6 GLOSSARY Terminology related to the terms used in the info platform (D7, D5 and D8) Term Abbrev. Short description Accreditation The whole procedure (contractual and technical) to be successfully fulfilled by a Service Provider in order that its technical system could be accepted on a toll domain and that the TC entrusts the SP with the toll collection and the invoicing process to the EETS User. When the Accreditation is successfully completed, the Service Provider is accredited in the relevant toll domain. Central System CS General term for the back-office systems of the TC and the SP/EP. Certificate An EETS Provider s or its representative s official written statement that its interoperability constituents comply with the associated specified (technical) requirements. Cluster A cluster of ETC 1 toll domains is a set of toll domains, interconnected or not, which feature the same or very similar ETC toll collection context(s) in a contractual framework like Memorandum Of Understanding or any other agreement between the toll domain representatives, i.e. the Toll Chargers. This agreement specifies the rules regarding interoperability and its management within that cluster of ETC toll domains; it includes references to mutually agreed and shared detailed contractual, procedural and operational documentation as well functional and technical specifications (particularly, interfaces for OBU // RSE and for Toll Charger // Service Provider central systems). A cluster of toll domains may have a unique representative for some common subjects. Relationship between toll domains and Service Providers are fixed by bilateral contracts. Common validity periods of bilateral contracts with a given Service Provider allow the interoperability for the global cluster. Conciliation Body A body designated or established by a Member State with at least one EETS domain within its territory, that facilitates mediation between Toll Chargers and EETS Providers. 1 ETC stands for Electronic Toll Collection: electronic collection of tolls or road-usage fees on road networks falling under the scope of Directive 2004/52/EC/EC. Short description Conformity to specifications For assessing interoperability constituents conformity the manufacturer or his authorised representative shall choose the procedures from among the modules listed in Decision 768/2008/EC, see Annex IV of the EETS Decision. EETS Domain EETS domain statement A Toll Domain (see specific term) falling into the EETS coverage A document developed and maintained by a Toll Charger (or cluster of Toll Chargers) setting out the general conditions for EETS Providers for accessing the toll domain(s). There is an obligation by the EETS Decision for each Toll Charger, falling under the scope of EETS, to publish such a document. EETS Provider EP A legal entity fulfilling the requirements of Art 3 and registered in a Member State where it is established, which grants access to EETS to an EETS User (see Art 2 b of the EETS Decision). EETS User Physical or legal person who subscribes a contract with a Service Provider or EETS Provider in order to have access to EETS compliant services (see Art 2 c of the EETS Decision). European Electronic Toll Service EETS The abbreviation EETS stands for European Electronic Toll Service. It is a service that enables the payment of tolls with a single contract with a single EETS Provider and just one On-Board Unit throughout the European Union. Interface A shared boundary across which separate components of a system exchange information. Interoperability constituents Any elementary component, group of components, subassembly or complete assembly of equipment incorporated or intended to be incorporated into EETS upon which the interoperability of the service depends directly or indirectly, including both tangible objects and intangible objects such as software (see Art 2 d of the EETS Decision). Examples of interoperability constituents are on-board equipment (including connected back office systems), roadside equipment (including charging beacons, localization augmentation beacons and enforcement devices), EETS Providers and Toll Chargers back-office data exchange systems. All functions shall be performed by existing EETS stakeholders. The functions shall be assigned to either one of two clusters: Interoperability management of the EETS regulatory and technical framework (covers all functions on a European level that enable the design and the implementation of EETS services) Interoperability management of EETS operation (covers all functions on bilateral basis between Toll Chargers and EETS Provider or between Toll Chargers or Toll Charger clusters to operate interoperable EETS domains) Notified Body A body notified in relation to Directive 2004/52/EC/EC and Decision 2009/750/EC/EC that is entitled to assess EETS interoperability constituents technical and operational functional compliance. For example, Notified Bodies may intervene to assess the conformity to specifications and/or suitability for use of EETS interoperability constituents. A coordination group of the notified bodies for EETS (the NB-EETS Coordination Group) has been set up by the European Commission to closely cooperate with a view to coordinating their activities. On-Board Equipment OBE 3 The complete set of hardware and software components required for providing EETS compliant services which is installed in a vehicle in order to collect, store, process and remotely receive/transmit data (see Art 2 e of the EETS Decision). Regional European Electronic Toll