transmittal Form column. Previewing the Notice Before sending your notice to MERX, it is a good idea to review it first using the English and French Preview functions. 1. From any of the Create Notice pages, click the English Notice or French Notice link located under the Preview Notice heading. If these links are grey, this indicates that the notice is not complete enough to be displayed. 2. To return from the Preview Notice page, click the Back button located at the bottom of the page. Posting the Notice 1. To post a notice on MERX, click the check box located to the left of the notice you want to post. You can send more than one notice at a time to MERX by clicking the check box for each notice you wish to post. 2. Click on one of the Submit buttons to send your notice(s) to MERX. A confirmation message indicating the notices that were posted will be displayed. If any required information is missing or there are errors, MERX will display an error message. 3. Click on the Return button to go back to the Buyer Menu page. Your notice status will have changed from In Preparation to "Pending - Waiting to become active" or Pending Waiting for documents and/or attachments. Please see Note on page 5 regarding the publishing of notices.! YOUR NOTICE WILL BE SAVED AS YOU CLICK ON THE CONTINUE BUTTON ON EACH PAGE. IT WILL NOT, HOWEVER, BE PUBLISHED UNTIL YOU SUBMIT THE NOTICE AND ANY ASSOCIATED COMPONENTS (IF APPLICABLE) HAVE BEEN RECEIVED AND ACCEPTED AT THE DISTRIBUTION UNIT. March 2010 Page 8

11 Unposting a Pending Notice If you want to edit Steps 1, 2 or 3 of a Pending notice, you must follow these steps: 1. Click the check box (under the Unpost column) which corresponds to the notice(s) you want to unpost. You can unpost more than one notice at a time by clicking the check box next to each notice you wish to unpost. 2. Click on one of the Submit buttons to unpost your notice(s). A confirmation message indicating which notices were unposted will be displayed. This will change the status of your notices from Pending to In Preperation. When a notice is In Preperation you can make any necessary changes. How to Make Changes to a Notice that is In Preparation Follow these steps to update your notice: 1. From the Buyer Menu, click on the MERX Reference Number of the notice to be updated. This will take you to the Step 1: Basic Information page. 2. From this page you can navigate to any of the 4 steps of notice creation by clicking on their associated links found under the Notice Creation section of the buyer menu. Make sure you click the Continue button at the bottom of each page you modify in order to save the changes. 3. If you are also adding another Associated Component, be sure to print the Transmittal Form. 4. After continuing through all the steps, you will be returned to the Buyer Menu page. Only notices with the status "In Preparation" can be modified in this way. If the status of the notice is "Active", you will need to amend the notice (see following page). If the status of the notice is Pending you can add Associated Components, but to update Steps 1, 2 or 3 you must unpost the notice to return its status to In Preparation If you require assistance, please call Client Services at TIP MAKE SURE THAT YOU CLICK THE CONTINUE BUTTON ON EACH PAGE THAT YOU MODIFY SO THAT ALL CHANGES WILL BE SAVED. How to Amend a Notice that is Active After a notice has been published, you may need to change or add information, e.g. change a closing date, include a new component (document or attachment), change the estimated value, etc. Follow these steps to amend an active notice: 1. From the Buyer Menu, click on the Reference Number of the notice to be amended. 2. Click on the Amend Notice link. The Step 1: Basic Information page will be displayed. 3. Amend the Basic Information if required or go to the step you wish to modify by clicking on the appropriate link (Notice Description, GSIN/Category, or Associated Components). Once modified, click the Continue button. Make sure you click the Continue button at the bottom of each page you modify in order to save the changes. March 2010 Page 9

