3 1 Scope This document specifies SPI PowerNet s minimum requirements for the non-contestable Interface Works at Deer Park Terminal Station (DPTS). The Transmission Network Service Provider (TNSP) responsible for the DPTS contestable works must comply with the requirements specified in this document. Abbreviations DPTS GTS KTS OFC OPGW QOSM SCADA TNSP Deer Park Terminal Station Geelong Terminal Station Keilor Terminal Station Optical Fibre Cable Optical Ground Wire Quality of Supply Meter Supervisory Control and Data Acquisition Transmission Network Service Provider 2 Deer Park Terminal Station 2.1 Access SPI PowerNet requires 24 hour access to its equipment installed within DPTS. To facilitate access, the TNSP shall supply to SPI PowerNet the required access keys for the DPTS control room and main security gate. 2.2 Lighting The DPTS lighting shall provide adequate illumination to enable personnel to; Safely walk around buildings and the switchyard; Within all rooms, corridors, entrances and stairways in a building: o Perform normal inspection, operation, installation, testing and modification work; and o Perform testing and modification work on any secondary panel without the need for additional lighting. Emergency lighting shall be provided in buildings that require safe entry, passage and exits during an AC lighting power supply failure. A minimum of 25 lux shall be provided in the event of sustained loss of AC power supply to the normal lighting system. 3 DPTS Control Room 3.1 SPI PowerNet Cubicles SPI PowerNet will supply and install eleven (11) pre-wired and tested, free-standing, 19 inch rack cubicles in the DPTS control room. These cubicles are suitable for either top or bottom entry of cables. SPI PowerNet requirements for DPTS Interface works Page 3 of 14

4 The TNSP shall provide sufficient space within the DPTS control room for SPI PowerNet to install these cubicles and space for an additional three (3) cubicles for future expansion. The arrangement of these cubicles, their associated dimensions and the required front and rear access space requirements are shown in Appendix-1. The estimated maximum weight of each cubicle fully fitted out is 250 kg. Cubicle 1 will contain SDH communication equipment for X protection Cubicle 2 will contain PDH communication equipment for X protection Cubicle 3 will contain SDH communication equipment for Y protection Cubicle 4 will contain the PDH communication equipment for Y protection Cubicle 5 will contain the 48V DC Communications A Battery monitoring and isolation Cubicle 6 will contain the 48V Communications A DC distribution Cubicle 7 will contain the 48V DC Communications B Battery monitoring and isolation Cubicle 8 will contain the 48V Communications B DC distribution Cubicle 9 will contain the Communications A Battery charger Cubicle 10 will contain the Communications B Battery charger Cubicle 11 will contain the MAR/TPS equipment Cubicle 9 and Cubicle 10 need to be located just outside of the 48V DC battery room to maintain a close distance. Details of the proposed cubicles arrangement in the control room shall be provided to SPI PowerNet for review. SPI PowerNet will be responsible for installing and commissioning these eleven cubicles within the DPTS control room and for earthing them to the control room earth bar. 3.2 SPI PowerNet Fibre Termination Box s SPI PowerNet will be responsible for supplying, installing and commissioning of Four (4) Fibre termination wall mounted boxes in the DPTS control room and for earthing it to the control room earth bar. Each box size: 410 (w) x 330 (h) x 150 (d) 3.3 SPI PowerNet Cable Termination Box SPI PowerNet will be responsible for supplying, installing and commissioning of a Cable termination wall mounted box in the DPTS control room and for earthing it to the control room earth bar. Box size: 600 (w) x 600 (h) x 200 (d) 3.4 SPI PowerNet 48V DC Battery Room TNSP shall provide separate rooms to accommodate the 48V DC Communications A Battery Bank and the 48V DC Communications B Battery Bank within the DPTS control room. Please refer Appendix-2 for detail specification for the 48V DC battery room. 3.5 Environmental Conditions The control room internal environment shall not exceed an ambient temperature range C It shall provide a weatherproof, dust free, low electrical interference environment suitable for satisfactory operation of protection, control and communication equipment. 5 3.6 TNSP/SPI PowerNet Secondary Systems Interface The interface points for the 220kV line Digital Current Differential Protection listed below will be at the fibre patch box (Owned by SPI PowerNet). There are four current differential protections: a) KTS Line X and Y protection; and b) GTS Line X and Y protection kV CB Trip Conditions from SPI PowerNet The following SPI PowerNet initiated conditions shall trip the DPTS 220kV CB s on GTS and KTS lines: 1. X CB Fail remote trip receive from KTS 2. Y CB Fail remote trip receive from KTS 3. X CB Fail remote trip receive from GTS 4. Y CB Fail remote trip receive from GTS These CB trip conditions will be provided via 220kV line Current Differential protection relays at KTS and GTS to relays at DPTS. TNSP shall supply, install and terminate the cable required to enable tripping of the 220kV CB s at DPTS. SPI PowerNet requirements for DPTS Interface works Page 5 of 14

