Digiworld 2014 Future Networks Wednesday, November 19 th, 2014 Bernard Celli Strategy Director Agence nationale des fréquences (ANFR)
Spectrum and Society/Economy Many sectors rely on access to spectrum Some applications Mobile broadband (4G) 6 new DTT channels in HD Internet of things Sustainable development Smart cities M-Health Connected vehicle The activity of many companies depends on access to spectrum 2
Agence nationale des fréquences (ANFR) Status : public agency, created in ANFR is under the responsibility of the Electronic Communications Ministry. Board : 18 members. All the ministries using radiofrequencies are represented Organization : 310 employees; 5 directions Missions : defined by the Law (French Post and Electronic Communications Code). The ANFR ensures: 1 Bands management 2 Sites management 3 Spectrum control 3
Agenda 4G deployment Future of the UHF band Public safety networks evolution Dynamic spectrum sharing Connected objects and 5G 4
4G deployment ANFR publishes, on a monthly basis, the number of 2G/3G/4G sites that have been authorized and the number of sites declared in service. 4G: more than sites authorized as of November 1 st, 2014 AUTORIZED 4G SITES 5
Agenda 4G deployment Future of the UHF band Public safety networks evolution Dynamic spectrum sharing Connected objects and 5G 6
Lamy s Report The report submitted to the European Commission by Mr. Pascal Lamy draws a roadmap for the UHF band, the future of television and mobile networks: Rejection of every project of primary assignment to mobile services in the MHz band Transfer of the MHz band to the mobile broadband (2 years tolerance) Assessment of the UHF spectrum use Then, regulatory stability for broadcasting services in the MHz band 7
RSPG public consultation DTT WBB Remaining available for DTT in the foreseeable future (2030) Flexibility for MS to use it for WBB downlink Deadline in 2020 or 2022 for MS to reallocate for WBB Cross border coordination to be completed by
700 MHz band in France Statement by the French President of the Republic on Thursday, October 2 nd, 2014 (CSA Conference): Attribution of frequencies in the 700 MHz band by ARCEP in 2015 Imperative timeframe Then, resource guaranteed for audiovisual services 9
Agenda 4G deployment Future of the UHF band Public safety networks evolution Dynamic spectrum sharing Connected objects and 5G 10
Public safety networks evolution Today: essentially voice and low-speed data, especially in the 400 MHz band. New uses (video) : bandwidth requirements Economic players emphasize a need of spectrum in the bands below 1 GHz These evolutions rely on access to radiofrequencies & stakeholders Main issues Identify appropriate quantities of dedicated frequencies Promote the access to harmonized frequencies with a sufficient number of States 11
Agenda 4G deployment Future of the UHF band Public safety networks evolution Dynamic spectrum sharing Connected objects and 5G 12
Dynamic Spectrum Sharing The release of new frequency bands seems more and more complicated and expensive The growth of spectrum needs requires the use of new spectrum management methods. European works on sharing are progressing France is leader in the subject Unlicensed sharing in the ISM bands (800 MHz) and 5 GHz Wi-Fi. Licensed sharing: LSA (Licensed Shared Access) 13
