1 Portland General Electric Transmission & Reliability Services Mathematical Algorithms for Calculation of Firm and Non-Firm ATC Posted: May 1, 2018 Effective: May 1, 2018 Revision No.: 10 The ATC Algorithms are presented here as both a generic representation that encompass all OASIS posted paths and also path specific algorithms to allow for easier identification of the actual terms that impact a particular OASIS posted path s Firm and Non-Firm ATC. Terms and definitions in the NERC Standard MOD-029-1a, Rated System Path Methodology, are consistent with the like terms used in this document. Terms below grouped in GREEN are components of the Firm Existing Transmission Commitments (ETC F ) as described in the NERC Standard MOD-029-1a. Terms below grouped in RED are components of the Non-Firm Existing Transmission Commitments (ETC NF ) as also described in the NERC Standard MOD-029-1a. Postbacks used at PGE are described in the Postback Methodology Document. Firm counterflows are used in the Non-Firm ATC calculations as described in the PGE Available Transfer Capability Implementation Document. 2 Definitions: ATC = Available Transfer Capability Counterflows NF = Firm Counter Schedules impacting Scheduling Horizon Non-Firm ATC GF F = Firm Grandfathered reservations NITS F = Firm Network Integration Transmission Service NITS NF = Non-firm or Secondary Network Integration Transmission Service NL F = Firm Native Load PTP F = Firm Point-to-Point reservations PTP NF = Non-firm Point-to-Point reservations Postbacks F = Postbacks on Firm reservations Postbacks NF = Postbacks on Non-firm reservations ROR F = Firm Rollover Rights TTC = Total Transfer Capability Non Use of CBM and TRM As described in the CBMID and TRMID, CBM and TRM are not used in the calculation of ATC on any path of any timing horizon and as such CBM and TRM will not appear in these algorithms. Loss Returns In kind loss returns ended on October 7, 2017 with PGE s entry in the Western Energy Imbalance Market and were replaced by financial compensation obligations per Schedule 11 of the PGE OATT. With this change the Firm Loss Return (LR F ) term of all ATC algorithms has been removed. Specific Algorithms by Path To increase awareness of those components that actually have an impact on a specific path, any parameter that is set to zero or is not applicable for that path will not be displayed in the specific path horizon algorithm. 3 BPAT.PGE to PGE Path This is a system import path between BPAT and PGE. The Committed Grandfathered Agreements referred to here are Borderline obligations under a GTA. Non-Firm ATC = TTC PTP F + Postbacks NF PGE to RoundButte Path This is a system export path between PGE and PACW. Firm ATC = TTC (PTP F ) + Postbacks F Non-Firm ATC = TTC (PTP F ) + Postbacks NF Effective Date: April 9, 2018 Page 5 of 9
6 RoundButte to REDMOND Path This is both a wheeling path between PACW and BPAT and an export into BPAT. There is no forecast load component on this path. Non-Firm ATC = TTC PTP F + Postbacks NF PGE to Grizzly to COB Path This is a system export path. It is reserved as one path but tagged and scheduled as two physical segments, PGE to Grizzly and Grizzly to COB. This is one of two southbound AC Intertie paths. The path is mapped to the other southbound AC Intertie path, JohnDay to COB. The Committed Grandfathered Agreement of the JohnDay to COB path may impact this path through a limit as may be encountered as a result of the ATC calculation results for the JohnDay to COB path. Firm Schedule Estimates will impact the Postbacks NF term during preschedule prior to 2:00 pm of the preschedule day (impacts the Operating Horizon). Non-Firm ATC = TTC (PTP F ) PTP NF + Postbacks NF Non-Firm ATC = TTC (PTP F + ROR F ) + Postbacks NF Effective Date: April 9, 2018 Page 6 of 9
7 JohnDay to COB Path This is one of two southbound AC Intertie paths. The path is mapped to the other southbound AC Intertie path, Grizzly to COB. Firm Schedule Estimates will impact the Postbacks NF term during preschedule prior to 2:00 pm of the preschedule day (impacts the Operating Horizon). Non-Firm ATC = TTC (PTP F + ROR F ) + Postbacks NF COB to JohnDay Path This is the northbound AC Intertie path. Firm Schedule Estimates may impact the Postbacks NF term during preschedule prior to 2:00 pm of the preschedule day (impacts the Operating Horizon). 8 Colstrip to Townsend, Colstrip to Broadview, Broadview to Townsend Paths These are the three westbound Colstrip Transmission Project paths.
