1 City of Overland Park, KS. SIP Trunking Services RFP Bidder s Questions 05/22/2017 Q1: What is the City s SIP Trunk codec of preference, G.729 or G.711? A1: Since we anticipate the majority of the traffic being IP station and DID traffic, G729 is acceptable. We anticipate that the fax traffic will traverse the optional PRI, provided it is cost efficient. Please state your capabilities and list any additional costs for one codec versus the other. Q2: Are the SIP trunk circuits to be used exclusively for VoIP (e.g., MPLS VPN) or in combination with production data traffic (e.g., Internet)? If in combination, how much extra bandwidth (Mbps) of data on each circuit? A2: These trunks will be used exclusively for VoIP voice traffic. Q3: The City has requested pricing for 5,000 consecutive new numbers. A contiguous block of this quantity of TNs cannot be provided. There are 28 NXXs in NPA 913 that have new TNs available for VoIP service. None of the blocks have more than 1,000 TNs. CenturyLink can request 5,000 new VoIP TNs on behalf of the City, but there is no guarantee TNs will be available when the SIP trunk order request is processed. Will the City accept this situation? A3: The intent of this request is to look at the potential of moving all of the City s DID numbers from the multiple exchanges and digit values to as few as possible. Since this is an optional requirement, please state what you can do to help this situation, if all 5000 can not be acquired together. For example, can you provide 5000 numbers in the same exchange, but in 1000 blocks only, etc.? Q4: What percentage of SIP traffic will flow from the ShoreTel PBX to the service provider and then back to other PPUs served by the City s WAN? (This is the % of SIP calls that traverse through a SIP trunk group location back out the same circuit for delivery to another site.) A4: We currently do not have a number or percentage for this. The new ShoreTel system will route the DID and station-to-station traffic internally. We have no means of predicting how much traffic will be forwarded to external locations. Q5: Does the City already have a 911 Emergency Gateway solution, such as 911 Enable EGW as part of their ShoreTel deployment?
2 A5: No. We will deploy ShoreGear switches at all of our locations that will have DID and will be utilizing the SIP trunking, however, we are looking for the ability to program the proper address information into the SIP carrier s database so the proper PSAP is notified when 911 is dialed from any of our locations. As a backup, we are keeping individual POTS lines at our locations for 911 backup. Q6: How many users, i.e., existing DIDs, will require tele-working capability where users will need to update their 911 Primary Place of Use (PPU) address information on a temporary basis? These are instances where users who take their IP desktop phone or mobile client to another temporary work location and need to update their 911 location information. How many of the 5,000 new DIDs requested are to have this capability? A6: There will be very few instances of people taking/having VoIP phones at home, and that will be longer term (not right away). Q7: The City may be placing calls from telephones with non-did extension numbers and these telephones must provide the correct information to the PSAP operators. Can the City provide examples of this scenario using Alien TNs not ported to CenturyLink s SIP Trunk service? A7: We allow non-did extensions to dial 911. The scenario this would be wall phones, maybe reception areas, and break rooms. Q8: Please confirm the model # and software version of ShorTel PBX. A8: ShoreTel Connect Premise with the latest revision. ShoreTel no longer has version numbers. Q9: Are we providing transport from A / to Z location (Data Center A and B )? A9: The City will provide transport between the data centers. The SIP vendor must provide the transport to the individual data centers for the SIP circuits and bandwidth. Q10: Under system and admin requirements what capabilities are must haves? A10: Anything listed in the requirements section is consider as required, however, if there are capabilities that your solution cannot provide, please note them in the body and the exceptions section. Taking an exception does not necessarily eliminate any vendor. They are also used as points for review and comparison.
3 Q11: Define phased approach for the porting of the DID#s. A11: We will port numbers away from our current circuits to the SIP circuits as locations are completed on the ShoreTel network. For example, the data centers may port their numbers first and then IT, then a Fire Station. As we turn up ShoreTel locations, we will move the DID numbers for that particular location. Q12: How much growth year over year does the City anticipate to properly size any circuits that may be needed? A12: We expect up to 10% growth, however the number of concurrent call paths we have requested in this RFP represents a significant increase over the number of call paths we have today with the current system, which is not 100% utilized today. Q13: Answers are requested in this electronic document however, this is a PDF and cannot be edited. Can the document be provided in a MS Word format? A13: The documents were posted to the web site ( ) as Microsoft documents. The announcement is in.pdf format, but the RFP and pricing sheets are in Microsoft format. If you are still having problems, please let us know. Section C Q14: How many physical locations are there? A14: For the SIP trunking provided for in this RFP, there are two. These would be the two data centers. The ShoreTel system will distribute the calls from there. Q15: What is a map of local calling area? A15: Not all carriers are the same. Some carriers charge differently for local calls versus LD calls. If this is the case, please provide a map of what areas are considered local for your solution. If your solution only allows for 10-digit or 11-digit dialing and the cost is the same for all types of calls, please indicate this. Q16: What are the anticipated DR capabilities that are needed and the associated SLA?
4 A16: This is a question for you to describe what DR services you offer. We have not described any specific requirement, rather we have asked about the capabilities you are proposing. Q17: Section C - Networking Feature Requirements. Bullet one asks for the appearance of one large system to both internal and external callers. Is the expectation to provide both inbound and outbound CNAM? A17: Yes. Items C4,13 and 14 call for inbound and outbound Caller ID Name, if possible. Obviously, we will be bound by the outbound name requirements of the carrier, but we would like inbound name, if possible. Q18: Section C - Third paragraph. We would like to receive the list of numbers before submitting the RFP. In some cases numbers are not portable and we wish to pre-qualify the numbers for portability. A18: The list of DID numbers is provided in section C2. The other numbers that may be ported will be determined and provided after award. The remaining numbers that are not in our DID list would represent things like a pool that we may, or may not, port the number for. We will make this determination after award. Q19: Billing and Reports Section. We are not clear on what is being requested here and why? A19: The City has specific items we would like to report on as well as the ability to format the bill with our own identifiers and other information. This section is where those requirements are outlined. If your solution provides for all of these, then please state so. Q20: Timeliness of Changes - New service. Is the expectation that new 8xx numbers will be available within 5 working days? If yes, what is the anticipated volume of new 8xx numbers on a monthly basis? A20: Yes. We do not have an anticipated number. It would be unusual for more than one new toll free number to be added in a month. Q21: Backbone network. Connection Speed Changes within 5 working days. Does this relate to private circuits? This is not realistic. A21: If your solution can provide this, please state so. If not, please also state so.
