2 Executive Summary The goal of the Hazardous Substance Site Locator application project was to make information about the scores of hazardous substance sites in Missouri readily accessible to the general public. To date, the Missouri Department of Natural Resources (MoDNR) has provided oversight on risk-based cleanups for over 2500 sites and the number continues to increase. This eight month project was a collaboration between the Office of Administration- Information Technology Services Division (ITSD) and the Department of Natural Resources-Hazardous Waste Program (HWP). Project steps included data review and validation for all hazardous substance sites, conversion of thousands of paper files to electronic format, implementation of a document management system (DMS), designing an online mapping interface and implementation of the design using Java, ESRI geodatabase and Google Earth Enterprise technologies. Prior to release of this application, most information related to hazardous waste sites under DNR regulation was available only by requesting and reviewing departmental paper files and county property records. The general public now has the ability to get details on these sites from across the street to across the state by using this new online system. With an interactive map viewer for up to date individual site summary information and downloadable data layers available to local governments and utilities to use in permitting, development and planning efforts, the Hazardous Substance Site Locator represents the innovative use of technology to better protect human health and the environment. 2
3 Business Problem and Solution Business Problem The Missouri Department of Natural Resources (MoDNR) has long faced the problem of effectively tracking property use restrictions at hazardous substance sites and making this information easily accessible to the general public. These sites come in all sizes, shapes and levels of complexity. From a few abandoned drums left in a remote location to a contaminated area covering many acres and located in a populated area. Many contaminated sites go through risk-based remediation, which means the site is cleaned up to a level sufficient for its likely future use. Such cleanups may include controls like physical barriers and caps to ensure the contamination remains contained at a site, or restrictions on future uses of the property. These sites need long term stewardship to ensure the property is used appropriately and physical controls are maintained. Making information available to all who may be affected by contamination is a key part of MoDNR s stewardship of these sites. Problems included: Requesting information about a site was almost solely done through a direct inquiry to MoDNR. The process would likely involve the review of departmental paper files and county property records. Very few documents or files were available in an electronic format. Many property uses putting people at risk do not involve the need to do chain-oftitle searches through property records, such as utility work. Hazardous substance sites are tracked in multiple MoDNR IT systems based on the severity, regulatory program and oversight needed. Lack of data quality, completeness and consistency made integrating the information difficult. Solution Development and implementation of the Hazardous Substance Site Locator online information system ( ) provides all property users in Missouri with a direct, central source for accessing information critical to their safety. The system features an interactive map allowing users to click on a point or area to view a site information summary and link to departmental documents and files related to that site. Downloadable data layers are available for environmental professionals, local 3
4 governments, and utility entities to utilize and incorporate in the review of environmental activity and property use limitations into permitting, planning and development activities. Significance of Business Process Improvements Data Quality: The hazardous substance site data contained in multiple IT systems can now be managed comprehensively by the MoDNR Hazardous Waste Program (HWP). Data is extracted monthly from these systems through automated scheduled routines and stored in a central data warehouse repository. The data is cleansed and consistent data types and formats applied for standardization along with identification of sensitive information. An audit report is produced listing any site information that is incomplete and returned to the business program for further investigation. Document Management: All documentation related to a specific hazardous site is now stored, managed and tracked electronically through the integration of a Document Management System. Required metadata is applied before any document can be uploaded. The online mapping component programmatically searches for all documents and.pdf files associated with a site point on the map and renders hyperlinks to this information. Program Management: Industry and developers benefit from having the ability to establish cleanup goals based on property use, often using engineered and institutional controls as an alternative to conducting expensive cleanup efforts on hazardous substance sites. However, such sites require long term MoDNR oversight to ensure that land use controls remain intact and protective, such as inspection, maintenance, information management and public awareness. The implementation of a centralized data repository has greatly improved MoDNR s ability to provide useful and important information to the public and environmental professionals. 