Country Report A. Country Context Geographical and Historical Context Singapore was under the British Administration in the early days. It gained its independence in It is a republic state headed by a President and its government is elected every 5 years. With a population of 4 million living over an area of 700 sq km, it is one of the most densely populated island (country) in the world. Current Political and Administrative Structures Singapore is a democratic country. It is not divided into states. However, for political administration, it is divided into 14 Group Representative Constituencies run by few members of parliament and 9 Single Member Constituencies run by a member of parliament. As for public administration, Singapore has 15 Ministries overseeing all the public services. B. National SDI Context History and Status of National SDI Initiative Description of the origins and the development of National SDI initiatives. The Land Data Hub (LDH) was implemented in 1989 which involved 14 land-related agencies. The data sharing is on voluntary basis and the data access policy is agency-specific. The LDH is not a full NSDI as it only involves limited data type. Have Core Datasets been defined within the SDI structure? No. The core datasets are Cadastral data, topographical data and road network. Cadastral data is maintained by the Chief Surveyor. The topographical data is maintained by the Mapping Unit of Singapore Armed Forces (SAF). There is no guideline concerning the data maintenance on road network data set. 2 Describe the data acquisition and access mechanisms within the SDI. Currently, data sharing are carried out using CDs on a quarterly basis. An online system is known as LandNet is being built for the new LDH. If your country is not developing a National SDI, are there any plans on developing an SDI in the future? The development of a full NSDI is still in the exploratory stage. Once confirmed, it could easily take a decade or two to come up with a complete SDI. Historical Outline of Built and Natural Environmental Data Development Please describe the origins and development of both cadastral and topographic data, along with other built and natural environmental datasets.. Cadastral data is managed by Chief Surveyor under Singapore Land Authority while topographical data is managed by Singapore Mapping Unit. Cadastral data is kept for property transaction and land management. Topographical data is intended for development, planning and design. Both data source are kept and managed in GIS environment. Current Administration of Built and Natural Environmental Data Please describe current institutional and management arrangements that govern cadastral and topographic data. See above please. Please describe current institutional and management arrangements that other built and natural environmental data. Other important data are the road network maintained by Land Transport Authority, public housing estate by Housing & Development Board, private housing development by Building Control Authority and utilities network by Public Utilities Board. All such data are also kept in Land Data Hub where to be shared among public agencies. Please describe the metadata arrangements for built and natural environmental datasets Metadata management and adaptation is lacking in Singapore. Please describe the data format or conceptual model for built and environmental datasets, especially topographic and cadastral datasets. Both cadastral and topographical data are captured and managed at national level. No issue of common data model. There is no conceptual model developed or defined. C. Institutional Framework for Integration Data Provider Please provide information on how spatial information is managed from a data provider perspective The agencies and private sector are free to collect the data they need. There is no legislation in the governance of the built and natural environment dataset. The dataset are shared under the Land Data Hub described above. Please describe the tools that are used to manage spatial information. Yes. Under Land Data Hub, the interoperability standards are used as much as possible. 3 At what scale do you produce built and natural environmental datasets such as cadastre and topo? Both Cadastre and topographical data are in digital format. D. Institutional Framework for Integration Data Please describe the major data uses. Major data users from public sectors include Land Transport Authority (LTA), Building Control Authority (BCA) and Urban Redevelopment Authority (URA). The most commonly used data layers (in ascending order) are Cadastral Land Lots, Address Point, Roads, Buildings and Land Use Plan Describe current services and products that are available to data users and customers. (1) Street Directory Service (2) Cadastral Information (3) Property Information E. Issues in the Integration of Built and Natural Environmental Datasets Need for Integration Yes. The main drivers are national security and hazard management. Major Issues in attempting to integrate built and natural environmental datasets What are the major issues hindering the ability to integrate multi-source datasets on a national level? (1) Support from various public agencies (2) Legislation support Please list and describe the outcomes of any attempts to integrate built and natural environmental datasets at a national or state type level. We are at the exploratory stage to transform the existing LDH to the full NSDI model. The driving force for this effort is national security and land administration.
