OBJECTIVE This Technical Document Preparation Plan (TDPP) provides guidance for the development, review, and revision of the License Application Design Selection Feature Report: Aging and Blending, Document Identifier: B xxxxX, in accordance with the Management and Operating Contractor (M&O) Quality Administrative Procedures (QAPs). The TDPP and Technical Report are and will be written in accordance with M&O QAP-3-5, Development of Technical Documents. The objective of the License Application Design Selection Feature Report: Aging and Blending is to evaluate the feasibility and costs associated with blending and aging commercial SNF assemblies before waste package emplacement, and also to evaluate the performance benefits after waste package emplacement. 11. SCOPE The License Application Design Selection Feature Report: Aging and Blending will bring together information and data contained in six NLP 3-27 calculations and will draw conclusions about effectiveness of blending and aging commercial SNF assemblies. These calculations will consist Of: 1. WP Calculation for Blending 2. WP Calculation for Aging 3. Surface Calculation for Blending Cost 4. Surface Calculation for Aging Cost 5. PA Calculation for Blending Off-site Dose 6. PA Calculation for Aging Off-site Dose Note that while all the calculations are separate for aging and blending, they both result in the same performance impact; the reduction of thermal variability and a lower WP cladding and drift wall thermal peak. Therefore, it should be possible to compare and contrast the effects of aging and blending and to draw recommendations between the two features. Range of Activities: The range of activities covered in the development of the report will only address blending and aging as they relate to the current baseline repository design (VA design). Affected Organizations: This report is being prepared as input into to the LA Design Group for the selection of LA design features. Limitations of Document: The information presented in this report is acceptable for quality affecting activities and for use in analyses affecting procurement, construction, or fabrication. 5 111. BACKGROUND Blending commercial SNF assemblies before loading them into a waste package can reduce the thermal output variations between waste packages. Significant thermal variations can result in thermo-mechanical problems (e.g., rock stability), and degradation of potential postclosure WP performance due to water movement from a hotter waste package to a colder waste package. Aging assemblies before emplacement can also reduce thermal variation between waste packages. Aging also allows assemblies to cool, thereby reducing the peak temperature that the near and far-field environments will experience. Both blending and aging will require additional storage area and/or facilities for the assemblies. While different reports have discussed blending and aging, they were all preliminary in nature and did not take into account all eight baseline waste packages for commercial uncanistered assemblies. IV. DESCRIPTION OF THE TECHNICAL DOCUMENT A general description of the proposed structure of the document to be created according to this TDPP is provided in this section. A. Qualitative and Quantitative Criteria The level of detail required for the document is a detailed description of the thermal and performance effects of blending and aging and the cost-effectiveness of the approaches. The estimated range of page lengths for the sections are listed in parentheses in the annotated outline. B. Sources of Requirements The document will present technical information which is not covered by any specific requirements. The Participant Planning Sheet does not specify any technical acceptability criteria for the document. The minimum acceptance criteria for judging acceptance of the document are identified in QAP-3-5, Section 5.2.C. C. Annotated General Format An example of the proposed structure of the document is given on the next page. The annotated outline is for planning purposes and will be revised as deemed necessary to meet the requirements and objectives of the technical document. The location of the 14 items from QAP- 3-5, Section 5.2.C are listed below the annotated outline. The document will otherwise comply with the M&O style guide. B REV 00 2 September 22,1998
6 The information provided in the document is not part of any Monitored Geological Repository (MGR) design and as such will not be submitted to the Baseline Change Control Board. 9 V. RESPONSIBILITY The M&O Waste Package Design Department will be responsible for the creation of the License Application Design Selection Feature Report: Aging and Blending. Preparation: The individuals responsible for document preparation will be: 1) Hongyan Wang and 2) Bradford Colton. Review: The organizations providing the review of the document will be determined by the Responsible Department Manager for the Waste Package Design Department. The individuals responsible for document review will be determined by the Responsible Department Manager for the reviewing organizations, dependent upon personnel availability, at the time the review process is started. As a minimum, representatives from the following Waste Package Operations group, in addition to the standard required reviewing organizations, will be asked to review and comment on the document: 1. Waste Package Design (Checking) Approval: The Responsible Department Manager for the review and submission of the document is Thomas W. Doering, Manager, Waste Package Design Department. Qualifications: Document preparer(s) will possess an engineering degree. The minimum qualification for individuals performing the preparation, review, and approval activities for the technical document is training in QAP-3-5 (see Section VII). Interaction Procedures: There are no affected organizations or parties outside the document preparation and review organizations. All the preparation and review interactions are controlled by QAP-3-5. If additional parties are interested in the final document, they will be put on controlled distribution, and so the interaction will be controlled by AP-6.1Q. B REV 00 6 September 22,1998

REVIEW AND APPROVAL Review: The M&O review of the License Application Design Selection Feature Report: Aging and Blending will be in accordance with QAP-3-5, Sections D through (with the selected review beginning with step F). Review Criteria: The criteria and minimum requirements by which the acceptability of the document will be reviewed include: Meets the general procedural requirements, Provides a description of the supporting analyses summarized in the document, and Presents the summary of results from the supporting calculations. Approval: The M&O internal approval process for the document will follow Section 5.4 of QAP-3-5, and the approved document will be submitted to Document Control Center for distribution. 11 VII. QUALITY ASSURANCE The Quality Assurance program applies to the development of this technical document. The information provided in the technical document is to be indirectly used in the evaluation of the MGR waste package and engineered barrier segment; the waste package and engineered barrier segment have been identified as items important to safety, waste isolation, and physical protection of materials in the QAP-2-3 evaluation entitled Classrfication of the Preliminary MGDS Repository Design (Reference 1, TBV-228). The primary quality assurance requirement for the development and review of this document will be provided by QAP-3-5, Development of Technical Documents. A. Activity Evaluation The Waste Package Design Department responsible manager has evaluated the technical document development activity in accordance with QAP-2-0 Conduct of Activities. The Develop Technical Documents (Reference 2) evaluation has determined the preparation and review of the technical document is subject to Quality Assurance Requirements and Description (Reference 3) controls. B. Classification of Items A QAP-2-3 evaluation entitled CIassiJcation of the Preliminary MGDS Repository Design (Reference 1, TBV-228) has identified the waste package and engineered barrier segments as items important to safety, waste isolation, and physical protection of materials. C. Determination of Importance There are no determination of importance evaluations developed in accordance with Nevada Line Procedure, NLP-2-0, since the document does not involve any field activity.
