2 NOTICE INVITING TENDER 1. ITI invites tender from Bidders- Authorized System Integrator/Channel Partners/Suppliers of the OEM for Supply &installation ofserver storage and Desktop at ITI Data Center Bengaluru as per the bill of material given in in Annexure II to the tender document with detailed Technical Specifications. Bidders should provide the Authorization Letter (MAF) from OEM. Please note that authorization letter should mention this project name. 2. Important Dates- TBD. 3 ELIGIBILITY CRITERIA FOR BIDDER The Bidder must possess the requisite experience, strength and capabilities in providing the services necessary to meet the requirements as described. Keeping in view the complexity & volume of the work involved, the following criteria are prescribed as pre- qualification criteria for Bidder interested in undertaking the project. The Bidder must also possess the technical know-how and the financial where withal that would be required to successfully Completion of the Data Centre within a time. The bids must be complete in all respect and should cover the entire scope of work as stipulated in the tender document. The invitation to bid is open to all Bidders who qualify the eligibility criteria as given below: Eligibility Criteria- OEM/Bidder Eligibility for the Issue of Tender Document Documents to be submitted along with the application for Issue of Tender Document. Tender should be submitted in two parts, Part I (Technical Bid) & Part II (Financial Bid). Envelope of Part I,should be super-scribed as Tender for Supply and Installation of Rack servers Storage and Desktops Part ITechnical Bid and Envelope of Part II should be super-scribed as Tender for Supply and Installation of Rack servers Storage and Desktops Par, Part II Financial Bid 1. Bidder should be OEM or authorized by OEM Bidder should be authorized by OEM to participate in the Bid. And authorization from OEM should mention this Tender Name. 2. The Bidder (prime) should be a Company registered Under the Companies Act, 1956 since last six plus years ending 31st March Bidder should have anoffice in Bengaluru. 4. Only Private Limited companies shall bid for the project. No proprietorship-based companies are allowed to bid. 5. Relevant Experience The tenderer should have a minimum 03 (three) years of experience for supply &successful Installation of goods of similar specifications. 6. Company bidding must be registered with E.S.I & PF. Valid Copy of current year Credentials to be attached. 7. Minimum turnover for company Bidder should have annualized average financial turnover of at least INR (Indian Rupees) 15 Crores. During last three years ending 31st March of previous financial year. As a proof of financial turnover, copy of abridged Balance Sheets along with Profit and Loss account of Bidder for last three years should be submitted. 8. At least 02 (two) latest satisfactory datacenterinstallation reports For Rack servers, storage and desktop must be enclosed with the technical bid 9. ISO 9001: 2015 Certification Bidder should be ISO 9001:2015 certified. Valid Copy of current year to be attached. 10. OEM shall have consistent presence in India for at least 10 years. 4 11. All Components offered, shall be from same OEM. No third-party alliances or partnerships would be accepted. 12. Products from OEM should have successfully implemented and running in at least 5 Data centers in India. 13. OEM/Bidder has to present the detail design description along with project planning. 14. OEM has make sure that s Supply of materials as per the given timelines. 15. OEM for server, Storage solution should be listed in the Leaders Quadrant of the latest Gartner Report. The certificate copy needs to be enclosed in the technical bid. 16. The bidder should submit proof for having successfully carried out and completed Datacenter Implementations (including supply & Installation of Servers, Storage & Backup) at any Datacenters in India, in the previous 3 years period of value not less than Rs.5 Cores. Documentary evidence in form of purchase order and completion certificate to be provided.. Bidder s Support Assurance: - The bidders has to assure the following towards the support of the Servers, Storage & Desktops: a) Products shall be covered under replacement warranty for 5 years. b) OEM Should comply 5 Years Product, Part support and for any kind of software upgradation c) Bidder should provide a resident Engineer for the support at the implementation stage and documentation part. d) Once successful evaluation of the bidder is completed. They must present the solution to customer along with the technical presentation & BOQ. e) Solution execution responsibility lies with the bidder/si. And project shall be completed as per the BOQ. f) The project consists of multiple phases. This being the phase I, The same bidder shall consider for phase II & III based on Phase I implementation and support. g) The Project details has to be cover in Built documents and has to be submitted h) Validity of the bid 180 days from the date of submission of quotation/tender i) Signed & stamped guarantee / warranty declaration certificate must be enclosed with the technical bid in prescribed format as attached as Annexure IV K) The tenderer should not have been debarred or blacklisted by any Central / State Government Departments of India. An affidavit to that effect on Non-Judicial stamp paper of Rs.10/- duly notarized must be enclosed with the technical bid in prescribed format. The proforma of the affidavitis attached with the tender as Annexure III L) Bidder should take into account