2 Secretary CPCC, AMU, Aligarh , on behalf of Central Purchase Committee for Computers, AMU, Aligarh invites tender applications from the OEM/reputed firms who have been authorized by the OEM of thin Client Computing Solutions, as per eligibility criteria defined in Compliance-Sheet (Annexure-1), for procurement of Thin Client Solution, using a Two-bid system (Technical Bid and ). Technical Bid and must be submitted in separate sealed envelopes. The envelope cover in each case should be superscribed with Technical Bid for Thin Client Computing Solutions and for Thin Client Computing Solutions respectively. Bidder's name and address should also be superscribed on each envelope. These two envelopes enclosed with the compliance-sheet questionnaire (Annexure-1), duly answered with documentary evidences, should be put in another sealed envelope and superscribed with Bid for Thin Client Computing Solutions Tender Ref. NIT/AMU/CPCC- 01/ThinClient/ of AMU along with Bidder's name and address. This sealed envelope should be submitted to The Secretary CPCC, Computer Centre, A.M.U. Aligarh (U.P.), India at the earliest. Please note that deadline for submission of Bids is 9.45 AM on 18th June A. Services Required B. Scope of Services C. Delivery Schedule D. Application Method Thin Client Solution for the different places in the Campus, Technical Specification is provided in Annexure-1 The proposed Thin Client Solution is required to be installed at different Places in the Campus of Aligarh Muslim University Aligarh INDIA. This includes supply, installation, commissioning with 5 Years of comprehensive onsite support. Thin Client should be successfully commissioned, within, 2 weeks from the date of delivery of purchase order to the supplier. 1. Non-compliance with any eligibility criteria listed in Annexure-1 2. Non-production of test report as specified in Annexure-5 3. Failure to provide successful Live Demo of the Proposed Thin Client to the technical Assessment Committee on the date of Technical Bid Opening. Interested and eligible bidders should apply with point-wise response to the entire document with full details, along-with supporting documents, EMD. Calendar of Events G. Selection Criteria Tender Issue Date 23rd May 2015 Submission Date & Time 18th June 2015 (upto AM) Bid Opening Schedule: Technical Bid Opening - 18th June 2015 at AM Technical Assessment - 18th June AM to 3.30 PM Result of Technical Assessment - 18th June 2015 at 4.00 PM Opening - 18th June 2015 at 4:30 PM Bid Opening Venue: Conference Room, Computer Centre, A.M.U., Aligarh (U.P.), India Pre-Qualification and Technical Bid Assessment: Pre-qualified bids (vetted through Compliance Sheet: Annexure-1), will be technically evaluated using performance test report supplied by the bidders as per Annexure-5 and evaluation of the solution demonstrated by the bidders. It is therefore mandatory for all the bidders to come prepared for physical demonstration of their thin client models proposed by them in their respective technical bids. A Live Demonstration of the proposed thin clients will be required from all the bidders, immediately after technical bid opening. Duly constituted technical committee will examine the technical demonstration of the proposed thin clients (as a part of technical bid assessment), prior to price bid opening. Assessment: Price-bids of all those bidders, who are technically disqualified will not be opened at all. The same will be returned back to them at the time of price-bid opening (on 18-June-2015 at the same venue i.e. conference room of Computer Centre, AMU Aligarh). All the bidders must required to attend the bid opening events with Thin Client Demo Unit at their own expenses. No separate intimation will be sent to anyone. H. Final Decision Making Authority Final decision will be made by the committee, after thoroughly examining both technical as well as price bids opened. AMU reserves the right to accept or reject any application, any deviation and/or to annul the Tender process and reject all application at any time, without thereby incurring any liability to the affected applicants or specifying the grounds for the action. The decision of the purchase committee will be final and binding to all applicants. I. Disclaimer 1. 17 SUPPLY OF Thin Client TO AMU, ALIGARH ON CPCC-RATE CONTRACT BASIS NIT(Notice Inviting Tender) No. NIT/AMU/CPCC-01/ThinClient/ Dated: Terms and Conditions 1. The items required to be delivered, verified, tested and installed at the end-user departments, in presence of assigned staff of Computer Centre. 