Service REETS-TEN The REETS-TEN project aims at deploying EETS compliant services in a cross-border regional project. The REETS-TEN shall cover the toll network of 7 Member States (Austria, Denmark, France, Germany, Italy, Poland and Spain) and Switzerland. Short description Roadside Equipment RSE Fixed or mobile roadside equipment used for charging (in DSRC-based toll systems), compliance checking (e.g. enforcement devices) or localisation augmentation (in GNSSbased toll systems, where applicable). Security Policy A set of requirements and applicable counter measures specified by the party responsible for the security in a system exposed to threats. These counter measures are based upon a risk analysis of the system in order to protect those data exposed to threats in the relationships between TC and SP. Service Provider SP Company or entity offering the services of an EETS Provider, but not necessarily formally being registered as an EETS Provider. Since the REETS-TEN project shall facilitate the transition to EETS, it is recommended to generally use Service Provider (SP), except if EETS Provider shall be explicitly addressed (e.g. in the context of registration). Service User SU Physical or legal person who subscribes a contract with a Service Provider in order to have access to EETS compliant services. Suitability for use Tariff class Suitability for use concerns the in-service performance of interoperability constituents for end-to-end operations. This process is performed by the EETS Providers in cooperation with the Toll Chargers and with respect to the Toll Chargers requirements defined for their toll domain(s). It aims at validating the end-to-end processes and performance requirements. The set of vehicles treated similarly by a Toll Charger (see Art 2 g of the EETS Decision). Technical accreditation The technical aspects of the accreditation of an already registered EETS Provider in individual toll domains under responsibility of a Toll Charger (or a cluster of Toll Chargers). Technical requirements for registration Requirements defined by the Member State responsible for the registration to check against Article 3b of the EETS Decision. Toll A charge, tax or duty levied in relation with circulating a vehicle in a toll domain (see Art 2 j of the EETS Decision). REETS- Activity V 1.0 Page 9 of 58

Toll domain independent specifications 4 Technical specifications for interoperability constituents that are defined by technical standards or other regulations or specifications independently from individual toll domain requirements. Toll domain specific specifications 2 Technical specifications for interoperability constituents that comprise requirements that are specific to the needs of the specific toll domain. Toll Regime Decision 2009/750/EC/EU: the set of rules, including enforcement rules, governing the collection of toll in a toll domain. Vehicle classification parameters The vehicle related information according to which tolls are calculated based on the Toll Context Data (see Art 2 q of the EETS Decision). 4 This term has been introduced in Activity 2 to describe the current status of the assessment of conformity to specifications in some toll domains that differentiate between conformity to toll domain independent and conformity to toll domain specific specifications. The current definition is rather high-level. A more thorough understanding of this term would be beneficial for further harmonizing the procedures governing the technical requirements for registration (conformity to toll domain independent specifications) and the technical accreditation (conformity to toll domain specific specifications). It will be the point that will receive and manage all the submitted re-quests and in addition will provide the tab of the Frequently Asked Questions (FAQ). Comprehensive information sharing resource platform, providing up-to-date information on REETS/ EETS through a single point of access on the Internet. This platform will contribute to the exchange of best practice and dissemination of up-to-date information on EETS among professional stakeholders. 13 1 REETS Activities structure: a brief description The REETS-TEN project (in short: the REETS project) is the sole EU project in the EETS area with the direct or indirect participation of all the stakeholders (States, Toll Chargers, EETS providers, technology providers - manufacturers, NoBos, others). Its results will facilitate the policy makers and the industrial stakeholders to examine how and under which conditions an EETS or various harmonized REETS may be built in the different EU regions. The project covers the geographic region of 7 REETS states (as a part of the 28 EETS states). Of course during this period the results of the project will be used mainly by the States and the EU Institutions. The first analysis phase of the project (Activity Activities 1-4) ended in September It built the necessary studies to be used by the states and the stakeholders (mainly TCs and SPs) in order to facilitate their decision making when examining how and under which circumstances they could develop various REETS in the different EU regions. The second deployment phase of the project (Activity Activities 5-8) sets up the necessary structures for: - The definition of effective interoperability management processes and methods - Establishing an efficient information platform for the member states, the EC, the stakeholders and the general public - The monitoring of the phased deployments of REETS/EETS cross border pilots in various EU regions. 