5 Application Features: Home page: Visitors are given a narrative establishing the purpose of the map and have the option to view the map or download data layers for professional use. A description is given indicating site locations shown on the map will have color designations for the following status categories: Active site no investigation or action has yet to be performed, or actions are in progress but not yet complete. Long-Term Stewardship site action has taken place and the environment and the site are suitable for certain land uses. Environmental Notice Site an advisory for this site regarding environmental conditions may be warranted. Instructed to review the information linked to the site within the application. Completed contamination no longer an issue because of removal and the site is suitable for unrestricted use. Map View: The map by default displays the entire state of Missouri and all hazardous substance sites are indicated in respective colors based on status categories. The twodimensional map consists of National Agriculture Imagery Program (NAIP) imagery and road data from the Missouri Department of Transportation (MoDOT) hosted on a Google Earth Enterprise Server. Visitors have multiple search options available to them at this point. They can simply scroll forward to zoom into a location on the map and expand the imagery to move closer to ground level to select a site point or zoom to an area based on entering the following search parameters: Address City County Zip Code When a hazardous substance site is clicked on the map, an informational box is displayed with the following information: Site/Facility 5
6 Address City Zip Status Activity & Use Limitations A hyperlink to more information about the site If the hyperlink is selected, a site summary page is displayed with the following additional information: Site Map--which displays an aerial image of the site along with a visual boundary that comprises the site or permitted facility Federal ID County Site Status Site Background/History Site Cleanup Summary Contaminants of Concern Activity and Use Limitations A hyperlink for all MoDNR documents and files related to the site Visitors also have the option of creating a.pdf to be saved or printed of the site summary. Benefits of the Project The Hazardous Substance Site Locator is a practical application with significant benefits. From the human health protection perspective, a simple, online, access point now exists for immediate awareness of the location, nature, extent of contamination and potential risk of a hazardous substance site. This awareness is vital to the health consequences of those that could be potentially exposed. Utility companies have been asking for this type of information for some time. They now have the ability to directly download the GIS data layers on a monthly basis and incorporate them into their own GIS systems for proper planning, ultimately leading to increased worker safety. (MoDNR partnered with Laclede Gas Company, a large natural gas utility in St. Louis, MO and Ameren Missouri, the largest electrical utility in the state on beta testing the application). Local governments likewise are direct beneficiaries. The city of Springfield Missouri (population 160,000) is utilizing the data in its own GIS systems for additional input into decision making processes and MoDNR is currently working with Jackson County, the 2 nd largest county in the state, to incorporate this 6
7 information into their own planning and zoning, building permits and street maintenance departments. In an effort to streamline access to information and leverage the benefits of innovative technology allowing data integration to make information more useful and accessible, the following benefits have been realized: No longer are direct inquiries to MoDNR necessarily needed to view department documents and paper files related to a site All departmental documentation, files and reports related to a site are now easily accessible in electronic format in a centralized location. Single map view to easily visualize and download hazardous substance site information Consistent and comprehensive presentation of information with the ability to generate and print specifically formatted.pdf s of site summary details. Potential owners, occupants and purchasers of homes, businesses or property in or around a contaminated site have a direct financial interest and benefit knowing the hazards and potential legal obligations associated with the site. This also applies to: Realtors MoDNR has already presented the application to several realty boards and groups with much positive feedback. Financial Institutions Property Developers Since implementation, MoDNR has begun an outreach plan that will carry through 2014 to continue to educate key audiences about all available uses of the application. In addition, an initial survey of a subset of users indicates the following: Government agencies are the largest initial users of the site (60%) followed by environmental consultants (17%) and public citizens (9%). Checking for contamination for professional purposes was the number one reason indicated for using the site, followed by checking for contamination in a specific neighborhood. Other reasons included gathering information for an environment site assessment, planning for development or redevelopment, planning a real estate transaction as well as financing a real estate transaction. 72% of surveyed users utilize the site summary documentation and nearly half (48%) retrieve departmental documents that are now available through the system. MoDNR s internal efficiency to respond to informational requests has increased significantly with the ability to refer requestors to the application or assisting them using the application. 7
8 Response rates of respondents on how often they anticipate using the application include: o 30% Weekly o 30% Yearly o 17% Monthly o 16% As Needed o 7 % Daily 92% of users found the system intuitive and easy to use. Innovation Approach As an example of this innovative approach to solving the same business problem that many states still face, the Director of MoDNR was recently asked to present the Hazardous Substance Site Locator at a multi-state ECOS (Environmental Council of States) conference for Technology Innovation. 8