6 4 DPTS Switchyard 4.1 TNSP/SPI PowerNet Primary Works Interface Figure 1: Proposed layout for DPTS Point AA The physical interface point between the GTS DPTS 220kV Line and DPTS, making up the connection point AA are shown in Figure 1 & 2. Figure 2 shows point 3 for the electrical connection and point 2 for the mechanical connection on the GTS-DPTS line. Point BB The physical interface point between the KTS DPTS 220kV Line and DPTS, making up the connection point BB are shown in Figure 1 & 2. Figure 2 shows point 6 for the electrical connection and point 5 for the mechanical connection on the KTS-DPTS line. 7 4.2 Ground Wire Interfaces The physical interface point between the ground wire for the DPTS GTS 220 kv Line and DPTS is shown in Figure 2. Figure 2 shows point 1 on the GTS-DPTS line. The interface point between the ground wire for DPTS KTS 220 kv Line and DPTS is shown in Figure 2. Figure 2 shows point 4 on the DPTS-KTS line. 4.3 Earth Grid Interfaces SPI PowerNet will not directly connect (in ground) the earth grid of SPI PowerNet s transmission towers to the earth grid for DPTS. 5 AC Supplies V AC supply to SPI PowerNet TNSP shall supply and install two cables for two (2) three phase 415V AC, 50 Hz, 32 Amp with MCB s protected supplies from the DPTS Station Service AC Supplies panel to SPI PowerNet cable termination cubicle. MCB shall be 63 Amp, C60H or equivalent with type D curve. AC supplies shall come from AC changeover board supplied from two independent sources. TNSP shall terminate the cables at both ends. 5.2 DPTS Station Service Supply Fail Monitoring The TNSP shall supply and install an appropriate auxiliary relay to monitor the presence of the 415V AC supply from the DPTS station service supply transformer to the station service supplies panel. If the auxiliary relay senses a loss of AC supply to the station service supplies panel then it shall signal an alarm condition to SPI PowerNet. The TNSP shall supply, install and terminate the cable required to provide this alarm condition to the SPI PowerNet control centre (TOC). 6 DC Supplies V DC Supply SPI PowerNet shall supply and install duplicate A and B 48V DC supplies including duplicate battery banks, duplicate battery chargers, duplicate monitoring schemes and duplicate DC distribution boards. Alarms from the 48V DC monitoring system will be connected via DNP3 Serial/IP over fibre to the fibre termination boxes (SPI PowerNet owned). The TNSP will connect fibre/copper to the RTU (owned by TNSP) to transfer these alarms via DNP3 Serial/IP kV Rack structure TNSP shall supply and install following structural and electrical items on rack structure: Structural/Mechanical Three phase conductor and groundwire connection plates to fit SPI PowerNet 220kV line hardware. Groundwire attachment heights must provide shielding coverage of phase wires, SPI PowerNet to provide design requirements. 8 Latch ways vertical fall arrest system and horizontal walkway/platforms (if access to structure is supplied). SPI PowerNet to review and approve the structure design parameters, computations and detailed drawings prior to construction. Electrical Phase to phase and phase to earth clearances SPI PowerNet to provide minimum acceptable clearances TNSP to design to comply with these clearances 220kV line terminations structure shall be of suitable height to ensure appropriate electrical safety clearances as per AS/NZS 7000 and AS2067 SPI PowerNet to review and approve 220kV line clearances within the section and plan drawings prior to construction kV System Protection 8.1 TNSP Proposed Protection Arrangement SPI PowerNet shall specify the 220kV line protection relays so that they match with the remote ends on the 220kV lines (GTS and KTS). Details of the proposed protection arrangements for the 220kV lines (KTS and GTS) and other 220kV system shall be provided to SPI PowerNet by TNSP to enable SPI PowerNet to comment. The details provided shall include: A single line diagram showing all the protection & control schemes and the physical location of all plant items. Details of the plant items including transformer vector group, transformer tapping range and transformer impedance. Details of the proposed protection relays including types, enabled functions and manufacturers part numbers. AC and DC schematics/wiring schematics for the 220 kv system protection schemes. Details describing the interaction of the various protection and control schemes. Details of all settings for 220 kv protection schemes. 8.2 TNSP Protection Alarms The TNSP shall provide 220kV CB Prot Trip alarms for all 220kV CB s on 220kV lines (GTS and KTS) from all protection schemes that trip the 220kV line CB s. The TNSP shall provide DPTS Protection Relay Fail alarms from all 220kV line protection relays at DPTS. 8.3 SPI PowerNet Proposed Protection Arrangement A single line diagram of the proposed SPI PowerNet protection arrangement at GTS and KTS is included in Appendix-3. 9 Responsibilities 9.1 SPI PowerNet Responsibilities SPI PowerNet will be responsible for: SPI PowerNet requirements for DPTS Interface works Page 8 of 14