12 4. If you are adding another Associated Component, be sure to print the Transmittal Form. 5. After continuing through all the steps, you will be returned to the Buyer Menu page. The notice status will have changed to "Amendment in Preparation". To post the changes, click the check box associated with the notice(s) you have modified, and then click Submit. MERX will send a Notification of Amendment, as well as any new or amended Associated Components to those suppliers who have ordered the original components (documents or attachments) and have indicated their preference to receive Auto Updates and/or Notifications of Amendment automatically. Note: Note: The Amend Notice link should be used when Steps 1, 2 or 3 must be modified. If you need to simply add a document/attachment, you can go directly to Step 4: Associated Components, without clicking on the Amend Notice Link. It is necessary that suppliers are informed of any amendments made in step one, two or three (like a closing date change), You must add a new component (document) in step four to indicates the amendment details. If the notice is amended and no documents is attached to inform suppliers of the change, the notice will not pass through quality assurance and you will receive a courtesy call from buyers support to remind you to add a documents outlining the changes made in steps one two or three. How to Delete a Notice A notice can only be deleted if it has not yet been Active on MERX and has a status of In Preparation. Once it has been published on MERX, it can only be amended or cancelled. Follow these steps to delete a notice. 1. From the Buyer Menu page, under the Notice Creation heading, click on the Delete Notice List link. The Delete Notice List will be displayed. 2. Click the checkbox for each of the notices you wish to delete. 3. Click the Delete button at the bottom of the list to remove the notice. You will be returned to the Open Notice List. Note that the selected notice has been removed. How to Cancel an Active Notice Once a notice has been active on MERX, it cannot be deleted. You must instead cancel the notice by following the steps below. 1. From the Buyer Menu page, under the Notice Creation heading, click on the Open Notice List link. 2. lick the check box (under the Cancel column) which corresponds to the notice(s) you want to cancel 3. Click the Submit button to cancel the notice(s). A confirmation page will be displayed. Click yes to continue with the cancellation. A message will be displayed confirming that the cancellation has been completed. March 2010 Page 10

13 4. Click Return to go back to the Open Notice List page. The status will have changed to Amendment Pending waiting for Cancellation. The status will change to Cancelled during the next MERX opportunity processing. MERX will send Cancellation Notifications to those suppliers who have ordered the solicitation documents. Note: Suppliers will be able to order the documents/attachments up until the status changes to Cancelled. How to Clone a Closed Notice You may select an opportunity notice from your Closed Notice List and use it as a draft for a new notice. 1. From the Buyer Menu page, click on the Closed Notice List link. 2. Click the reference number of the notice you wish to clone. The Opportunity Details screen will be displayed. 3. Click on Clone This Opportunity. The Step 1: Basic Information page will be displayed. 4. Most fields will be populated with the data from the closed opportunity; however, all fields remain editable. Select/enter the appropriate information for your new notice and click Continue. 5. The Step 2: Notice Description page will be displayed. Add/edit text as necessary and click on Continue to save the information. 6. The Step 3: GSIN/Category list will be displayed. Add or delete the GSIN(s) and Category as necessary and click Continue. 7. The Step 4: Associated Components List page will be displayed. Note: Components from the closed notice cannot be carried over, therefore, the fields on this screen will initially be blank. Add the necessary components and click Continue to return to the Open Notice List. Completing Bid and Award Information MERX provides you with the ability to track suppliers who have submitted bids for specific opportunity notices and suppliers who have been awarded contracts. Bid and Award information can only be updated after a notice is closed. It is important to track this information because suppliers want to know who has been awarded the contract. Only award information will be published. Adding Suppliers to the Bidders List To add Suppliers to the Bidders list, you must select them from the Document Request List. To place Suppliers who have submitted a proposal or bid on the Bidders List, follow these steps. 1. From the Buyer Menu, under the Award Creation heading, click on the Closed Notice List link. The Closed Notice List will be displayed. 2. Click the Reference Number of the notice you wish to review. The View Closed Opportunity page will be displayed. March 2010 Page 11

14 3. Click on the Document Request List link to display the list of suppliers who have ordered components (documents/attachments) for the selected notice. 4. Click the check box to the left of each supplier who has submitted a proposal or bid. 5. Click on the Submit button to save the information. The Bid Confirmation page will be displayed. 6. Click on the Buyer Menu link to return to the Buyer Menu page, or if you wish to view the Bidders List, click the Bidders List link. Award a Contract 1. From the Buyer Menu, under the Award Creation heading, click on the Closed Notice List link. The Closed Notice List will be displayed. 2. Click the Reference Number of the notice you wish to review. The View Closed Opportunity page will be displayed. 3. Click on the Bidders List link found under the Awards heading Click the check box to the left of each Supplier who will be awarded the contract (or parts of the contract). This will take you to the Award Contract to Supplier page. Enter the contract information in the fields provided. Bold field names indicate required fields. If you require detailed help for this page, click the Help button. If more than one supplier is selected a form for each selected supplier (one below the other) will be listed. If the supplier being awarded the contract is not on the Bidders List, click the ADDITIONAL AWARD button and then enter the supplier s information. Click on the Submit button to send the Award Notice to MERX. You will be returned to the View Closed Opportunity page. 6. Click the Buyer Menu link to return to the Buyer Menu page. Searching for Opportunity Notices Buyers who have been granted Supplier privileges by their organization, can act as Suppliers and search for opportunity notices. You can set up and run an Opportunity Matching Profile, do a simple search or a detailed search. A simple search allows you to enter any keyword or string of characters to perform a broad search. The detailed search is a quick way of retrieving one or more particular opportunities that match one or more specified conditions. How to Perform a Simple Search Use the general search function to find opportunity notices based on keywords. You can search for Canadian or International opportunities. 1. From the Buyer Menu page, click the Supplier Home link. The Supplier Home page will be displayed. 2. Enter a keyword(s) (e.g. construction, computer systems) in the Search bar in the middle top portion of your screen. March 2010 Page 12