1.1 REETS Interoperability Management-Info Platform Decision 2009/750 describes the provisions regarding European Electronic Tolling Service (EETS). A key EETS element in the provisions of the Decision is article 19, describing the National Registers in each member state. The National Registers are the basic keys towards the establishment of an EETS in EU. They include in principle all the information related to the tolling developments in each country and, more specifically, of the Toll Chargers, the Service Providers, the Conciliation Bodies, etc Decision 2009/750: Art Registers: for the purposes of the implementation of this Decision (2009/750), each Member State shall keep a national electronic register of the following: a) The EETS domains within their territory, including information relating to: o the corresponding Toll Chargers, o the tolling technologies employed, REETS- Activity V 1.0 Page 13 of 58

14 o o o the Toll Context Data, the EETS domain statement, the EETS Providers having EETS contracts with the Toll Chargers active in their area of competence. A Member State shall enter modifications to the Toll Chargers register, including where applicable the date of their entry into force, immediately after these modifications have been adopted, taking into account Annex VI (3) and (4); b) The EETS Providers to whom it has granted registration according to Article 3. Unless otherwise specified, Member States shall verify at least once a year that requirements (a), (d), (e) and (f) in Article 3 and Article 4(2) are still met and update the register accordingly. The register shall also contain the conclusions of the audit foreseen in Article 3(e). A Member State shall not be held liable for the actions of the EETS Providers mentioned in its register. 2. Member States shall take all necessary measures to ensure that all the data contained in the national electronic register is kept up-to-date and is accurate. 3. The registers shall be electronically accessible to the public. 4. These registers shall be available within 9 months of the entry into force of this Decision. 5. The Member States authorities in charge of the registers shall communicate by electronic means to their counterparts in the other Member States and the Commission the registers of EETS domains and EETS Providers at the end of each calendar year. Any inconsistencies with the situation in a Member State shall be brought to the attention of the Member State of registration and of the Commission. Based on this article 19 of the Decision: The member states authorities in charge of the registers are obliged to communicate by electronic means to their counterparts in the other Member States and the Commission the registers of EETS domains and EETS Providers at the end of each calendar year. Any in-consistencies with the situation in a Member State shall be brought to the attention of the Member State of registration and of the Commission. The relevant information shall be electronically accessible to the public. Based on the above article of the Decision, there are clear obligations for the member states and the EETS stakeholders. At the end of each calendar year each member state s authority is obliged to communicate to the counterparts in the other 27 Member States and to the Commission detailed information regarding the registers of EETS domains, EETS Providers and the other stakeholders. Any inconsistencies with the situation in a Member State shall be brought to the attention of the Member State of registration and of the Commission while keeping informed all the other states and stakeholders. In parallel each state is obliged to safeguard that such relevant information shall be open and electronically accessible to the public that will need to follow 28 different information corridors. 15 Logically, such a procedure needed strong coordinating structures functioning under the auspices of the EC. However, this kind of EETS information chain did not meet all the needs of the EETS market. In particular, even though the established procedure satisfied the inter-institutional needs at EU level, it was not enough to ensure a proper information and a proper market-led access to all the stakeholders in the EETS field. As the absence of a reliable and functioning information system became a key issue in the EETS limited development, the European Commission (in its Communication COM (2012) 474 final to the member states and the E. Parliament) undertook the commitment to set-up with the relevant stakeholders a comprehensive information sharing resource platform, providing up-to-date information on EETS through a single point of access on the Internet. This platform would also contribute to the exchange of best practices and dissemination of up-to-date information on EETS among professional stakeholders keeping in parallel informed all the interested users Commission s Communication COM (2012) 474 final 4.1. The Communication stipulates: The Commission will set-up with the stakeholders a comprehensive information sharing resource platform, providing up-to-date information on EETS through a single point of access on the Internet. This platform will also contribute to the exchange of best practices and dissemination of up-to-date information on EETS among professional stakeholders. In its Communication the European Commission undertook the clear commitment to set-up with the relevant stakeholders a comprehensive information sharing resource platform, providing up-to-date information on EETS through a single point of access on the Internet. This platform would also contribute to the exchange of best practices and dissemination of up-to-date information on EETS among professional stakeholders keeping in parallel informed all the interested users. 