any corrigendum published on the tender document before submitting their bids. M) After evaluation of technical bid, the technically successful tenderer shall be intimated to witness the opening of their financial bids, through only whereby they will be intimated date, time, place and venue for opening of financial bid. 11 Specification for Storage Item Controllers Max Drives Back and front ports Specification Dual Active-Active controllers. The system should be able to scale to additional pair of controllers without any controller replacement. With memory of >= 64 GB per controller. The storage subsystem should scale to a minimum of 200+ drives with 2.5" or 3.5" drives, using SSD, SAS or NL-SAS drives. There should not be any limitation in scalability based on the drive size. Should support multi-protocol features of FC, iscsi& SAS. The storage array should support 1-1, 1- Many, many-1, 2-way, 3-Way replication without any additional appliance The storage should be configured with snapshots/clones. If the licensing is per TB, then the license needs to provided for the entire usable capacity of the array New software features should be available with updates till the storage array is under warranty If the license is capacity based, then please mention the cost for license per TB for any upgrades in the future. 12 Performance management Warranty Qualification The Storage should be supplied with enterprise management suite, which can provide live & historical data usage for unlimited period. If any charges gets attracted for the same, it needs to be highlighted in the quote. The management suite is preferred to be hosted in our data center environment only. 5 Years, 24x7, 4 hours response on Hardware & software directly from the OEM. The storage brand proposed should be in leaders quadrant as per latest gartner magic quadrant Specification for Unified Storage Sl.no Storage Specifications OEM needs to be listed in the Leaders Quadrant as per the latest Gartner Report. The copy of report needs to be submitted in the technical bid. Storage system shall support Both Block and File Protocols. It must have dual redundant controllers in active-active mode with automatic fail over to each other in case of failure. File services should not require any extra hardware and must be built in the processor. The proposed solution must be configured with 300TB usable capacity, here 15% of capacity should be configured with SSD Disks (Each SSD size should not exceed 4TB in capacity, RAID 5 (8D+1P)), 30 % of capacity should be configured using 1.8TB 10K RPM SAS disk drives (RAID 5 (8D+1P))and remaining 55 % capacity should be configured with 6TB 7.2K RPM NL-SAS disks (RAID 6 (8D+2P)). Required feature license if any to enable Sub-Lun datatiering across SSD, SAS and NL-SAS tiers must be provided. Proposed Storage shall be scalable to 3PB in future. Storage array shall be configured in No-Single-Point-of-Failure configuration with redundant 4 components and offer Five 9 s of availability. The Storage array shall have end to end 12 Gbps SAS architecture for Backend and Disk 5 connectivity. The array should support block protocols like FC, iscsi and File protocols like CIFS, NFS and 6 SMB. 7 The storage array must support scalability of up to minimum 500 drives. Array should be supplied with at least 128 GB Cache which should be flexibly usable for Read and write operations. All writes must me mirrored across controllers. Array should have capability 8 to extend the system cache by adding high performance solid state disks. This cache should be able to accelerate both read and write IOs. The storage management should show the promotions/utilization of extended cache. The array should be supplied with 4 x 4 lane 12Gb/s SAS ports across storage controllers for 9 back-end connectivity.it should be upgradable to 8 X 4 lanes in future 10 The array must keep write cache persistent during fault conditions The array should be supplied 12 X 16G FC ports and 12 X 10G Ethernet Ports across controllers, Ethernet ports shall support both Block (iscsi) and File (NFS, CIFS) protocols simultaneously. Array should be supplied with one global hot spare disk for every 30 disks of same proposed capacity disks drives and speed. The Storage should have the capability to provide Quality of Service (QoS) for the LUNs/volumes configured in the system to ascertain desired performance level for applications. The Storage array must provide end-to-end data protection using industry standard mechanism such as parity checking, checksum and background disk scrubbing etc. CONTRACTOR S SEAL & SIGN 12

13 The Storage array must provide multiple levels of access control including role-based security and auditing capability. The storage array should support connectivity to current version of OS Platforms like Linux, Windows, VMware etc. The storage array must be configured with required licenses to enable thin provisioning to allow physical allocation of just the storage that is needed or over provisioning of capacity. This license should be configured for entire supported capacity of the array. In the event of unplanned power failure, data in the cache should be safely destaged to the disks to protect data from loss. The storage system should support non-disruptive field replacement capabilities for components like Disk Drives, Disk connections, power supplies, controllers etc. The Storage array should support continuous system monitoring, call-home notification, advanced remote diagnostics and proactive hot sparing to enhance system robustness, availability and reliability.
