8 Current Postal Regulations for New Construction The STD-C, which now applies to all Wall-Mounted Centralized Mail Receptacles, replaces the previous STD-B+ regulation for Receptacles/ Apartment/House Mail, and became mandatory in October 6 for all new construction and major renovation projects. The USPS STD-C specification creates a new form factor and increases the minimum compartment size requirement ( W x 5 D x 3 H), completely eliminating the vertical form factor (5 W x 6 D x 5 H). STD-C also requires one parcel locker per ten (:) tenant compartments. Security features and lock design requirements are more stringent, which includes mandatory security testing done by the USPS.