1.2 Key product of activity 7 The key product of the Activity 7 of the REETS project is exactly what article 19 of EETS Decision 2009/750 asks, and what EC describes in its above Communication. The product of Activity 7 will be designed to act as a pivotal info point for all the EETS stakeholders. The lack of such an information resource played a major role in the uncertainties that many stakeholders highlighted, and that have not allowed the (R) EETS at EU scale. The product is the setting-up of the above requested comprehensive information sharing resource platform that will be able to act as a single point of access on the Internet, to gather and to provide up-to-date information on EETS. Of course the purely institutional communications among the various REETS- Activity V 1.0 Page 15 of 58

16 EU levels may remain different, since they would not have to support the market but rather to guarantee, in the background, the institutional basis. For simplicity reasons the information sharing resource platform will be named in the project as Info Platform. The Info-Platform described in the Activity 7 of the REETS project is structured to serve not only during the period of the project (that ends at 31/12/2015).The Info Platform is designed in a way that (with the political blessing of the Member States and European Commission) will be an efficient interactive single point of access, addressing properly all the EETS specificities, mainly after the closing of the REETS project. It is designed to function as requested by the Decision 2009/750 and by EC Communication COM (2012) 474 final 4.1. The Info Platform will be managed and coordinated by the Info management team in order: - To gather the needed data, - To manage and process the received data, - To produce the information product and, as a result, - To provide the information product openly to the member states, the EC, the interested stakeholders and the public. In concrete terms the Activity 7 of the REETS project will have two phases, each phase covering different periods of the info platform: - The pilot period ending at 31/12/2015 (end of the project) and - The period under real conditions, starting at 1/1/2016 REETS- Activity V 1.0 Page 16 of 58

17 2 A generic description of the Info Platform 2.1 Pilot implementation phase of the project info platform (REETS) The first, transitional, phase of the Activity 7 result is an Info Platform functioning in the website of the project, which is described in this Deliverable D7.3. It covers the period of the REETS project that ends at 31/12/2015. For clarity reasons, in this project period, the name of the Info Platform will be (R)EETS Info Platform. The (R)EETS Info Platform will be managed and coordinated by the Info management team: - To gather the needed data - To manage and process the received data - To produce the information product and as a result - To provide the information product In this (transitional) period that ends at 31/12/2015, the Info Platform will focus principally on the REETS area as defined in the project (Austria, Denmark, France, Germany, Italy, Poland, Spain and Switzerland). Figure 1 Overview of the REETS-TEN participating countries The Info Platform will operate under the coordination of the key stakeholders Toll Chargers and Service Providers- as described in the following parts of the present document. 18 The key information data to be transmitted by the info platform will be collected by Activities 7 (subtasks 7.1-3), 8 and 5, e.g.: existing links in each member state (Toll Domain statements, EETS Providers, technology providers - technology providers - manufacturers, etc.) and additional inputs received by: - Findings by active detailed monitoring in cross-border deployment cases in different REETS areas. This exercise is covered by the REETS Activity 8. - The dynamic update of the findings of REETS theoretical studies that will be based mainly on inputs related to the monitoring of deployment of cross-border practices in Activity 8 and interoperability oriented ideas in Activity 5. It is emphasized, that the role of states representatives (the representatives of the states which participate in the REETS project) is important for the good functioning of the Info Platform, e.g. for the provision of up-to-date links to EETS-related information and for ad-hoc contacts with the Info Platform Management Team. 2.2 Real implementation period of the info platform (EETS) The second roll-out of the Activity 7 result is examined specifically in subtask 7.4 and describes the conditions assuming the blessing of the European Commission- under which the info platform will function after the end of the project, i.e. under normal real conditions. This part covers and describes the real functioning period of the real Info Platform in whole EU under real conditions after the end of the project, i.e. after the 1/1/2016. The name of the Info Platform in this period will be EETS Info-Platform. The EETS Info Platform will be properly managed and coordinated by the Info management team in order to gather the needed data, to manage the received data and produce the information product. Key precondition for the reliable and efficient functioning of the EETS Info Platform during this periodin the real EETS world- are the roles: Of the European Commission as a supporting facilitator leader of the info platform, and Of the 28 contact states representatives of the EU states (as real EETS players respecting fully the EETS laws) The roles of the European Commission and the states representatives are crucial for the success of the EETS info platform as the info platform stakeholders (TCs and SPs) need the European Commission and the states representatives to set-up functioning interactive contacts with the states authorities regarding the EETS reality in each state. Having indicated the above specific roles of the EC and the states representatives, the proper structure, the functioning, the roles and the activities of the key stakeholders in the EETS Info Platform will REETS- Activity V 1.0 Page 18 of 58