15 3. Select if you wish to view All opportunities or the ones posted Since Last Login Select which type of opportunity you wish to search for whether it be Open Canadian Opportunties, Former Canadian Opportunities, Canadian Awards, Open International Opportunities and Former International Opportunities. Click on the Search icon to initiate the search and display the results. You can also find a specific opportunity notice by entering its Solicitation Number, Reference Number in the Search bar. For example, if you want to find a notice and you know its Solicitation or Reference Number, enter the Number in the search box, and then click the Search icon to the right of the field box. How to Perform an Advanced Search Use the advanced search function to refine your search to find specific types of Canadian or International opportunity notices that are Open or Closed. 1. From the Buyer Menu page, click the Supplier Home link. The Supplier Home page will be displayed. 2. Click the Advanced Search link to the right of the Search bar Enter a keyword(s) (e.g. construction, computer systems) in the Search bar in the middle top portion of your screen. Enter or select the information you wish to use for your search criteria. If you require a more detailed explanation about the fields, terms or functionality of the Advanced Search page, click the Help button located at the top right corner of the page. 5. At the bottom of the page, select the maximum number of results you want returned. 6. Click on the Search button to initiate the search and display the results. Viewing an Opportunity Notice You can view an opportunity notice at anytime to determine if you would like to pursue the opportunity. Follow these steps to view detailed information about an opportunity. 1. Make sure you are on the Opportunities page then click on the title of the opportunity notice you wish to view. The Opportunity Abstract page will be displayed. 2. If you would like to order documents, click on the Order Associated Components link to open the Order Basket page. 3. To view a list of suppliers who have ordered components or items (documents/attachments), click on the Document Request List link. 4. To return to the Opportunities page, click on the Return to Opportunities link. Note: Depending on the components or items (documents/attachments) being ordered and the delivery method selected, fees may be charged. March 2010 Page 13

16 How to Preview Associated Components If there are documents associated to an opportunity notice, users will have the ability to view electronic documents before ordering them. 1. From the Opportunity Abstract of any notice with Associated Components, click on the Preview Associated Components link. 2. The components that are available in electronic format (PDF files) will have a Preview link. Click on the preview link associated to the component you wish to preview. Note: You will not be able to print, save or select text from these components. They are for previewing purposes only. Setting up & Running an Opportunity Matching Profile Opportunity Matching is a feature that allows you to define and save the criteria for the type of opportunities you wish to find. This feature is currently only available for Canadian Opportunities. Once you have established your opportunity matching criteria, you can run Opportunity Matching at any time to find opportunity notices that match your criteria. To create your Opportunity Matching Profile: 1. Go to the Supplier Home page. 2. Under the Opportunities header, click the Create Profile link, located under the Opportunity Matching title on the left side of the page. 3. Enter the search criteria items you wish to use to find opportunity notices. For more detailed help information on this page, click the Help button. 4. To test the new opportunity matching profile, click the Test button. Click the Save button to save the new profile. Click the Cancel button if you do not want to setup a profile or to discard any changes. You can run your opportunity matching profile online at any time by clicking the Run My Profile link located under the Opportunity Matching title. How to Change Your Password As a new user, you are automatically prompted to change your password when you first login. You can change your password at anytime. To change your password, follow these steps: 1. Go to the Buyer Menu. Under the Options heading, click on the Profile Maintenance link. If you are a Buyer Coordinator, the View Organization page will be displayed. If your role is a Buyer, the View Own Contact Information page will be displayed. If the View Organization page is displayed, click the View Own Profile link located under the User Options heading. The View Own Contact Information page will be displayed. 2. Under the Options heading, click the Change Password link. 3. Enter your old password in the Old Password field. 3. Enter your new password in the New Password field March 2010 Page 14