2. The rate of discounts, sales tax, services tax or any other type of tax should clearly be mentioned however the quoted price shall be inclusive of all the Taxes (landed price). 3. Validity of the quotation should be at least for 6-months, from the date of approval of the rate contract. 4. The items shall be supplied to AMU within two weeks of the issue of purchase order. 5. The Aligarh Muslim University agrees to make 80% of the payment (against part bill) after successful supply, installation and commissioning of the items. Balance 20% of the payment will be processed after 60 days of satisfactory performance report, issued jointly by the supplier and end-user department against the remaining part-bill. 6. All items should be under 3 years comprehensive on-site warranty. Supplier, in addition to original equipment manufacturer shall also be responsible to extend the warranty to end-users in AMU. 7. Performance Bank 10% of total order value may be required by the University. 8. The University has the right to accept the rates of some or all of the items required. AMU reserves the right to reject quotations which are incomplete / incorrect / unclear / not accompanied by EMD / not accompanied with other mandatory enclosures. 9. The University reserves the right to reject any or all of the quotations without assigning any reason(s). 10. True copies of currently valid authorization letters, from respective OEMs in favour of the firm to quote, supply install and commission and support of warranty be provided. 11. Ink Signed OEM s certificate to the effect that it takes the responsibility if the supplier firm becomes blacklisted/bankrupt/non-existent. 12. Any other terms and conditions articulated by CPCC, at the time of placing the PO. 13. Rs. 1,00,000 against NIT should be deposited along with quotations, in the form of DD/Cheque, in favour of Finance Officer, AMU, Aligarh. In case of unsuccessful bid the EMD after necessary deduction of draft charges will be returned. However, vendors registered with NSIC(National Small Industries Corporation) and enclosing attested copy of certificate of registration with NSIC (valid for at least 6-months from tender opening date)with quotations, would be exempted from payment of EMD. 14. All successful bidders should be registered as an approved contractor/supplier with the Aligarh Muslim University. A copy of valid certificate of vendor registration (issued by Central Purchase Office, A.M.U. Aligarh), should be enclosed along with quotations. 15. The EMD is based on expected purchases in the current financial year; however, its amount will have no bearing on the eventual supply of number of items on rate contract basis during the validity period. 16. Arrangement of all the documents related to taxation and road permits shall be the sole responsibility of the firm. 17. The original brochures of the quoted items should be attached. 18. All enclosures should be signed (with date and seal) by the bidding firm. 19. In addition to official landline phone/fax numbers, two mobile telephone numbers (including the mobile number of Chief Executive Officer of the bidding firm) and ids for communication, should be specifically provided, as per Annexure A declaration is to be signed by the bidding firm, as per Annexure Annexure-3 (the compliance sheet general) should be duly filled, signed and stamped is to be submitted along with documentary evidences as applicable. 22. Monthly Progress Reports (containing factual month-end status of all the purchase orders placed by AMU on the successful bidder), will have to be submitted to Secretary CPCC (secretary.cpcc@amu.ac.in) at AMU, on the last working day of each month, duly signed and stamped by NIT/AMU/CPCC-01/ThinClient/ dated Page 17

18 authorized signatory of the bidding firm. These monthly reports will be printed on letter head of the bidder, as per the formats prescribed by CPCC, from time to time. 23. Providing any false/wrong information (including supply of wrong contact information, leading to loss of communication) will be treated as the breach of contract. 24. Annexure-1, Annexure-2, Annexure-3 are the part Technical Bid, however Annexure-5 will be filled by the user in the presence of the bidder, after successful testing of the Thin Client on the parameter specified in Annexure-4, Performance of Annexure-4 will determine the bidder to qualify for commercial bid opening.