19 be the same as in the first pilot period of the REETS Info Platform. However, after the end of the project, 31/12/2015, the scale of functioning and the provided information will be more detailed and reliable, as the EETS info platform is planned to be an EU formal structure functioning under the EC coordination and will not be just a limited product of a project (though important). In this period (after 31/12/2015) will be the same activities as the ones described in the proper structures in Activity 7 subtasks The EETS Info Platform will be properly managed and coordinated by the Info management team in order to gather the needed data, to manage the received data and produce the information product. The key information data related to EETS developments will be found in the existing links in each of the 28 Member States (Toll Domain statements, EETS Providers, technology providers - manufacturers, etc.) and Additional data will be received by: - Findings by active detailed monitoring in continuing cross-border deployment cases in different EU regions. This monitoring exercise was already covered by the previous REETS Activity 8.However this exercise will be strengthened and coordinated by a proper management team with the presence of ASECAP and AETIS. The findings of this exercise will be more detailed and -in the long run- will constitute inputs for more precise interoperability oriented deployment cases. Such more detailed findings will allow the proper comparison of the views expressed by the stakeholders involved in each deployment case defining (at a first step) various best crossborder practices in different regions leading in the long run to an EETS. 20 2.3 The functioning of the Info Platform The Info Platform is designed to be the single contact point providing open information regarding the EETS realities in the different member states. Therefore it will facilitate a prudent phased-converging approach that, in the long run, could lead to a proper harmonization in the REETS/EETS fields in EU. Thus the interactive daily functioning of the EETS Info Platform will be the first real deployment phase of the EETS in EU. The info platform, both during the project (as REETS info-platform) and after the end of the project (as EETS info-platform) will operate under the coordinated management of the key stakeholders basically ASECAP Toll Chargers and AETIS Service Providers- as described in the following parts of the present document. However, it is clear that the info platform is not meant to be just a conventional project with theoretical results described by various deliverables but a real structure functioning efficiently in the real EETS world. Apart from investments already made by Toll Chargers to prepare their systems for EETS, such a platform will be the first real step towards an EETS real deployment in the real industrial world. In the real EU conditions, after the end of the project: the EC is expected to be the political coordinator of the info platform; the states representatives in the toll committee of Directive 2004/52/EC are expected to also participate as representatives of the 28 EU member states. The Info platform is designed to fully function as requested by the Decision 2009/750 and by EC Communication COM (2012) 474 final 4.1. The info platform: - will facilitate the interactive communication of the 28 member states among themselves and with the EC regarding: the national registers, the EETS domains, the EETS providers, the designated Conciliation Bodies in the different states, as well as the existing Notified Bodies (NoBos). With the support of EC the info platform will so far missing- be a key information mechanism promoting the functioning of the toll committee of Directive 2004/52/EC, and, - in the same time, will be an open information point for the public. It will act by: Channeling the end users to the existing proper reliable and liable information links to the member states, to Notified Bodies, to European Commission, to others (i.e. Technology Providers - Technology providers - manufacturers, etc.) And - Providing disseminating concrete information on: o best practices as result of the continuous detailed monitoring in the various cross-border deployment pilots findings as phases of REETS/ EETS in EU, and o Give guidance in using and interpreting the results of the relevant REETS/EETS studies carried out, taking into account the specific findings through the monitoring in the various cross-border deployments REETS- Activity V 1.0 Page 20 of 58