17 4. Confirm your new password by re-entering it in the Confirm New Password field. 5. Click on the Submit button to change your password and return to the Buyer Menu page! A MERX Password security feature limits the number of failed login attempts. After 10 consecutive failed attempts your account will be locked out. You will have to contact MERX Buyer Support to unlock your account. Modifying Your Organization s Profile and Contact Information Buyer Organization information can only be updated by the Buyer Coordinator or Client Services. The Organization s profile and the primary contact information are accessed through the Profile Maintenance function. It is critical that this information be kept current as MERX uses your organization and contact information to reach you regarding business opportunities. Note: A Buyer Coordinator is a registered MERX user who acts as a manager for registered buyer contacts within the Buyer organization. 1. From the Buyer Menu, click Profile Maintenance to open the View Organization page. 2. Click the Update button located at the bottom of the page. 3. Update the organization's information as required. Click on the Submit button at the bottom of the page to save your changes and open the Update Organization Confirmation page. If you were successful, you will be returned to the View Organization page and a confirmation message will be displayed at the top of the page. 4. To return to the Buyer Menu page, click the Buyer Menu link. How to Modify your Contact Information As a Buyer or Buyer Coordinator, you may modify your personal contact information by following these steps. 1. From the Buyer Menu, click on the Profile Maintenance link to open the View Contact Information page. If the View Organization Information page is displayed (applicable to Buyer Coordinators), click the View Own Profile link. 2. Click the Update button located at the bottom of the page. Update your contact information as required. 3. Click on the Submit button to save your changes. You will be returned to the View Contact Information page. 4. Click on the Buyer Menu link to return to Buyer Menu. March 2010 Page 15

18 Creating a new Buyer contact (Buyer Coordinator) As a Buyer Coordinator you may create new contacts and assign them the role of Buyer or Buyer Coordinator for your organization. To create a new contact, follow these steps. 1. Go to the Buyer Menu. 2. Click on the Profile Maintenance link located under the Options section of the menu. The View Organization page will be displayed. 3. Click on the Organization Contact List link located on the left side of the page. The Organization Contact List page will be displayed. 4. Click the Create Organization Contact link located under the Options section of the menu. The Create Contact Information page will be displayed. 5. Enter the contact s information as required. Note that bold field names indicate required fields. For more detailed information about the page, click the Help button. 6. After you have entered the contact s information, click the Submit button. If you wish to exit the page without saving any changes, click on Cancel. 7. If the contact is created successfully, the Buyer Confirmation Letter page will be displayed. If you were not successful, MERX will prompt you with a message indicating the error. Click the OK button to go back to the Create Contact Information page. Make the corrections and then once again click on Submit. 8. Print the Buyer Confirmation Letter page for your records and then click the OK button at the bottom of the letter to continue. How do I cancel my account? (Buyer Coordinator, Buyer) Follow these steps to cancel your account. If you are the last active contact in your organization you will not be able to cancel yourself. In this case, please contact MERX Buyer Support at service@merx.com. 1. Go to the Buyer Menu. 2. Click on the Profile Maintenance link located under the Options section of the menu. The View Contact Information page will be displayed. If the View Organization page is displayed (applicable to Buyer Coordinators), click on the View Own Profile link. 3 Click the Cancel Contact link, located on the left side of the page. The Online Cancellation wizard will be launched. 4. The MERX Online Cancellation wizard may prompt you with a number of questions. Respond to the questions as required. If you wish to abort the cancellation, click the No button. 5. A confirmation page will be displayed confirming your cancellation. At this point you are logged off of MERX. Clicking the OK button will launch the MERX Home page. March 2010 Page 16

19 How do I cancel a Contact? (Buyer Coordinator) Only a Buyer Coordinator can cancel a contact within their organization. Only one contact can be cancelled at a time. 1. Go to the Buyer Menu. 2. Click on the Profile Maintenance link located under the Options section of the menu, on the left side of the page. The View Organization page will be displayed. 3. Click the Organization Contact List link located on the left side of the page. The Organization Contact List page will be displayed. 4. Click the Contact Name whose account you wish to cancel. The View Contact Information page will be displayed. 5 Click the Cancel Contact link located on the left side of the page. The Online Cancellation wizard will be launched. 6. The MERX Online Cancellation wizard will prompt you with a number of questions. Respond to the questions as required. If you wish to abort the cancellation, click the No button. 7. A confirmation page will be displayed confirming the cancellation. Click the OK button to finish. The View Contact Information page will be launched. The contact s status will be changed to Cancelled. March 2010 Page 17