9 Works as agreed in the AEMO PCR and PFR documents issued for Non-contestable works. Termination of the incoming 220kV lines to the TNSP s 220kV line gantry in the DPTS switchyard. Supply and installation of the communication cubicles in the DPTS control room. Supply and installation of Four Fibre Optic cable termination wall boxes in the DPTS control room. Supply and installation of interface cable termination wall box in the DPTS control room. Installation, termination, testing and commissioning of the Fibre optic cable from the first 220kV tower where the 220kV line enters or exit in the DPTS switchyard to the Fibre optic cable termination wall box in the DPTS control room. Installation, termination and testing of all Fibre optic patch leads between the Fibre optic cable termination wall box and the communication cubicles (owned by SPI PowerNet). Supply and installation of 48V DC duplicated battery system in the DPTS control room. The 220kV line protection relay settings for each relay at DPTS. 9.2 TNSP Responsibilities The TNSP will be responsible for: The supply and installation of an appropriate 220kV line gantry in the DPTS switchyard. Installation of droppers (including all associated fittings) from the incoming SPI PowerNet 220kV line to the line side palms of the 220kV line ROI and earth switch. Supply and installation of AC supplies cables from the DPTS AC distribution cubicle to the SPI PowerNet Interface cable Terminal box. This shall include termination of the cables at both ends. Installation, termination, testing and commissioning of fibre cable from the 220kV line protection relays to the fibre patch box (owned by SPI PowerNet) Supply and installation of two communications cable conduits from the first 220kV line entry tower and two communication conduits from the first 220kV line exit tower to the DPTS control room. Providing all electrical parameter and SCADA information to meet AEMO requirements through serial communications link (DNP3). A list of the SCADA points will be provided during the detail design phase. 10 Communication System 10.1 Fibre Optic Communications Communications for protection signalling between the DPTS-KTS and between DPTS-GTS will be via OPGW that runs directly between DPTS-KTS-GTS. The connection between the first 220kV line tower where the DPTS-GTS and DPTS-KTS 220 kv line terminates and the DPTS control room will be supplied and installed by SPI PowerNet. The TNSP shall be responsible for the supply and installation of underground conduits between the first 220kV line tower from where the DPTS-KTS and DPTS-GTS 220 kv lines connects to the 220kV gantries at DPTS and the DPTS control room during site civil works. The conduit (orange) shall have an outside diameter of 100mm and be buried at a depth of at least 600mm below the finished ground surface level. The conduits is to be installed from the base of the line tower to a suitable entry point to the DPTS control room to the location of the Fibre Optic termination wall box (owned by SPI PowerNet). At each end of the conduit 2 x 45 degree bend sections are to be connected in series to provide smooth 90 degree bends. The TNSP shall provide a pull-through draw cord (6mm diameter nylon rope - colour coded yellow/blue) in the conduit to enable SPI PowerNet to pull through of the fibre optic cable. In the case of a control room with a suspended floor, it is preferable that the conduit run to a position directly below the SPI PowerNet Fibre Optic termination wall box. If this is not possible and the conduit emerges at some other position under the control room, the TNSP shall provide an appropriate cable support system (cable tray or similar) under the control room floor to a position directly below the SPI PowerNet Fibre Optic termination wall box. 10 If the control room design is such that cables must enter the SPI PowerNet cubicles from overhead then the TNSP shall provide an appropriate entry point and cable support system (cable tray or similar) from the point of entry of the conduit into the control room. 11 SPI PowerNet SCADA Requirement The TNSP will be responsible for providing all electrical parameter and SCADA information as required by AEMO to SPI PowerNet via a DNP3.0 communications link. SPI PowerNet will provide the list of all the points required to the TNSP during the detail design phase. SPI PowerNet requirements for DPTS Interface works Page 10 of 14

12 13 Appendix-2 48V DC Battery Rooms Requirements General The design of the battery room(s) shall comply with AS and AS A 2 hour fire rating is required for all walls (internal and external), doors (internal and external) and the ceiling/roof. An acid resistant floor covering and spill containment provisions are required for the battery rooms. The floor shall drain to small sump. Eye wash units shall be provided for each battery room and connected to the water supply. Portable eye wash units are not acceptable due to high maintenance cost. Battery rooms shall have non aspirating and intrinsically safe smoke detection incorporated in the fire alarm system All doors shall open away from the room and be fitted with crash bars. Ventilation Batteries must be installed in a room with sufficient ventilation to maintain levels of gas to safety standards as specified in Australian Standards.Refer to AS & AS Lighting Luminaires for battery rooms shall comply with AS Circuits shall be switched from switches mounted outside battery room. The lighting must achieve a minimum of 160lux in each battery room. Battery Room Dimensions 48V DC Communications A Battery Room: Minimum dimensions 2500mm (d) x 2500mm (w) 48V DC Communications B Battery Room: Minimum dimensions 2500mm (d) x 2500mm (w) Battery room(s) shall have 900mm wide entry door.