21 3 REETS Info Platform Until the thirty-first of December 2015 the Info Platform operates as a pilot project result and as the first step towards a single EETS Info Platform at EU scale. Activity 7 subtask 7.3 of the project describes the management (by the info platform management team) of the two cooperating structures of the Info-Platform, i.e. a closed part (Archives Toolbox) and an open part (Knowledge Base): The closed intranet part of the platform is the Archives Toolbox : It receives the various inputs; it stores the inputs and it produces the information as a matrix; And The open part of the platform is the Knowledge Base : It is in direct contact with all stakeholders and interested users, providing the produced information as the end-product. The REETS Info Platform is the first step of the EETS info platform planned to function fully from the 1 st January 2016 (under the auspices of EC from this date, the Info Platform will operate with clearly agreed and established rules defining its functioning and contacts (of the info platform), via the EC, with the 28 members of the EETS Tolling committee and the other interested stakeholders).the Platform: Supports the communication among the REETS members regarding information related to EETS. Interacts with the public and provides to the public on a daily interactive basis the information product, as identified and manages daily the Help Desk. The information product is disseminated through the Knowledge base i.e. the open to the public, and interactive part of the Info Platform. The structure of the Knowledge base is based on the following parts: Information Database o Links o Best practices (Pilot cases) Help Desk o FAQs o Communication Form Within the REETS project, the Activity 6 and 7 are based on the proper functioning of the REETS web site, enabling dissemination and inter-alia the interactive daily management of the REETS and EETS Info Platform -under Activity 7- of the project as already described. Activities 6 and 7 manage the REETS web site ( and in coordination with the Activities 5 and 8of the project provide the structure on which appears the information (static and dynamic) that the project decides to disseminate and manage. The figure below shows the schematic approach of the REETS Activities and the main paths of the information chain that should be followed leading to the final information as an end-product. Overview of REETS Activities 6-8 The info platform is a key EC request and a legal obligation in the Decision 2009/750/EC and - as already described- it will consist out of two parts, the preparatory internal part (Data Toolbox) and the external-open part(info Knowledge Base). The INTERNAL part develops the needed procedural structures, enabling the well-coordinated realistic interactive management of the Data Toolbox. The EXTERNAL -open to the public- part contains the proper management related to the provision of the information. This dynamic part is the single- access information point to be visited by all interested external entities, (states, stakeholders, or individuals). The objectives and tasks regarding the information-production and information-provision of the Info Platform are performed by the Activity 7.3 supported by sub-tasks 7.1 and 7.2.The Activity 7 subtasks will be well coordinated, and a close cooperation will be also established with Activity 8 and Activity 5 which will constitute an integral part of the info platform. The following schematic structure of the Info Platform presents the functioning of the info-platform: An Data Toolbox where REETS data are gathered and stored and An open Knowledge Base which provides the relevant REETS information to the public and the interested EU institutions REETS- Activity V 1.0 Page 22 of 58

It: Develops the information channels to the formal links in each of the EU member states regarding legally sensitive, reliable, information in their EETS fields. Safeguards that the necessary inputs are received as information raw material. Such inputs are: o The findings in the cross-border deployments in the different EU regions. They are accompanied with Data regarding the Service providers, Toll Chargers or technology providers - manufacturers active in such regions (Activity 8). These findings will have the shape of a simple reporting matrix describing the monitored status of the Service Providers offering their services to the Toll Chargers in the various REETS regions. o The results of the REETS theoretical studies, as guidance in using and interpreting the results of the relevant REETS/EETS studies carried out, taking into account the specific findings through the monitoring in the various continues cross-border deployments based on the findings of the deployments in the various REETS cross border pilots (Activity 7.1). Updates the information product which in interactive cooperation with the Knowledge Base is produced and transmitted to the public. 3.2 Knowledge Base The information elements which are stored in the Archives Toolbox are transmitted to the public as end-product through the Knowledge base which is the open interactive part of the Info Platform. 