21 Appendix A Field Definitions for Notices The following field definitions will assist you in entering the correct information when creating a notice. There are different types of notices: Opportunity Notices, Advanced Contract Awards, and Contract Awards etc. Notice Definitions Step 1 Basic Information Solicitation Number An internal procurement code that the Buyer assigns to an opportunity. It can be all numbers, all letters, or a combination of both. The code cannot exceed 20 characters and may include slashes (/) and dashes (-). Please do not insert spaces between any of the characters in your Solicitation Number. Reference Number A unique number code created and assigned by MERX to an opportunity. The purpose of this code is to avoid confusion when the same solicitation number is used more than once (by two different buyers). Tender Type Indicates the Tender Type selected by the Buyer. i.e. Request for Proposal, Invitation to Tender, Letter of Interest, etc. Region of Opportunity The region or location where suppliers should be based or located in order to qualify as a supplier for the opportunity. Region of Delivery Indicates the region where the goods and/or services are to be delivered. Agreement Type This field indicates the trade agreement under which the notice falls. i.e. NAFTA, World Trade Organization, Aboriginal Programs, etc. Solicitation Method The solicitation method selected by the Buyer. This field describes opportunity restrictions (if any) and is used in conjunction with the agreement type. For example, Open Bidding - the opportunity is open for any interested bidder. Closing Date The date that all bid submissions must be received. The opportunity notice remains on MERX until the next business day. The opportunity notice is then moved to the historical database (Former Opportunities). Closing Time and Zone Indicates the exact time and time zone at which the bid submissions must be received. Language Indicates the language in which you wish to publish the opportunity. The selected language is governed by the laws governing your Ministry, Department or Agency. Please note that this does not refer to the language of components (documents/attachments). March 2010 Page 19

22 Associated Components Associated components are documents or attachments that are provided with a notice to provide supporting information. Components can be electronic documents, paper documents, plans (blueprints), or physical (videotapes, CDs, product samples, etc.). Estimated Value Indicates the approximate value of the opportunity when awarded. Client Agency Identifies the name and/or address for the agency or department on whose behalf the notice is to be posted. A Client Agency is created using the Create Client Agency function located on the Organization Profile Maintenance page. Notice Definitions Step 2 Notice Description Notice Title (English and/or French) This field contains the title of the notice, up to 100 characters. If your notice is bilingual, enter the English title in the English Title box and the French title in the French Title box, which is located under the English Description box. Notice Description (English and/or French) This field contains a detailed description of the opportunity or the award. If your notice is bilingual, enter the English description in the English description box and the French description into the French Description box located under the French Title box. Descriptions should contain as much information as possible, including keywords, in order for the supplier to make a decision as to whether or not to order any associated documents. This field is text based, and has a capacity of 32K (approximately 4 text pages). Notice Definitions Step 3 GSIN/Category List GSIN (Goods and Services Identification Number) GSINs is another system of classifying goods or services. This coding system allows for more accurate search results when searching for opportunity or award notices. At least one GSIN must be selected, but you can have up to ten GSIN codes selected for each notice. March 2010 Page 20

AND Use this to search for opportunities containing both the words it separates. e.g. network AND server - will find opportunities containing both words. OR Use this to search for opportunities containing one or both of the words it separates. e.g. network OR Server - will find opportunities containing either word. NOT Use this to search for opportunities containing the word preceding it, but not the word following it. e.g. network NOT server - will find opportunities containing network but not server. NEAR Use this to search for opportunities in which one query word occurs within a specific range of another query word. e.g. network NEAR/3 server - will find opportunities in which the word network occurs within three words of the word server, in either direction. ADJ Use this to search for opportunities in which one query word occurs immediately after another query word. e.g. network ADJ server - will find opportunities in which the word network is immediately followed by the word server. W/n Use this to search for opportunities containing word pairs in which the second part of the pair occurs within a specified number of words after the first. e.g. network W/3 server - will find opportunities in which the word server occurs within three words after the word network.? Use this to match a single character. e.g. wo?d - will find opportunities containing wood as well as word. * Use this to match a string. eg.
