2 DNP3 Issues and Vulnerabilities DNP3 is one of the most widely used communications protocols within the utility space for the purpose of controlling and monitoring industrial equipment. The protocol has grown to support a wide range of functionality across many different communications mediums. As a result, it is more capable than Modbus and others protocols, but is significantly more complex to implement. DNP3 was originally designed and standardized when cyber security issues were not at the forefront of operational concern. The DNP3 protocol has since proven to be extremely vulnerable to cyber-attacks. One major DNP3 flaw was that there was no integrity protection or means of authenticating critical control packets that if manipulated could cause significant damage. To mitigate this, Secure Authentication features were added to newer versions of the standard. These features require the distribution of a shared secret key between all devices, knowledge of the shared secret denotes authority, and provides authentication of the communicating parties. This shared secret is also used to securely sign messages and challenges (random data) in the form of a keyed-hash message authentication code (HMAC), so that both parties know the information comes from a trusted source and it hasn t been modified enroute. Secure Authentication provides some protection to standard DNP3, however it does not mitigate all of the major issues. It is important to emphasize that not all messages are protected with an HMAC, and it is left to the vendor and user to implement the key management (generation, distribution, revocation of shared secrets). In many cases, this is overlooked or not performed in a secure manner and so discovering and using the shared secret is not difficult to accomplish. Another principal risk to any device or system using the DNP3 protocol is that it is very complex to implement and those products have been designed and tested for reliability not robustness. In many cases products that support DNP3 are vulnerable to poison-packets, which when received can crash the device and cause a denial-of-service event. In the past few years, there have been over 30 advisories published by ICS-CERT on DNP3 products vulnerable to these types of attack. This coupled with the design of many industrial networks to value availability so highly, means that a DNP3 network is highly vulnerable to a malicious actor interfering with communications and compromising operations. Solution Ultra Electronics, 3eTI set out to mitigate these vulnerabilities and protect both existing and new DNP3 systems from cyber-attack. With the introduction of the DNP3 protocol parser and deep-packet-inspection (DPI) capabilities, CyberFence is now the first and only solution available to effectively protect DNP3 systems. CyberFence provides a range of security features, including low latency end-to-end encryption, industrial firewalling, out-of-band management, remote logging, and port authentication. But crucially for DNP3 systems, it also provides a complete protocol parsing and validation scheme to detect malformed or malicious packets and prevent them from ever damaging a vulnerable endpoint. 3 customers no longer need to worry if their devices will crash due to a poison-packet even if the vulnerability has not yet been publicized (e.g. a zero day vulnerability). Unlike other security products that implement simple pattern matching schemes (e.g. rule/signature based IDS), CyberFence fully inspects and parses DNP3 traffic at the data link, transport, and application layers. By understanding and parsing DNP3 traffic at all three layers CyberFence can identify subtle or sophisticated attacks that span multiple fragmented packets. DNP3 Packet Inspection Session Configuration As CyberFence understands messages at the application layer it can identify and filter unauthorized commands that may not be desired during normal operations. With this feature an administrator can control which outstations and masters can communicate, over what port, and who can initiate the connection. Administrators can also prevent unwanted writes, file transfers, or direct operate messages which if sent could cause unwanted behavior during critical operations. Ultra Electronics, 3eTI August 2015
4 DNP3 Packet Inspection Content Configuration Through the network management interface authorized users can quickly configure, modify, and manage the security controls in a manner consistent with the operational state. During a maintenance period the rules can be made more permissive to allow new actions and configurations to be deployed, and then made more restrictive again for regular operations.