24 The Knowledge base operates and manages the information corridors that provide the information product to the outside world (States, Stakeholders, TCs, SPs, public, others). Such information product is sent to the public using: - the Information Database and - the interactive Help Desk. The Information Database acts by: The channeling to the existing, legally sensitive, EETS related links in the EU states regarding the various EETS fields and stakeholders The channeling to the findings of the REETS studies (Activities 1-4) and the guidance in using and interpreting these studies, under the dynamic findings in the various continues cross-border deployments (Activity 8) The provision of up-to-date information on the cross-border pilot developments in various EU regions The Help Desk acts by: The daily Management of the FAQs The daily Management of the Communication Form Information Database The information database is structured by two main sections: - Links - Pilot cases (Future: Best practices) Links A list with interactive Links direct web addresses in REETS member states is managed by the Info Platform to provide up-to-date information on REETS/EETS among professional stakeholders. The info platform provides direct Links to the: Member states National Registers NoBos Others (Stakeholders) The direct link to the Technology providers - manufacturers and Other Stakeholders will channel to REETS relevant main stakeholders: ASECAP AETIS REETS- Activity V 1.0 Page 24 of 58

25 Standardizations bodies Manufacturers - Technology Providers Others Pilot cases a. cross-border This section will provide a dynamic matrix which will be based on the monitoring in the different crossborder tolling pilots in REETS regions and the findings regarding the relations between Service providers and Toll Chargers in the specific cross- border REETS areas. Leader of Activity 8 is the key responsible for information regarding the monitoring of the cross-border deployment Pilots in REETS regions. He provides the matrix of cross-border deployment developments in the REETS regions as input to the Info Platform Data Toolbox regarding the status quo in the different cross-border pilots. b. Return on experience This section will give guidance in using and interpreting the results of the REETS theoretical studies of Activities 1-4 based on the findings of the continues cross-border monitoring Help Desk The Help Desk will be the interactive/ dynamic part of the Information Sharing Resource Platform. This section is structured by two main components: - FAQs and - Communication form FAQs The FAQs part is the tool of the Help desk that provides Frequently Asked Questions and Answers. In general it includes questions and answers that are supposed to be of strong interest for the EETS stakeholders. This FAQs format is commonly used on Help Desks and online tools, where certain common questions tend to occur. The FAQs purpose is to provide a list with frequently asked questions (and answers), in order to avoid possible submission of similar requested information, which is already answered under a section of the Info Platform or from the Help Desk. FAQs include topics categorized per domain. The FAQs list: - Will channel the interested users to the proper formal links in M. 27 More specifically the form of the section Personal information will need: The personal information, such as the name/surname and address, to be used as contact details for the reply. Additional personal information, such as country, company, sector and position will be used in order to evaluate the request, understand better the request and also the technical knowledge of the person that will set the request. Related the request section: The two drop down boxes (Country & Domain/Sector) will be used in order to categorize easier the request. This information will be used to categorize the request to forward the appropriate question to the competent expert (contact person). If the request is related to more than one countries the form will have a button in order to add the other country. Finally the last part of the form is the empty box that someone will use for posing his comments, requests or questions. Archiving of the requests All the submitted requests using the communication form are archived in a file, based on a categorization of each request according to the County and the Sector. The system keeps automatically the list with all the submitted requests. The Info Platform is coordinated by the leader and deputy leader of Subtask7.3/4 K. Dionelis (ASECAP) and E. Tzoneva (AETIS). In addition to K. Dionelis and E. Tzoneva there are 3 more members of the management team of the platform with a specific role (all the roles are equivalent).the daily functioning of the REETS platform is supported by 2 members from ASECAP Secretariat. The following are the members of the Management Team under the leader and the deputy leader: Leader of Subtask7.1, responsible for designing of the implementation components : He collects the inputs related to Activities 1-4 findings, give guidance in using and interpreting when necessary, the results of Activities 1-5 based on a continuous monitoring of future deployments. Leader of Activity 8, responsible for monitoring cross-border deployment Pilots : He provides input to the Data Toolbox regarding a simple reporting matrix monitoring which SP provides its service to which TC in which member state. Additional input will be provided by the Leader of Activity 5 examining the possible contributions towards future Interoperable management schemes. Leader of Subtask7.2 responsible for Constituents of the Info Platform Help Desk": He creates and updates the FAQs list that under normal conditions is sent to the public by the Knowledge Info Base. This list: o Contains instructions to the users on how to channel their questions to proper links in the member states and the stakeholders) & o Provides an Interactive best practices list with information regarding the monitoring of the deployment tolling cases (input from Activities 8 and 5). There is a need for coordinated meetings of the management team of the platform. The meetings are necessary in order: - To examine the REETS developments in the EC and the Toll committee of Directive 2004/52/EC. - To improve the platform functioning and examine/ decide the future steps of the platform. - To follow the developments in the different cross-border deployment cases, the (commercial/technical/political) priorities. - To discuss and prepare the (expected) transition from the REETS Info Platform to the EETS Info Platform. 3.4 REETS Info Platform daily operation European Commission and the member states to exchange information regarding the EETS National Registers and activities related to EETS developments in each country (more specifically on the Toll Chargers, the Service providers, the conciliation bodies, etc.). Interacts openly and on a daily basis with public by: 1. Channelling received requests to the proper links of the legally existing entities: These links are links to MSs, NoBos, EC, Others (i.e.: Manufactures, etc.) 2. Using interactive best practices. This activity includes: The provision of dynamic information as results from the continuous monitoring of Cross Border Deployment cases in REETS regions The updating and channelling to the users the results of the theoretical studies of Activities 1-4, based on deployment findings, basically from Activity 8 and inputs from Activity Managing the Help Desk tool in order: To Channel daily questions from public to proper destinations/links on legally sensitive topics To provide answers to the public, as far as possible in an harmonized way, making use of properly structured harmonized FAQs list Info Platform Process Flow Operation Algorithm In order to explain better the operational procedures of the Information Sharing Resource Platform, the operation is described by the algorithm / process flow below. The Information Sharing Resource Platform, i.e. the infoplatform, is a separate session (tab) inside the webpage of the REETS project and after 31/12/2015 with the support of the EC will have its own webpage. The link of the Info Platform webpage, is prominently in the front page (Index webpage), but is also available in all the tabs through the REETS website. In every REETS webpage (Sub webpage) the info help desk link is available in a specific clearly visible point. The design of the Info platform corresponds to the existing design of REETS website. 35 4.2 Design (Index page) The main target of the designing is the deployment of the comprehensive Information Sharing Resource Platform that will provide up-to-date information on REETS / EETS as a single point of access on the Internet. This info platform will contribute to the exchange of best practices and dissemination of up-to-date information on EETS among professional stakeholders. The implementation of the EETS Information Sharing Resource Platform in the current phase, will be based on the existing REETS website. Based to the Commission s Communication COM (2012) 474 final , the Info Platform design focused on, the deployment of the comprehensive Information Sharing Resource Platform that will provide up-to-date information on EETS as a single point of access on the Internet and will be located within the proper EETS website. This EETS Info platform: - will facilitate the interactive communication of the 28 member states among themselves and with the EC regarding: the national registers, the EETS domains, the EETS providers, the designated Conciliation Bodies in the different states, as well as the existing NoBos. With the support of EC the info platform will be the key information mechanism promoting the functioning of the Toll committee of Directive 2004/52/EC. - It will contribute to the exchange of best practices and dissemination of up-to-date information on EETS among professional stakeholders and will be open to the public. This part will provide EETS flash news, in the front page of the Info Platform. This part will be function as an alert part when an EETS Info should be disseminated to the EETS stakeholders. The Flash news will be also available as a button to the EETS Info platform banner. This EETS flash news part will be available, in the front page, if there is any REETS flash news that the management team agrees to disseminate. During the first phase of the platform the FAQs will include a list of Questions and Answers prepared by the REETS Activity 7.2 and Activity 7.3/4 team which: - Will channel the interested users to the proper formal links of Member States or other stakeholders in order to receive directly formal and reliable information - Will provide/include information based on the monitoring results in the different deployment cases related to the openly expressed views categorized by: o Service Providers o Toll Chargers REETS- Activity V 1.0 Page 43 of 58

FAQs Beyond the various information links providing automatic information to the users, the Help desk allows every user to have direct communication with the platform and submit whatever question he has in mind, relevant to the EETS field. Communication form - Confirmation message The platform follows the guidelines of setting-up a user-friendly platform. As a result all the pieces of information are always available and are easily found in the Info Platform. Finally, additionally with the external part, the (R)EETS Info platform will have also an internal part, called Data Toolbox. This part will be an Intranet tool. Only the managers of the Info platform and a specific management team will have the ability to login to this internal part of the Info Platform, in order to add or change the texts/documents.
